William Grayson and Soraya Betterton have joined Emerging Growth Management of San Francisco. Grayson, who was previously a vice president at J.P. Morgan of New York, will be managing director and chief operating officer. Betterton, formerly managing partner at Green Street Investments of New York, will be a portfolio manager.

Ira Hall has been appointed to the board of American Express Funds, which oversees $122 billion invested in 63 mutual funds. Hall is currently treasurer of Texaco of White Plains, N.Y.

Michael Palone and Daniel Perullo have joined Delaware Investments of Philadelphia. Palone, previously director of marketing, sales, and client services at Harbor Capital Management Company of Boston, will be a senior vice president at Delaware. Perullo, also formerly with Harbor Capital as a vice president responsible for marketing to institutional investors, joins Delaware as a vice president. Both will be responsible for marketing institutional funds to institutional and retail investors.

Gregory Supple has joined Delaware Distributors, the distribution unit of Delaware Investments of Philadelphia, as vice president and regional consultant. Supple was previously a regional vice president at Pioneer Investment Management of Boston.
