Donna Leaman

Donna Leaman is a board member for the Electronic Signature and Records Association (ESRA) and assistant vice president and senior legislative counsel for USAA State Government Relations. Leaman represents the USAA�s interests in several states at the state legislature, and also works with state insurance commissioners or state motor vehicle commissioners.�Prior to joining USAA, she was legislative counsel for Liberty Mutual Insurance in San Francisco, California. Leaman also holds extensive experience in claims management in the property and casualty insurance lines.Leaman earned a Juris Doctor degree from Suffolk University Law School in Boston. She is a member of the State Bars of Massachusetts and Florida.
