Could Financial Planners Help Stem the Rate of Military Suicides?

Among many troops who take their own lives, financial stress is a major contributing factor. Just ask former Army Sgt. Angelo Stevens and planner Jan Chapman.

Army Sgt. Angelo Stevens carried heavy burdens when he went to see a military financial planner in May 2010. His family, which includes two seriously ill children, was living under the cloud of $100,000 in debt — and the financial predicament was threatening his job. He saw no options before the meeting, and a few humiliating minutes with the planner left him feeling more hopeless than when he arrived. As he headed to the parking lot, he did the math and made a decision.

"I walked out thinking, 'If I'm dead my family can get $500,000 in life insurance, but I have to kill myself,' " he recalls. As he approached his car on the base at Fort Belvoir, Va., he heard someone calling after him. Another planner, Jan Chapman, had overheard his consultation and felt compelled to act.

"I could tell by the look in his eyes that he was one step off the planet," she says.

Stevens, now 38, credits Chapman, a 62-year-old planner in Annapolis, Md., with saving his life.

Statistics from the Defense Department include financial trouble along with mental illness, marital problems and substance abuse as top factors in military suicides. Running counter to the belief that time on the battlefield is the main cause of such deaths, a Pentagon study of the 301 active-duty military suicides in 2011 found that more than 50% were among service members who had never deployed.

Insurance may play an inadvertent role in suicides. Almost all active-duty soldiers carry a $400,000 government life insurance policy, which pays out even when someone takes his own life — unlike most insurance policies that cover private citizens. Survivors of service members also typically receive a $100,000 death benefit payable immediately. Most of the survivors of the 350 active-duty military suicides in 2012 received life insurance payouts, according to the Pentagon.

'Last Attempt to Get Help'

Planner Jan Chapman took a risk when she decided to help Army Sgt. Angelo Stevens.

Chapman and about a dozen other planners with experience in guiding service members, as well as many veterans, say they have seen the debilitating effects of the financial pressures members of the military face.

LIMITED ASSISTANCE
While the Defense Department hires hundreds of financial advisors to assist those who serve in the armed forces, military policy does not allow them to provide planning, although some bend the rules to help troops in need. Instead, the advisors are instructed to focus solely on financial education, largely out of concern that planners could try to sell unsuitable financial products to service members who typically have little or no experience handling financial matters. "It's an important distinction," according to Barbara Thompson, director of the Defense Department's Office of Family Policy for Children and Youth.

Despite concerns about unscrupulous advisors, planning advocates believe the military is not using a vital tool at its disposal, especially since the military already forbids planners from selling products to troops. They say lives could be saved if the military helped more soldiers build strategies and develop solutions for escaping financial problems, such as debilitating debt. They also say the Pentagon's tendency to treat suicide risk primarily as a mental health problem impedes its ability to help those in financial straits.

"We've known this forever and no one will listen to us," says Craig Bryan, a veteran and executive director of the University of Utah's National Center for Veterans Studies. "We know that financial problems are one of the leading factors that immediately precede suicide among members of the military," he adds. "There are life stressors that are perceived as being unsolvable and never-ending, and suicidology is seen as being a coping strategy."

Jacqueline Garrick, director of the Department of Defense's Suicide Prevention Office, said she is well aware of the stigmatization that can come with classifying a service member's troubles as being related to mental health. She says her office is refocusing its suicide prevention efforts toward resolving daily life problems. "But understanding that," Garrick says, "and how to do it, how to develop the training and curriculum around that, it's still something that we do need to have a better understanding of."

Active-Duty Military Suicides

This military's shift in focus — Garrick's office was formed in 2011 — already may have resulted in a substantial drop in suicides among active-duty service members to less than 300 in 2013, from 350 in 2012.

Garrick's office also is designing programs for new veterans. At least 8,000 veterans, about 22 a day, commit suicide annually, according to the Veterans Administration. Veterans account for more than 20% of all suicides in the U.S., although they amount to less than 10% of the U.S. adult population, according to a Financial Planning analysis of government records.

Defense Secretary Chuck Hagel, in a statement late last year, said: "The Department of Defense has no more important responsibility than supporting and protecting those who defend our country, and that means we must do everything possible to prevent military suicide. The entire DoD community — service members, civilians, members of our families and leaders at every level — must demonstrate our collective resolve the prevent suicide, to promote greater knowledge of its causes, and to encourage those in need to seek support. The Department of Defense has invested more than $100 million into research on the diagnosis and treatment of depression, bipolar disorder and substance abuse, as well as interventions for relationship, financial and legal issues — all of which can be associated with suicide."

Punished for Assisting on Her Own Time

Former Army Sgt. Angelo Stevens' needs fell "between the lanes" of what military planners were authorized to assist with, according to planner Jan Chapman.

The military employed 314 full-time personal financial managers on military bases worldwide in 2012. Hundreds more volunteer or work as military contractors. These planners conducted 1.8 million meetings with soldiers of less than 15 minutes, according to the Pentagon. Just 162,000 "extended contacts," or longer meetings, were provided for service members that year. In 15 minutes, a planner can only provide "a tidbit" of financial advice, says Cathie Purdon, a planner in San Diego who is on family leave from overseeing a nationwide network of 100 military planners for the large military contractor Zeiders.

The military says it is currently analyzing its suicide prevention practices and related programs. Of these, at least a half-dozen address financial issues.

PRESSURES MOUNT
By the time Stevens sought help in 2010, he had received a letter from the military informing him that he would soon lose his security clearance. The military considers soldiers with high debt to be security risks, and indebtedness is the top cause of lost security clearances.

Losing his clearance would lead to losing his job, Stevens believed. That would mean he couldn't provide for his daughter and his son Andrew, who has a severe form of epilepsy called Lennox-Gastaut syndrome that kills most children in their teenage years.

After quickly reviewing the particulars of his situation, Stevens says the planner scolded him for setting a poor financial example to soldiers in his command. Stung by the criticism, he explained that his household went to one income from two so his wife could be home to take care of their children. The planner suggested writing letters to creditors, but said it was up to him to figure out how to write them — the skills he had hoped to learn from her. The planner was following protocol.

"We make it a rule to never do it for them," says Purdon, who says she wishes planners had more time with soldiers. "We are there to educate. We can't put ourselves in a situation that would put us out of that scope."

While some contractors are tolerant of planners who push the boundaries of their employment terms to help service members, many contractors follows the regulations strictly.

Given her employer's protocol, Chapman took a risk when she ran to the parking lot and offered to help Stevens for free, after hours. That first evening, she met Stevens at his Alexandria, Va., home and worked with him and his wife, Nancy, for about six hours. She met Andrew, then 11, and the couple's 13-year-old daughter, Victoria, who has a less-severe form of epilepsy.

Chapman had experience dealing with adversity. After a fallout with a former business partner many years ago, she says she fell on hard times and a $3,000 debt that went to collection, which caused her longtime broker-dealer, Raymond James Financial Services, to drop her. That experience helped Chapman understand the dilemma many military men and women face when they're told their severe debts could mean losing their security clearances.

Last year, Chapman started a new venture called Clearance Advocates in which she bills troops independent of the military for putting together detailed responses to the military in order to save their security clearances. She estimates that she spent hundreds of hours in self-directed study of rules governing debt negotiation for soldiers. She has also worked for military planning contractor Zeiders.

In working with the Stevenses over several weeks, she put in about 45 hours of unpaid work and gave them a crash course in taking on creditors. "She drew up a battle plan," he says.

Chapman gave Stevens a thick three-ring binder with tabbed sections, one for each debt. She helped him write letters to each creditor and taught him how military laws protect active-duty service members from certain creditor tactics.

The letters typically asked creditors to agree to one of a few options: write the debt off because of Stevens' active-duty status; take payments of as little as $5 a month, which they argued was all he could afford based on his income and expenses that they documented; or accept a payoff amount if they were willing to discharge the remaining amount owed. If none of those options were acceptable, Stevens — who felt honor-bound to satisfy as many debts as possible — told the creditors he would include the debt in a bankruptcy filing.

Following those efforts, Chapman helped Stevens negotiate his $100,000 in debts down to $48,000. He then declared bankruptcy.

'Am I Worth More Dead or Alive?'

Stevens' wife Nancy describes the relief that came over the household once she and her husband knew how to help themselves.

"Once I had the help from Jan," she says, "Everything went smoothly. I didn't sit and cry on the phone. I just explained to [creditors]. I took the initiative to call them rather than them calling me. I'd say, 'What can I do to work it out? And, 'This is how long I will pay you for until it is paid off.' "

Chapman learned none of these skills during her studies to become a CFP because most planners serve relatively wealthy clients who don't struggle with high debt. However, some planners who work with the military hold other credentials that do include instruction in debt reduction.

Chapman also filed a 72-page argument on Stevens' behalf regarding his security clearance that resulted in the military maintaining it. Stevens wrote a commendation to his command praising Chapman. "She's like the mom I never had," says Stevens, who was removed from his parents' Rhode Island home at the age of 3 and raised by the state.

More than 50% of the soldiers who killed themsleves in 2011 bore the financial burden of young children at home.

RIGID RULES
A short while later, Chapman says, her supervisor delivered the news that she would be let go because of her work with Stevens.

"Do you understand that there would be a dead soldier if I didn't do this?" Chapman says she replied.

"Yeah, but you were out of your lane," the supervisor said, using an oft-repeated military phrase.

"Yeah, but ...?" Chapman says she echoed in disbelief.

Another of her former supervisors, who spoke on condition of anonymity out of fear of career repercussions, confirmed this account. He also said that the military's shifting priorities also contributed to the early end to the contract.

After a trying period of months without income, Chapman went to work for a different military contractor that did not restrict her from working more intensively with service members in financial crisis.

A Brighter Future
After a planner helped him, a soldier who'd been a suicide risk went on to help many others.

For Army Sgt. Angelo Stevens, his journey out of despair and debt led him on a path to advocacy and activism — specifically in support of children with disabilities and soldiers with suicidal thoughts.

In 2010, before Annapolis, Md., planner Jan Chapman dissuaded Stevens from choosing suicide as a solution to his crushing debt, Stevens worried about how to pay for care for his son Andrew, now 15, who has Lennox-Gastaut syndrome, a severe form of epilepsy.

After getting help with his finances, Stevens eventually launched a fundraising campaign that brought in much of the $17,500 needed to buy Andrew a service dog. The rescue German shepherd, Alaya, is able to sense when a seizure is coming on. Alaya nuzzles Andrew's face, which brings a magnet in her collar close to an implanted device in his chest. Activated by the magnet, the device sends an electrical current that resets Andrew's brain and forestalls a seizure.

Before getting Alaya, Andrew had 10 to 15 seizures a day, any one of which could have killed him. Now the incidents are much fewer. With a service dog, Andrew's condition stabilized sufficiently to allow both Angelo and wife Nancy to sleep through the night. For years, they had traded shifts keeping nightly vigil over their son to ensure he didn't die in his sleep.

But the dog was not welcome at Andrew's school. After the family challenged the school district, the Virginia Department of Education changed its rules. Stevens estimates 30 schoolchildren in the state now bring service dogs to class. To recognize the work he did advocating for children with disabilities, Angelo, Andrew and Alaya were invited to a White House dinner in April 2011 with President Obama.

Following his retirement from military service, Stevens, 38, has found himself increasingly sought out as an advocate for families in financial predicaments. Stevens helps other soldiers take on their creditors using the skills he first learned from Chapman.

Three and a half years after his bankruptcy, Stevens says, "We are slowly but surely climbing out of the hole."

Chapman says seeing the family move ahead is "one of the greatest joys of my life. All I did was solve his problem and that freed him to live his potential."

LET GO FOR TEACHING
Another planner with a military contractor says she, too, was let go after she began teaching debt reduction classes to 50 soldiers at a time at a college. "It was considered out of the scope of the contract," she says, even though they helped stop 115 home foreclosures. She also asked to remain anonymous because she signed a confidentiality agreement with two different contractors.

In her daily work in one of the nation's poorest states (which she asked Financial Planning not to identify), she worked one-on-one with as many as 400 soldiers a month, and thinks she helped many make life-altering financial progress.

However, over a nine-month period in 2012 and 2013, she worked with 11 soldiers who eventually killed themselves. She says financial factors played a part in their demise.

One she described was a young man whose income plunged to less than $15,000 a year from $40,000 when he left the service and was let go by a civilian employer who feared he would depart on future deployments. Another was a 38-year-old father of three young children. She helped save his house from foreclosure by invoking laws that protect military members' homes. But after receiving a robocall from his bank informing him, erroneously, that his home would be foreclosed on the next day, she says he killed himself within hours.

By following protocol, the planner says she lost contact with these soldiers before each committed suicide — possibly severing an important lifeline.

As with their civilian clients, more soldiers and veterans could come away from planning sessions with a sense of relief and well-being, planners say.

"Just having light shed on the numbers is very empowering," says Kate Fries, a San Diego planner who has worked with military clients. "It's like, 'I see the monster in the corner and it's really the coat rack.'"

A soldier who recently met with New Jersey-based military planner Dylan Ross of the Garrett Planning Network believed it would take 17 years to pay off his debts, Ross says. After Ross showed him he could do it in 17 months, the man's relief was palpable. The military could play a leadership role in promoting the value of financial planning in overall health, Purdon adds. "If they had a strong enough program," she says, "there would be a ripple effect."

HELPING OTHERS
After working with Chapman, Stevens began talking openly about his close call with suicide. Before leaving the military, he served in a pilot suicide prevention program available on many bases around the country. He and six others focused on rushing to the aid of imminent suicide risks.

Newly empowered with a clear understanding of how to argue — and win — with creditors, Stevens, who's now managing a sweetFrog yogurt shop in Alexandria, Va., says he began guiding other soldiers on negotiating mounting debt. He estimates he's helped more than a dozen soldiers retain their security clearances.

"It works both ways," Stevens says. "We are a big family and we are taught to help each other."

Excellent article! Although stress and PTSD can certainly contribute to suicide, especially for combat veterans, it's often specific and acute pressures of life - marital troubles, job issues, and above all, terrible financial trouble - which drive people over the edge. This viewpoint needs to be more widely distributed, since as we're becoming more aware of the suicide epidemic in our veterans and active-duty service members, the focus has been on PTSD and combat vets. Clearly the problem is more widespread, clearly people in our industry are in a position to help, clearly well-meaning rules are inadvertently contributing to the issue.

Small nitpick, as a former USMC reservist: Servicemembers in the National Guard and Reserves are also "troops." The distinction in the graphics should be "Active Duty" and "Guard/Reserve." A man or woman is no less a soldier, sailor, airman or Marine just because s/he is a Guardsman or reservist!

Thank you for this article! It is well done. It beautifully illustrates a story of despair transformed into good. It is a great illustration of the dilemma of what happens when someone has the courage to take a risk to help someone who is struggling then experiences negative consequences for having taken the risk.

My father committed suicide when I was just out of college. So I have become a student of suicide and behavioral pathology particularly as it relates to finances.

I am a certified financial planner (CFP(R)) certificant as well as a certified addiction and gambling counselor. As financial professionals, we image the financial symptoms with cash flow and net worth inventories. We work with the clients to set up plans, perhaps sell products and services, but we probably do not image core cause of financial symptoms. Perhaps we do not know how to recognize early childhood trauma and how that pathology is influencing the current situation.

Financial statements only allow us to image the financial situation. They do not give information about the behavioral formation causing the financial symptoms. Financial chaos evolves one step at a time. Intervention can lead to resolving core problems one step at a time, but often more is needed than imaging and resolving the financial symptoms.

Suicide seems to be the solution when one cannot see another way out. Circumstances can and do cause financial problems. But when the cause of financial problems evolve from an inner behavioral mutation, more support than financial solutions may be needed to prevent suicide and bring about long term financial security.

Healing pathological problems require rebalancing inner assets and liabilities at the creative source of core functioning. Rebalancing inner assets and liabilities naturally readjusts imbalances in financial symptoms.

Clients can choose to live. Seemingly impossible situations can be bettered. This story is a great example.

This is a great example of the clients changing what they did. Clients can change when they can see what needs changing. The client has to want to change. The client has to be willing to change. The client has to be willing to take the action to change. This can be done by helping the client see what they are doing that sustains problems. When the client can see the behavioral mutation, then one step at a time they can begin to take actions to experience better outcomes.

The key to finding the way through is being able to see the financial and behavioral symptoms and being supported in the rebalancing process. As is reflected in this story, many clients who experience severe financial problems have had early childhood trauma that impacts how they form what they do. Once we understand the early trauma and how that leads to them automating what they do, we can guide them in developing the ability to discern what they do to move forward rather than staying stuck in the pattern of automation.

This is a GREAT story of a financial professional taking a risk and being of service to guide someone to a better life in spite of the professional losses that resulted from helping the client. It is a great story of how the client turned difficulty into being of service to others.

Ms. Chapman is not alone in her story about the risk she took and the consequences she suffered.

This was a very well written piece on military suicides and thank goodness Jan stepped forward. Very powerful video too. I did not know that their life insurance paid out with suicide.

The need is so great at Camp Pendleton and the FPA tried to help. There were scores of us willing to go meet with these families and spend time on the base helping and we were not allowed. At that time (several years ago), many Marines were deployed and the spouses were trying to cope with budgets. Then the Marines would return and run up credit card debt with new trucks and TVs, etc. because they were rewarding themselves for the conditions they had been in. Some wives were getting plastic surgery and shopping nonstop on credit while their husband was serving and then left them as soon as they returned from action.

There is a terrible lock hold on who can give advice and how you can deliver it- yes, I understand some rules are there to prevent insurance and annuity sales from taking place but it also restricted us from educating them with basic budgeting. We were willing to spend hours just talking to them to educate and help, without giving our name or company, without selling anything, without a hidden agenda and we were not allowed. Many of the families are so very young too- they really are just kids. It was heartbreaking to hear some of the stories.

I hope this is an area that will receive more attention and help for those serving our country. That is the least we can do to repay them for their service.

This is Jan Chapman. Thank you for your kind comments. It is my fervent hope that this article increases compassion and understanding for many who are in dire financial straits. Most people who are deep in debt are proud and want to pay their debts. But, it has gotten beyond a level that they know how to handle and they are overwhelmed, ashamed, afraid and scared. Often, an external event started the downward spiral.

Most people are 1 or 2 events away from financial wipeout, as happened to Angelo and Nancy Stevens. They had two events: (1) Their son, Andrew, was diagnosed with a deadly disease and required 24/7 care; and (2) Nancy quit her full time job to care for Andrew. Thus, they lost half of their total annual income.

When I first started helping Angelo, his Commander asked: "Why are you helping?" My answer was: "Sir, this is a soldier who is willing to risk his life and limb for our country. If others can't or won't help him, I will and I believe I can get him Top Secret security clearance. His entire family is at risk. He has our back when he serves our country. We need to have his back in his hour of need. I will help but it has to be off duty (my own free time) and pro bono."

Second, it is my hope that this inspires planners to extend themselves to help a veteran or service member (and family) without expectation of anything in return. It may be in a totally different form; a wounded veteran needs to be driven to doctor appointments so the spouse doesn't miss work. They may need modifications to their house to accommodate a wheel chair. The needs are as varied as the individuals.

They had our backs when they served our country. It's time we had their backs.

22 veterans are committing suicide each day. If more Americans had their backs, we could turn this around. Angelo's face, on the day I offered to help, told me everything. He needed someone to have his back and take charge of his problem. I did.

Since then it has been the greatest joy of my life to see all of the positive accomplishments and paying it forward to countless others. - They raised thousands of dollars for a service dog for Andrew and, for the first time in several years Andrew could go to school. - They successfully got the Virginia Dept of Education to re-write their guidelines for service dogs in public schools. - Angelo receives numerous awards and commendations. - Angelo has been invited to the White House on two separate occasions: Once for his suicide prevention work in the Army and a second time for his work with service dogs and military families. - He has obtained a college degree and is working on a masters degree. - He has saved the lives of at least three other soldiers simply by using what he learned from my helping him. He has helped another 20 service members with their debts. - Angelo and Nancy have helped countless numbers of families with service dogs and/or epilepsy. - And, they have helped change the regulations in public schools in two other states for service dogs.

These are greater reward than I could have ever imagined and I continue to be inspired by Angelo and his family.

This is a great article and one that is way overdue. As a young Marine a quarter century ago I was required to successfully complete a finance correspondence course that was very basic in nature - saving, spending, etc. - but it wasn't even close to preparing young service members for big financial debt often incurred with marriage, children, divorce, auto, food, home buying, medical, etc. Most young troops end up finishing their first enlistment with little money and no job lined up to support their transition back in the civil sector.

My oldest nephew recently joined the Navy and is benefitting from my experiences as a young enlisted Marine plus my 18 year career in financial services and technology. Before he shipped off I set him up with a USAA account; we signed him up for credit monitoring, we ensured all his debts were paid off, established transfer bank accounts, and most importantly I sat him down numerous times to talk about five years from now when his first enlistment is up and what he'll need to reenter the civilian workforce and/or college. This financial coaching will not impact his ability to travel, have fun, see the world, and but it will give him the financial insight into do all that while putting money aside for his future.

Today it's easy to reach out to troops as a good portion of them have access to online tools even in places like Afghanistan and sailing around the world on a ship but we've learned in the social technology space that autonomous tools can't reach out or run after soldiers like Jan Chapman did. Service members also don't have $500k in investible assets that would cause advisors to trip over each other chasing after a fee. I believe that an advisor has a great opportunity to reach out into their community and meet with the commanding officer or SNCO of their recruiting region offering services to troops before they ship off. The recruitment numbers in most communities is low, the recruit doesn't have a lot of money or debt so the workload is minimal, but the chance to connect with a person who will likely come home to the same community in three, four, five years is high and if you connect with them early there is great chance the guidance will help them steer clear of heavy financial debt instead of having to try and save them after the thought of suicide has entered their mind.

Thanks for your comments, Gary B. Over the past few years I have done financial counseling to hundreds of service members; Officers, NCOs, new recruits and others. In my experience, individuals who had a strong financial education prior to joining the military, often from a family member, were significantly better at budgeting, credit, debt, emergency funds than those who didn't have that advantage. Kudos to you for educating and coaching your nephew.

Consumer A: It's true, there will always be clients who can't be swayed from self-destructive behavior. But planners with strong emotional skills can sometimes make a positive impact on people in the grips of emotionally driven over-spending. That is part of the job in this case. A planner makes his or her best pitch and then works with those military clients who want to change.

Consumer A: I think that the overspending was based on fear that their loved one would not return home or (in the case of the Marines) that they would die in combat and they were trying to fill a void. I can think of many clients that overspend as a reward or because they feel they deserve it or because they are lonely. Overspending and overeating are sometimes based on emotional triggers and if we can help the client understand that, they may be able to curb the impulse. At least it is worth a try to educate them so they are aware of why they may be reacting in a harmful way.

Consumer A: It's hard for most of us to imagine how we would cope with a spouse being in a war zone for a year or so. I can think of times that I have used spending as a coping mechanism for a situation, albeit much smaller in scale. Each of us learn through life experiences how to deal with challenges as they occur. It is my fervent wish that we, as professionals, approach them with more understanding of the human condition rather than immediately lecture. I heard far too many financial counselors lecture before ascertaining what happened, what they learned, what they wanted to accomplish. Because often, the service member just shuts down and the planner's effectiveness is minimal.

And, many young adults simply learn the hard way and won't listen no matter how many people try to educate on money management. Some people just have to go through those tough lessons to learn. I have taught many young soldiers (18-20) classes on the fundamentals of money management. Some listen intently. Others think they know too much and don't need it. You can only help those who want to be helped. But when they want help. I believe we should have the resources available that our active duty and veterans need to help them resolve their problems and move forward with optimism.

This article is sobering. The fact that our young military men and women are committing suicide in part to solve their financial problems is an abomination. Most disturbing is the fact that Pentagon policy prohibits their "financial advisors" from providing planning. The excuse that planners might sell unsuitable products to financially naive military members is a non-starter (a simple prohibition on selling products at all would fix that).

The article also provides another vitally important piece of information: namely that survivors of deceased military members--active and retired--receive substantial amounts of money in the form of death benefits. Sadly, survivors are often as or more unsophisticated when it comes to money matters as the deceased service member. We appreciate and honor the service and sacrifice made by our servicemen and women.
