Chuck Rathbone

Chuck is the Chief Financial Officer/Deputy Treasurer of the Eastern Municipal Water District located in Southwestern Riverside County which serves approximately 700,000 customers and 135,000 retail water and sewer accounts. He has been with the District since 1988 and began as the Director of Finance. He is responsible for all aspects of revenue, budgeting, accounting, investments and debt management. He has issued over $1.5 billion in revenue bonds and is responsible for an investment portfolio of $485 million. He is also responsible for the Customer Service and Meter Reading department.Chuck graduated from the University of Redlands with a Bachelor of Arts degree in Economics and Business Administration. Prior to EMWD he was the Controller at a major aluminum company. He was also a board member of the Hemet Unified School District from 1994-1998. He was appointed by the State Controller in 2006 and continues to serve along with 6 others on the State Controller’s advisory committee. He is also a member of the Association of California Water Agency’s Finance committee representing Region 9 which is 1 of 10 regions within the state.
