DR. PHILIP FISCHER is the managing partner and co-founder of eBooleant Consulting, LLC. Dr. Fischer’s experience as the former head of Municipal Bond Research and the Global Index System at Bank of America Merrill Lynch gives him unique insights into the municipal market. He is a nationally recognized expert on fixed income instruments, sought out for economic and market analysis, risk management, presentations, expert witnessing, portfolio monitoring as well as training and teaching. Dr. Fischer has recently been named as a Board Member of Banc of America Preferred Funding Corporation.
