Rudy Salo is a partner in the firm's Public Finance practice group based in the Los Angeles office. He has served as bond counsel, disclosure counsel, bank/lender's counsel, underwriters' counsel and borrower's counsel on a broad range of financings involving municipalities, school districts, transportation systems, cultural institutions, institutions of higher learning, sports teams and the federal government. A significant portion of Rudy’s practice includes representing commercial banks in providing credit and liquidity facilities in support of tax-exempt and taxable securities, as well as representing those banks in the purchase of privately-placed bonds and direct lending to government and nonprofit borrowers on a revolving and non-revolving basis. Rudy has also participated in the financing of numerous infrastructure projects throughout the country. These financings include serving as lender’s counsel to the United States Department of Transportation (USDOT) in the financing of the Riverside Transportation Commission’s 91 Express Lanes extension, the Dallas Area Rapid Transit's Orange Line extension to DFW Airport and the renovation of the City of Denver's Union Station. Rudy also advised the USDOT in connection with the financial restructuring of the South Bay Expressway toll road in Southern California upon its emergence from bankruptcy and the sale and financing of the sale of State Road 125 to the San Diego Association of Governments. Additionally, Rudy represents and has represented The J. Paul Getty Trust with respect to the restructuring of its tax-exempt debt portfolio and has served and currently serves as Disclosure Counsel to the Public Works Board of the State of California.
