Tom Rousakis is Co-Head of Transportation and Project Finance in Goldman Sachs' Public Sector and Infrastructure Finance Group. Over the past 15 years, Mr. Rousakis has served as lead banker to a variety of highway, transit, airport and seaport issuers nationwide, and has advised public agencies on some of the largest and most complex transportation P3 projects to-date, such as Denver RTD's Eagle P3 Commuter Rail project and the Texas Department of Transportation's CDA program. Mr. Rousakis also advises and arranges debt financings for private bidders on P3 projects.Mr. Rousakis is a nationally recognized expert in transportation finance, having served as lead banker to public surface transportation entities such as the Kentucky Transportation Cabinet, Ohio Department of Transportation, New Mexico Department of Transportation, Oregon Department of Transportation, Mississippi Department of Transportation, Washington Department of Transportation, the New York State Thruway Authority, the Bay Area Toll Authority, Pennsylvania Turnpike Commission, Denver RTD, Washington Metro, Houston Metro, Massachusetts Bay Transportation Authority, Sound Transit, and Los Angeles County Metropolitan Transportation Authority. Seaport and airport clients have included the Port of Charleston, San Francisco International Airport, Dallas-Ft. Worth International Airport, Manchester (NH) Airport and T.F. Green (Providence) Airport. Mr. Rousakis also served as lead banker to the Louisville Arena Authority on its innovative arena project financing in 2008.Mr. Rousakis received a Bachelor's degree, with honors, from Harvard College and a Master's in Public Policy from Harvard's John F. Kennedy School of Government, where he specialized in transportation policy and planning.
