Tom Pelnik is Senior Vice President of Business Development for ACS. ACS is a concessionaire focused on developing and operating transportation and social infrastructure in North America via public-private partnerships. ACS has financed six P3s in North America to date, totaling more than $9 Billion in value, including Florida�s I-595 managed lanes project that is opened to traffic on schedule in March 2014. Tom was formerly the Director of the Innovative Project Delivery Division for the Virginia Department of Transportation from its inception in 2003 until joining ACS in March 2011. He was responsible for implementing a statewide program for design-build contracting and public-private partnerships, including the I-495 HOT Lanes project. Prior to joining VDOT in March 2000, he was an engineering consultant in Boston, Massachusetts and in Richmond, Virginia.

Terry is a Managing Director and Western Regional Manager for First Southwest Company, LLC, a leading national Municipal Advisory and Investment Banking firm. For forty years, Terry has provided advice and investment banking services for many tax-exempt issuers, both state and local, throughout California and the West. He has helped to provide funding for numerous public projects in California, Nevada and Arizona.Prior to joining First Southwest in 2011, Terry was a Managing Director at Stone & Youngberg (now “Stifel”), specializing in general government, redevelopment, special districts and health care.Terry is a graduate of UCLA and has Masters Degrees in Public Administration and Business Administration from California State University. He is a past officer in the United States Air Force.�

Corey joined FRA in January 2011 and has served as the Director of the Office of Program Delivery since January 2012. As a member of FRA�s executive team, he has focused on improving the management and delivery of the Office�s $20 billion dollar portfolio spread over 17 programs.Prior to FRA, he was the Chief of Public Transportation for the Virginia Department of Rail and Public Transportation. He led the oversight of over 1000 projects delivered through 16 programs. He was also the lead on large capital projects including: Dulles Corridor Metrorail, Norfolk Light Rail, Richmond Bus Rapid Transit, and the I-495 and I-95 High Occupancy Toll (HOT) Lanes.

Mike Parker is a Principal in EY and serves as EY's US Infrastructure Advisory Leader.� In this role he oversees the activities of Ernst & Young Infrastructure Advisors, LLC, which is a registered Municipal Advisor. �Mike and his practice advise clients on finance, procurement, business strategy and public-private partnerships (PPP) for large-scale infrastructure projects and programs.� At the recent Americas P3 Awards in New York City, EY was named Financial Advisor of the Year by a jury of peers.Mike has more than 15 years of experience and is a recognized authority on the growing US PPP market.� He has worked with public-sector clients on tens of billions of dollars of new and potential infrastructure. In the transportation sector, his recent and current clients include Departments of Transportation of Florida, Ohio, Texas, Illinois and Georgia, the Port Authority of NY & NJ and the San Francisco Bay Metropolitan Transportation Commission among others. He previously served as Managing Director of Jeffrey Parker & Associates (JPA) prior to its acquisition by EY.�Mike received his bachelor�s degree in English from the University of Pennsylvania and an MBA with concentrations in Finance and Management from its Wharton School of Business.� Outside of work, he supports the efforts of imaginative non-profit organizations and start-ups.� Mike lives in Philadelphia, PA and is married with two children, ages 8 and 10.

Matthew T. Brown is the director of the District Department of Transportation (DDOT), overseeing more than 1000 employees in the planning, design, construction and operation of 1,100 miles of streets, 241 bridges, 1,600 miles of sidewalks, 453 miles of alleys and 144,000 street trees. He administers multimodal transit options such as DC Circulator, and Capital Bikeshare; and enforces public space regulations. Brown earned an MPA in public finance from George Washington University and BA from Texas Wesleyan University. He serves on several transportation-related boards.He serves on WMATA Board of Directors, the Washington Metropolitan Area Transit Commission, and the DC Water Board of Directors�alternative ending.

Will joined Ventas in 2006. Involved in over $5 billion in healthcare real estate transactions, Will is responsible for originating, negotiating, and executing healthcare property acquisitions and development opportunities. Will served as Director of Acquisitions and Investments for Lillibridge Healthcare Services, a wholly owned subsidiary of Ventas from 2010 to 2013. Previously, Will served as the Asset Manager for Ventas� medical office portfolio, where he oversaw MOB operations including joint venture partnerships, third party property managers, budgeting and financial reporting. Prior to that, Will served on the Acquisitions team helping underwrite and execute seniors housing and medical office transactions. Prior joining Acquisitions, Will served in Corporate Finance. Before joining Ventas, Will worked at General Electric Capital Corporation, a subsidiary of General Electric Corporation where he held various roles in Finance. He holds a Bachelor of Finance Degree from the University of New Haven with a minor Accounting and Economics.
