Jeff Vaca represents CASBO before the Legislature and state government on subject matter expertise, analysis, political strategy and advocacy.� He serves as a governmental/political advisor and analyzes how legislation and policy of the state�s executive and legislative branches impact local education agencies.Prior to joining CASBO, Jeff worked for the California School Boards Association in a number of positions, and for 13 years at the California State University Chancellor�s Office, Governmental Affairs.� He is a graduate of the University of California, Berkeley, with a bachelor�s degree in political science.

Shelley J. Aronson is the President of First River Advisory L.L.C., an independent financial advisory firm which specializes in fashioning capital financing and debt management solutions for health care organizations. �First River Advisory is a Municipal Advisor registered with the Securities and Exchange Commission and the Municipal Securities Rulemaking Board.Since the establishment of First River Advisory in 1995, and in his prior life as an investment banker, Mr. Aronson has developed and implemented capital financing programs for large teaching hospitals, community hospitals, specialty hospitals, critical access hospitals, long-term care organizations and a hospice. �All of First River Advisory�s clients have presented challenging credit profiles. �Many bond issues have been sold in the high-yield market, a sector in which Mr. Aronson has been active since 1990. �Throughout his career, Mr. Aronson has promoted better organization, readability and completeness of clients� primary and secondary market disclosure information for which he has been commended by investment analysts and others on a number of occasions.Prior to forming First River Advisory, Mr. Aronson had a 10�-year stint as an investment banker with Chemical Securities and Manufacturers Hanover Securities Corporation. �Earlier in his career, Mr. Aronson had been associated with the New York State Medical Care Facilities Finance Agency, a major bond issuer, and the Bergen-Passaic (NJ) Health Systems Agency, a regional planning organization.Mr. Aronson is a Director at Large of the National Association of Independent Public Finance Advisors, from which he holds a Certified Independent Public Finance Advisor designation. �He is a member of the Healthcare Financial Management Association and the National Federation of Municipal Analysts. �Mr. Aronson was an active participant on the NFMA task force that developed the Recommended Term Sheet and Legal Provisions for Hospital Debt Transactions, and has moderated several panels at NFMA advanced seminars and at NAIPFA conferences.Mr. Aronson earned both Bachelors and Masters degrees from the University of Pennsylvania in Regional Science (urban and regional economics), with a concentration in urban and regional health care systems. �In addition, he has completed doctorate-level courses in health care policy and planning at New York University.�

Jay Goldstone, Managing Director, Public Finance Group, Mitsubishi UFJ Financial Group (MUFG).� He was hired by MUFG in October 2013 and is responsible for managing relations with state and local government clients and prospects including the origination and structuring of lines of credit, direct loans and placements, standby bond purchase agreements, letter of credit, and other related banking services.Prior to joining the bank, Mr. Goldstone had a successful 37-year career in municipal government in financial and executive capacities. He has held such positions as Chief Operating Officer and Chief Financial Officer for the City of San Diego, CA; Director of Finance for the City of Pasadena, CA; Manager of Finance for Maricopa County, AZ; Interim City Manager and Director of Finance for the City of Richmond, CA; and Deputy Director of Finance for the City of Santa Clara, CA.Mr. Goldstone has served on the Board of Directors of the Municipal Securities Rulemaking Board and was Chair of the Board from October 1, 2012 to September 30, 2013.� He served as a Commissioner on the California Debt and Investment Advisory Commission for seven years, as Chair of the League of California Cities Revenue and Taxation Committee for one year and is currently Co-Chair of the California State Treasurer’s Task Force on Bond Accountability and a technical advisor for the GFOA Debt Policy Committee.Mr. Goldstone received a Bachelor's degree from the University of Minnesota, a Master's degree in Public Administration from Arizona State University, and a Master's degree in Business Administration from Santa Clara University.

Debby Cherney was hired as Assistant General Manager, Finance and Administration at the Eastern Municipal Water District (EMWD) in August 2012, and was named Deputy General Manager in early 2014.� In this capacity, Debby�s oversight includes approximately 200 employees and responsibility for all administrative services including finance, information systems, human resources, customer service, purchasing and contract management, safety and risk management.Prior to joining EMWD, Debby was the Executive Director of Finance and Administrative Services at Irvine Ranch Water District in Irvine, California for seven years and spent 15 years prior to that in management consulting, working with public agencies and private companies.Debby is a Certified Public Accountant, licensed in the State of California.� She has a Bachelor�s degree from ClaremontMcKennaCollege and an MBA from the University of California, Irvine.��

Roger Benjamin is President of CAE , an education assessment organization. Previously, he was director of Education and research scientist at RAND. Before that he was provost at the University of Minnesota (1986-88), and provost, at the University of Pittsburgh (1983-86).. Dr. Benjamin is the recipient of research awards from the Fulbright Commission to Japan (1969-70) and Korea (1973), and several other U.S. Foundations. He is the author or co-author of over 65 books, monographs, and articles including The Limits of Politics (1980), The Democratic State (1985), The Implications of the Changed Environment for Higher Education (1998), The Democratic Purposes of Education ( 2000) , Seven Red Herrings About Assessment in Higher Education (2012) , and The New Limits of Education Policy (2012).

Lisa Marie Harris serves as Director of Finance/Treasurer for the San Diego County Water Authority. Ms. Harris joined the Water Authority in May 2014 with over 23 years of financial experience in both the public and private sector. Ms. Harris is responsible for overseeing the Water Authority�s $2.3 billion debt portfolio, over $500 million investment portfolio and responsible for the development of the bi-annual $1.5 billion operating budget and the setting of annual Rates and Charges. Prior to joining the Water Authority, Ms. Harris served as Chief Deputy Treasurer for the County of San Diego Treasurer-Tax Collector�s Office; Executive Director of CA Debt and Investment Advisory Commission (CDIAC); Chief Financial Officer of City and County of San Francisco - San Francisco International Airport; and most recently Senior Vice President for Siebert Brandford Shank LLC. Ms. Harris holds a Bachelor's degree in Economics from University at California, Berkeley and her Master�s degree in Public Policy from the University of Michigan.�

Mr. Montague is an expert in large water issuer and local government financing.� He began his career in municipal finance with Lehman Brothers in 1984.� In 1993, he joined CS First Boston working in the firm�s Los Angeles public finance office and continued coverage of state and county level issuers.� He founded Montague DeRose and Associates in 1995.� The firm provides financial advisory services to major public sector clients primarily in the western states and has completed financings totaling nearly $200 billion. Mr. Montague�s clients include large water issuers including the California State Department of Water Resources, the East Bay Municipal Utility District and the San Diego County Water Authority, large general government issuers including the California State Treasurer�s Office, the County of Los Angeles, the City of Los Angeles and the City of San Diego, and port and surface transportation issuers including the Port of Los Angeles, the Port of Oakland, the Los Angeles County Metropolitan Transportation Authority and the San Bernardino County Transportation Authority.� He holds a Master of Business Administration degree in Finance from the Wharton School of the University of Pennsylvania.

Gary Hall is Senior Managing Director and the National Head of Investment Banking at Siebert Brandford Shank & Co. LLC, where he is responsible for managing all bankers and leading the firm’s execution strategy for business development with municipal bonds underwriting, origination and financial advisory services nationwide.Mr. Hall’s professional career spans over 20 years and includes positions in government, law and investment banking. Prior to joining Siebert Brandford, he was an Executive Director in the Public Finance – Investment Banking Group of JPMorgan Securities LLC.�Earlier he was a member of the Mergers & Acquisitions Group of Banc One Capital Markets Inc., and practiced law in the corporate finance department of Gardner, Carton and Douglas (now Drinker, Biddle and Reath). Mr. Hall was also White House Fellow under President Bill Clinton.�Mr. Hall currently serves on the Municipal Securities Rulemaking Board as well as other boards in his local community.

In 2009, Miguel Santana was appointed as the City Administrative Officer for the City of Los Angeles. Miguel has direct oversight of the City’s $7.2 billion budget, labor negotiations, risk management, debt management and other major policy issues. Prior to this position, Miguel served as Deputy Chief Executive Officer for Los Angeles County, the largest county in the United States, and provided oversight to all of the County's social service departments which represented $9 billion of the $22 billion annual County budget. With more than 20 years of experience managing numerous legislative, fiscal, political, and community issues, Miguel Santana was Managing Director at Sonnenschein, Nath and Rosenthal consulting on high profile cases. Preceding this position, Mr. Santana served as Chief of Staff to one of five Board Supervisors for Los Angeles County. Miguel Santana has a Master's Degree in Public Administration from Harvard University and serves on Boards of the Mexican American Legal Defense Educational Fund, the Washington-based Latino Leaders Network, LA Plaza de Cultura y Artes, and United Way of Greater Los Angeles. In 2011, Miguel was awarded CFO of the Year by the Los Angeles Business Journal.
