Vince Sampson is President of the Education Finance Council; the trade association representing nonprofit and state agency student finance organizations. Mr. Sampson serves as the organizations chief representative on Capitol Hill, with the federal government, and within the higher education community; working to advance EFCs goal of increasing accessibility and affordability for postsecondary education. Sampson has spoken at several industry conferences, including the Bond Buyer Municipal Summit, ABS East, and the Gates Foundation convening on higher education policy and advocacy and has hosted various industry roundtable discussions. As President, Vince reports directly to the EFC Board of Directors. Prior to serving as President, Vince held the position of Senior Vice President for Government Relations, and Interim President. Prior to joining EFC, Vince served as the Principal Deputy Assistant Secretary, Policy Planning and Innovation (PPI) in the U.S Department of Education in the Office of Postsecondary Education. Vince also served in Office of Legislative and Congressional Affairs, where he was Senior Counselor with responsibility for oversight matters. He joined the Department of Education in 2007 after serving as Deputy Chief Counsel for the Committee on Resources in the U.S. House of Representatives. Preceding his Hill experience, Vince worked in various capacities in the private sector, most recently as Vice President for Public Affairs at the Association for Competitive Technology. Vince holds a Bachelors degree from UCLA as well as a J.D. from Santa Clara University School of Law in California and LL.M. from Georgetown University.

Richard J. Raphael is Managing Director and Head of Fitch Ratings� U.S. Public Finance Group.� The Public Finance Group includes over 100 professionals in four offices around the country who provide ratings and commentary on all type of municipal securities. Rich was previously responsible for the State and Local Ratings Groups.Rich joined Fitch shortly after its recapitalization in 1989 following 10 years with Standard & Poor�s. Rich started up and managed Fitch�s Local Tax-supported Group and later managed the State Ratings Group. He has produced numerous research and rating guideline reports on state and local tax-supported bonds and is a frequent speaker at industry conferences.�Rich is a member and former Chairman of the Municipal Analysts Group of New York (MAGNY) and a former President of the Municipal Forum of New York.� He is also an associate member of the Governmental Finance Officers Association (GFOA) where he serves as a private sector advisor to its Committee on Economic Development and Capital planning. He previously served two three-year terms in the same role to its Government Debt and Fiscal Policy Committee. Rich has also been a trustee of the Citizen's Budget Commission.Rich has received numerous Smith�s Research and Gradings Municipal All-Star awards and received the Career Achievement Award from the National Federation of Municipal Analysts (NFMA) in 2014. Rich was awarded the Austin Koenen Career Achievement Award from The Municipal Forum of New York in 2015. �

Josh began his career as a software developer, creating core components of data analysis and marketplace software for the online advertising industry.Josh has an MBA from the Tepper School of Management at Carnegie Mellon University. Richard Larkin is a Senior Vice President and Director of Credit Analysis, joining Herbert J. Sims in February 2008, where his first assignment was to testify before the House of Representatives on the Bond Insurance Crisis. Dick worked at J.B. Hanauer from 2003-2008, where he performed high-yield municipal bond analysis for traders and brokers in Hanauer�s five offices in New Jersey, Pennsylvania and Florida. Prior to joining Hanauer, Dick was a Managing Director in Fitch�s public finance group and served as the Co-chairman of its Public Finance Criteria Committee. He covered high-profile tax-supported and revenue bond credits and had supervisory responsibility for credit surveillance and the training and development of the public finance staff. Prior to joining Fitch in 1998, Dick was a Managing Director and Chief Municipal Rating Officer at Standard & Poor�s where he was responsible for municipal rating policies, practices, governance and criteria. Following a twenty-one year career at S&P, Dick served as a financial advisor to Fairmount Capital Advisors where he developed credit enhancement programs for public pension funds. Later, he helped found Reliance SRL, a rating agency that performed local credit ratings in Uruguay.From 1988-1992, Dick was a charter member of the Anthony Commission on Public Finance, which was created to consider the effects of federal tax law on the ability of state and local governments to carry out their responsibilities to their citizens and to recommend improvements to those laws. From 1995-1998, Dick served on the National Advisory Council on State & Local Budgeting (NACSLB). This industry task force, comprising representatives from the private sector and officials from all levels of local government, identified and fostered 60 of the best budgeting practices that have been implemented by our best-run state and local governments.In 1999-2000, he was a key participant in the implementation of Fitch�s Default Study and revision of its criteria and ratings. During the same period, he authored the definitive study on the impact of municipal government�s management practices on credit ratings, defining for issuers a rating agency�s relative evaluation of best management practices. Dick has had hands-on rating experience in 42 states, at all levels of state and local government covering virtually every type of debt structure and security pledge. He has been a frequent speaker at state and national Government Finance Officers� Association (GFOA) conferences, and has articles published in national media and public finance textbooks. Dick has appeared frequently on CNBC, Bloomberg Television and Fox Business News, and has been widely quoted in the Wall Street Journal, BusinessWeek, the Bond Buyer and Bloomberg reports, as well as many other media outlets. Dick serves on the Policy Committee for the Securities Industry and Financial Markets Association (SIFMA), and is a founding member of Municipal Bonds For America (MBFA), a public/private group charged with educating government officials about the benefits of tax-exemption for municipal bonds for government issuers as well as the investment market. He was also awarded the National Federation of Municipal Analysts� Award for Excellence in 1996, and in 2008, 2009, 2010, 2011, 2013 & 2014, was elected as� the First Team Special Revenue Bond Municipal Analyst by Smith�s Research & Gradings.Dick earned his BA in economics from Iona College and a Masters in economics from Fordham.

John Filan is a Vice President with Development Specialists, Inc. (DSI) and co-leader of its recently announced affiliate DSI CIVIC - concentrating in both the public and nonprofit sectors. Prior to DSI, John held several positions in state government, most recently as CEO of the Illinois Finance Authority (IFA). Before IFA he was the states Chief Operating Officer (economic development, infrastructure and business regulation), and prior to 2007 Director of the Office of Management and Budget.Prior to his government services, for 25 years John led and later became Managing Partner of FPT&W, Ltd., a regional accounting and consulting firm (one of Crain's Top 25), where he was head of its consulting practice prior to becoming the Managing Partner. The firm had an extensive public sector practice with more than 100 state and local government clients throughout the Midwest. The practice subsequently merged with Crowe Horwath & Co. in 2005. John began his career with Price Waterhouse & Co. and later with IBM Corp.Johns board services have included the Civic Federation, Chicago Board of Education, Illinois Development Finance Authority and Chair of the Comptrollers Municipal Accounting Advisory Board, among other organizations. His current board service includes Casa Central Social Services, Chicago Sisters Cities - Galway, Ireland Council, and is active in Concern Worldwide, and also serves as a high school basketball official. John has been an adjunct professor at the University of Illinois, City Colleges of Chicago and St. Xavier University. He has been a guest speaker at the City Club of Chicago, Taxpayers Federation, Chambers of Commerce, Government Finance Officers Association, Bond Buyer and other conferences, as well as Northwestern Universitys Public Policy School, University of Chicago Law School and the National Conference of Actuaries among other organizations. He also has been a guest or panel member on many broadcast, cable news and public interest shows.John has an MBA (Economics and Finance) from the University of Chicago and a B.S. (Accounting) from St. Joseph's College.

Mr. Zucker joined Hawkins Delafield & Wood LLP in 1977 as an associate and became a member of the Firm in January 1985, and has been a member of the Firm's Management Committee since 1991. He is a Past President of the 3,000-member National Association of Bond Lawyers ("NABL"), ending his term in September 2000, whereupon The Bond Buyer wrote he was stepping down "with kudos from regulators and other market participants for dramatically changing the character of NABL and propelling it into a major leadership role in the municipal market." Mr. Zucker received in 2007 the Career Achievement Award from The Municipal Forum of New York, an organization started in 1938, the membership of which includes all sectors of public finance, including public officials, investment bankers and attorneys. He was also awarded the Friel Medal by NABL in 2012 for Distinguished Service in Public Finance. He was chosen by The Bond Buyer to chair its Inaugural National Public Finance Conference, held in December 2001.Mr. Zucker has been selected for three years as one of the 500 leading lawyers from over 1.1 million lawyers by Lawdragon magazine, which wrote �[t]his housing heavyweight is at home leading the nation�s premier bond boutique.� Recently, he was selected as one of 500 leading lawyer-dealmakers in the nation by a legal industry publication. He has been also included for several years in the �Best Lawyers in America� survey and in Who�s Who in American Law, Who�s Who in America, and Who�s Who in the World. Mr. Zucker has over 36 years' experience in housing finance. He is currently in charge of the Firm's housing and mortgage finance practice group. He is the co-author, along with Joseph P. Rogers, Jr., of ABCs of Housing Bonds (first published in 1985, now in its Fifth Edition). He was selected to be the first Chairman of the Bond Finance Practice Division of the Forum of Affordable Housing and Community Development Law of the American Bar Association ("ABA"). He chaired the Single Family Bond Workshops of NABL for five years.� NABL awarded him its Friel Medal in 2012 for Distinguished Service in Public Finance.� Mr. Zucker was for two years the Chairman of the Public Finance Committee of the State and Local Government Law Section of the ABA and prior thereto was the Chairman of its Ethics and Professional Responsibility Committee.Mr. Zucker currently is in charge of the Firm's representation in connection with several state housing finance agencies, including State of New York Mortgage Agency, California Housing Finance Agency, Alaska Housing Finance Corporation, Michigan State Housing Development Authority, and Oregon Housing and Community Services Department. Mr. Zucker has also been a leader in the securitization of tobacco settlement payments. Mr. Zucker has lectured extensively on the subjects of tax-exempt housing finance, securities law and ethics. Mr. Zucker is a member of the bar of the State of New York. A graduate of Yale College and Yale Divinity School, he has been active in the public and nonprofit sectors, serving as a New Haven alderman; president of the New Haven public library; and on the State of Connecticut Judicial Selection Commission. He is the immediate past chair of the Greater New Haven Chamber of Commerce, and a member of the board of the Connecticut Conference of Independent Colleges, Greater Dwight Development Corporation, and STRIVE New Haven.

Anthony D. Shaffer assists health care organizations and industry service providers in developing legal and strategic solutions during all phases of their business life cycle. From the initial start-up to the ultimate disposition of an organization, Mr. Shaffer provides advice regarding how to comply with the myriad laws regulating the health care industry. Mr. Shaffer has a wealth of experience in health care transactional and regulatory matters including for profit and nonprofit organization and governance, business financing, acquisitions, sales, mergers, syndications, physician-hospital joint ventures, leasing, health care fraud, anti-kickback statute compliance, Stark law issues, health care informatics, health information privacy and security, charitable trust and tax-exemption, reimbursement and licensure. Mr. Shaffer was appointed by Ohio Governor Ted Strickland in 2008 to serve as a member of the Ohio Health Information Partnership Advisory Board. He is also a co-chair of the governance subcommittee and a member of the Legal Work Group for Ohio's Health Information Security and Privacy Collaboration (HISPC) project administered by the Health Policy Institute of Ohio.Mr. Shaffer is a frequent speaker on health care issues and the author or co-author of numerous articles on health care matters.Mr. Shaffer serves on the board of directors of both the Haven of Hope Cancer Foundation and Catholic Schools of Zanesville, Ohio.
