  • Mark Muller�is Senior Portfolio Manager for New York City-based Loews Corp. Prior to joining Loews Corp. in 1995, he served as Vice President, Asset Management, Municipal Portfolio Manager with Goldman Sachs & Co.� Mr. Muller began his career with Van Kampen Merritt Investment Advisory Corp., where he served as a research analyst, assistant trader and later, as Assistant Vice President, Senior Municipal Portfolio Manager for the firm.� He most recently served as a member of the Board of Governors of the Municipal Securities Rulemaking Board, past President of the Society of Municipal Analysts and a past President and Governor of the New York Municipal Forum.� He is currently President of the Milton School Board and a member of the Board of Trustees of the Summit YMCA and the Catholic Charities Community Service, Archdiocese of New York.� Mr. Muller received a bachelor’s degree from the University of Southern California and a master’s of management degree from the Kellogg Graduate School of Management at NorthwesternUniversity.Mr. Muller lives in Summit New Jersey with his wife and their four sons.

    Marla Lien joined the Regional Transportation District in Denver, Colorado as Associate General Counsel in 1990. In 2005, Marla became General Counsel and has since been working primarily on development of the FasTracks program including election matters, property acquisition, railroad negotiations, project financing, and the RTD Penta-P Project for the East and Gold Lines also known as �Eagle P-3.� In addition she has worked on the development of multiple light rail lines including station area development and has worked on RTD�s bus rapid transit project. Marla also assisted in the acquisition, financing and development of the Denver Union Station intermodal and hotel projects.

    Gustavo "Gus" Pego, P.E., was appointed District Six Secretary for the Florida Department of Transportation on May 8th 2008. He is responsible for the overall planning, design, construction, maintenance and operations of the State Highway System in Miami Dade and Monroe Counties. He is the steward of a budget exceeding $3 billion in the five year work program with a streamlined staff of 503, carrying out much of the ongoing transportation improvements projects. He is leading a team that is transforming our roadways by enhancing safety and reducing congestion on the State Highway System. Projects such as the Miami Intermodal Center, the SR 826/836 Interchange, and the Port of Miami Tunnel will be reality, just like the district’s Intelligent Transportation System and the 95 Express Managed Lanes projects, which have improved mobility and enhanced travel choices. A seasoned civil servant of 31 years with the Department of Transportation, Mr. Pego has served the community working through the ranks in positions of increasing levels of responsibility within the district’s systems development and operations divisions.As District Secretary, Mr. Pego serves on the Department’s Executive Board, as a Board Member of the Miami-Dade Expressway Authority (MDX), the Miami-Dade Metropolitan Planning Organization (MPO) and the South Florida Regional Transportation Authority. He also serves on the Engineering Advisory Boards of the Florida International University and the University of Miami. Mr. Pego actively plays a leading role in the Florida State Employees Charitable Campaign serving on numerous occasions as Co-Chair and Chair with the United Way of Miami-Dade.

    Mr. Boles is a Managing Director in the Dallas Municipal Finance office of RBC Capital Markets. He is also Co-Head of the Texas Municipal Finance Group. Mr. Boles joined RBC Capital Markets in 1991 after starting his career in public accounting. Mr. Boles has served as the investment banker or financial advisor to virtually every type of tax-exempt issuer, including state agencies, counties, cities, public and private universities, community colleges, school districts, and healthcare providers. Some of those issuers include Dallas County, Texas; Dallas County Community College; McLennan Community College; CPS Energy of San Antonio, Texas; Highland Park Independent School District, the City of Lubbock, Texas; Southern Methodist University: Tarrant County College, The University of Texas System; Texas Municipal Power Agency; Texas State University System; Texas Tech University System; Texas Public Finance Authority; Texas Woman�s University and Texas Water Development Board.     Bob Scott is Chief Financial Officer/Assistant City Manager for the City of Carrollton, where he has responsibility for all aspects of the City’s financial operations. He has a Masters degree in Accounting and a Bachelor of Science degree in Political Science from Texas Tech University. Mr. Scott began his career in public accounting, ultimately serving as an audit manager with responsibility for a large number of governmental clients. Mr. Scott has extensive experience in accounting and financial reporting issues having served on various GASB review committees and taskforces. He has been a reviewer for the last three editions of GFOA’s “Governmental Accounting, Auditing, and Financial Reporting” (known as the “Blue Book”) and various other GFOA publications.. He is a past chair for GFOA’s Committee for Accounting, Auditing and Financial Reporting (CAAFR) and he currently serves on the GFOA’s Executive Board. While in public accounting, he served as a Practice Fellow for the Governmental Accounting Standards Board (GASB) and later as representative to the Governmental Accounting Standards Advisory Committee. In 2008 the AICPA named him the outstanding CPA in local government.

    Gary C. Thomas is president/executive director of Dallas Area Rapid Transit (DART). DART's Board of Directors named him to that position August 3, 2001. As president/executive director, Thomas is responsible for a 13-city multi-modal transit system over a 700-square mile area. He directs the agency's top managers and 3,700 employees, emphasizing a strong customer focus to ensure that transit riders and taxpayers receive the best transit service available. He works closely with member city governments and the public in developing short- and long-term transportation and mobility goals.

    Mr. Ferrell has over twenty years of experience in community college financial administration, and currently serves as the Executive Vice President for Finance and Administration at Austin Community College in Austin, Texas. His responsibilities include finance, budgeting, environmental health and safety, risk management, human resources, and facilities construction, and facilities maintenance.He holds a Bachelors of Business Administration in Accounting from the University of Texas at Tyler, and a Master’s degree in College Student Development from St. Edwards University in Austin. He has been a Texas Certified Public Accountant since 1990. Prior to working in higher education, Mr. Ferrell worked in public accounting, and the non-profit accounting sector. He has served on numerous financial advisory committees for the Texas Higher Education Coordinating Board, and is a past President of the Texas Association of Community College Business Officers. In 2007, Mr. Ferrell was recognized by the national Community College Business Officers organization as the Outstanding Chief Business Officer for Region 7.

    Brian Cassidy represents regional mobility authorities and other public and private entities involved in the development of toll roads and other transportation infrastructure. His activities include advising clients on complex procurements, public/private partnerships, state and federal project approval, project financing, innovative financing options, right-of-way acquisition, intergovernmental agreements, open meetings issues, and Public Information Act compliance. He has been involved in the development of major transportation legislation (including HB 3588, HB 2702, and SB 792), and has testified in many legislative hearings on transportation policy issues. Mr. Cassidy also works on matters relating to utility infrastructure, including telecommunications tower siting, forced access issues, franchise fee and right-of-way disputes, and utility service agreements. In addition, he is a well-recognized speaker and writer on transportation issues and legislation, regional mobility authorities, utility infrastructure and property rights issues, and administrative law.

Mr., Bruton joined RBC Capital Markets in 2004 after having worked at Ziegler Capital Markets Group for four years. Mr. Bruton has over twenty-five years of experience in health care investment banking and additional experience in health care financial and strategic consulting. Over the course of his career, Mr. Bruton has been involved in a wide array of financings for virtually all kinds of health care enterprises ranging from multi-hospital systems to academic medical centers to community hospitals to rural health facilities. He has also participated in the implementation of complex derivative structures that have added significant value to his clients. The principal geographic focus of Mr. Bruton’s experience has been in the Southeast and Southwest.Prior to joining RBC Capital Markets, Mr. Bruton worked at Lehman Brothers, Citicorp, and Prudential Securities in health care investment banking. He has spoken at a number of regional and national conferences on various health care finance related topics and has also published articles in leading health care journals.Mr. Bruton received a BA from Trinity University, a MA from Tulane University and a PhD from the University of Maryland.
