Bob Scott is Chief Financial Officer/Assistant City Manager for the City of Carrollton, where he has responsibility for all aspects of the Citys financial operations. He has a Masters degree in Accounting and a Bachelor of Science degree in Political Science from Texas Tech University. Mr. Scott began his career in public accounting, ultimately serving as an audit manager with responsibility for a large number of governmental clients. Mr. Scott has extensive experience in accounting and financial reporting issues having served on various GASB review committees and taskforces. He has been a reviewer for the last three editions of GFOAs Governmental Accounting, Auditing, and Financial Reporting (known as the Blue Book) and various other GFOA publications.. He is a past chair for GFOAs Committee for Accounting, Auditing and Financial Reporting (CAAFR) and he currently serves on the GFOAs Executive Board. While in public accounting, he served as a Practice Fellow for the Governmental Accounting Standards Board (GASB) and later as representative to the Governmental Accounting Standards Advisory Committee. In 2008 the AICPA named him the outstanding CPA in local government.

Gary C. Thomas is president/executive director of Dallas Area Rapid Transit (DART). DART's Board of Directors named him to that position August 3, 2001. As president/executive director, Thomas is responsible for a 13-city multi-modal transit system over a 700-square mile area. He directs the agency's top managers and 3,700 employees, emphasizing a strong customer focus to ensure that transit riders and taxpayers receive the best transit service available. He works closely with member city governments and the public in developing short- and long-term transportation and mobility goals.

Mr. Ferrell has over twenty years of experience in community college financial administration, and currently serves as the Executive Vice President for Finance and Administration at Austin Community College in Austin, Texas. His responsibilities include finance, budgeting, environmental health and safety, risk management, human resources, and facilities construction, and facilities maintenance.He holds a Bachelors of Business Administration in Accounting from the University of Texas at Tyler, and a Masters degree in College Student Development from St. Edwards University in Austin. He has been a Texas Certified Public Accountant since 1990. Prior to working in higher education, Mr. Ferrell worked in public accounting, and the non-profit accounting sector. He has served on numerous financial advisory committees for the Texas Higher Education Coordinating Board, and is a past President of the Texas Association of Community College Business Officers. In 2007, Mr. Ferrell was recognized by the national Community College Business Officers organization as the Outstanding Chief Business Officer for Region 7.

Brian Cassidy represents regional mobility authorities and other public and private entities involved in the development of toll roads and other transportation infrastructure. His activities include advising clients on complex procurements, public/private partnerships, state and federal project approval, project financing, innovative financing options, right-of-way acquisition, intergovernmental agreements, open meetings issues, and Public Information Act compliance. He has been involved in the development of major transportation legislation (including HB 3588, HB 2702, and SB 792), and has testified in many legislative hearings on transportation policy issues. Mr. Cassidy also works on matters relating to utility infrastructure, including telecommunications tower siting, forced access issues, franchise fee and right-of-way disputes, and utility service agreements. In addition, he is a well-recognized speaker and writer on transportation issues and legislation, regional mobility authorities, utility infrastructure and property rights issues, and administrative law.

Mr. Bruton is a managing director in the New York Municipal Finance office of RBC Capital Markets. Mr., Bruton joined RBC Capital Markets in 2004 after having worked at Ziegler Capital Markets Group for four years. Mr. Bruton has over twenty-five years of experience in health care investment banking and additional experience in health care financial and strategic consulting. Over the course of his career, Mr. Bruton has been involved in a wide array of financings for virtually all kinds of health care enterprises ranging from multi-hospital systems to academic medical centers to community hospitals to rural health facilities. He has also participated in the implementation of complex derivative structures that have added significant value to his clients. The principal geographic focus of Mr. Brutons experience has been in the Southeast and Southwest.Prior to joining RBC Capital Markets, Mr. Bruton worked at Lehman Brothers, Citicorp, and Prudential Securities in health care investment banking. He has spoken at a number of regional and national conferences on various health care finance related topics and has also published articles in leading health care journals.Mr. Bruton received a BA from Trinity University, a MA from Tulane University and a PhD from the University of Maryland.

As President and Founder of Kipling Jones & Co., Ms. Jones brings more than 20 years experience in the investment banking arena. She is responsible for directing the firm�s financial advisory, underwriting and brokerage services to state and local governments, higher education institutions and not-for-profit entities nationwide. Ms. Jones has played an integral role in structuring large transactions such as a $3 billion water and sewer transaction for the City of Houston, which financed infrastructure improvements. She has served as financial advisor or banker on numerous transactions, which helped spur housing and other economic development initiatives, including the use of incremental tax revenues. Her experience has included water and sewer systems, transportation finance, parking system revenue bonds, hotel and convention centers, and other general infrastructure projects. Among her clients have been the City of Houston; Coastal Water Authority; the City of Dallas; Dallas County; the City of Tallahassee Utility System; Ohio State University; Cook County, Illinois; and numerous others. She received her bachelor�s degree in finance from Millsaps College and her master�s degree, also in finance, from the University Of Chicago Graduate School Of Business. Ms. Jones has also taken post-graduate studies at the London School of Economics. Ms. Jones is currently a board member for the City of Houston Tax Increment Reinvestment Zone Number Twelve and a member of the Board of Trustees of Talladega College in Alabama.

James (“Jim”) Binette is a Managing Director in the Public Finance Eastern Region at Assured Guaranty, where he is a municipal underwriter with specific focus on the southern region. Jim joined Assured Guaranty in June of 2007. Prior to joining Assured Guaranty, Jim spent four years in MBIA’s Asset Management division.Jim also spent seven years at Bayerische Landesbank (“BayernLB”) underwriting liquidity facilities and letters of credit for municipal issuers or various sectors. Jim started his career as a research analyst at Moody’s Investors Service in 1994, with his final role there as a municipal analyst in the Great Lakes region. Jim earned his Master’s degree in Business Administration from Fordham University, and gained his undergraduate degree in Management with a concentration in Finance from Manhattanville College. Jim is also a member of the Municipal Analysts Group of New York and the National Federation of Municipal Analysts.
