Steve graduated from the University of Texas at Austin. He earned his bachelor degree in Business Administration and his masters in Professional Accounting. Steve earned the Certified Public Accountant designation in 1989. He also has the designations of Certified Cash Manager, Certified Management Accountant, Project Management Professional, Certified Texas School Business Official, Registered Texas School Business Administrator and Certified Administrator of School Finance and Operations (SFO) through the Association of School Business Officials International. Steve started his career with Price Waterhouse as a Tax Associate in 1988. Since 1990 Steve has worked for Santa Rosa Medical Group and HealthSouth, Inc as an Administrator, USAA as Director/Process Leader for Corporate Finance and SBC (now ATT) as Associate Director - Product Financial Analysis before joining North East ISD in January 2003 as the Senior Director of Budgets and Financial Control. He joined San Antonio ISD in April 2008 as the CFO. He is responsible for all aspects of Finance as well as School Nutrition and Transportation.

Mr. Pete Gonzalez, deputy city manager/CFO for the city of Brownsville, Texas, has a BBA degree in business administration with a major in accounting from Texas A&I University in Kingsville, Texas. Mr. Gonzalez is a CGFM (certified government financial manager). He has been employed with the city of Brownsville since January 3, 1978 and has just completed his 33rd year with the city of Brownsville. As the deputy city manager/CFO, he assumes the duties of the city manager during the city manager’s absence. He is active in various civic organizations within the city. Drafted into the U.S. Army in 1967 where he saw combat action during the Vietnam War. He was honorably discharged in 1969 as a staff sergeant.

Peg Henry is Deputy General Counsel of the Municipal Securities Rulemaking Board (MSRB). Ms. Henry has worked in the municipal bond industry since 1981 in private practice, federal and local government and investment banking. Ms. Henry joined the MSRB from UBS Securities LLC in New York where she was a Director and Senior Attorney representing the firm’s Municipal Securities Group. Prior to UBS, she was a partner at Winston & Strawn where she was tax counsel and underwriter’s counsel. Before that, she worked for the Securities Exchange Commission’s Office of Municipal Securities and was Tax Counsel to New York City’s Office of Management and Budget. Ms. Henry received a bachelor's degree from Georgetown University and law degrees from George Washington University.

Mr. Adelman is a registered Architect and has planned, designed, and managed the construction and operation of institutional facilities for 30+ years. In 2002, he was appointed the Director of Capital Projects for the Massachusetts State College Building Authority; in 2005, he was designated its Executive Director. The MSCBA (Moody's Aa2; S&P AA-) receives no appropriation or bond guarantee from the Commonwealth; all project costs (debt service, operations, reserves) are funded by project revenues (principally student housing fees). Mr. Adelman's prior work includes the construction, renovation, and management of higher education facilities at Babson College, Brandeis University, and Salem State College and the restoration and adaptive use of historic properties for the National Park Service in Lowell, MA, Washington, DC, and Cleveland, OH. He earned the Bachelor of Architecture degree from Cornell University and the Master of Architecture degree from Kent State University.

Lolly A. Enriquez is a shareholder in the Public Law and Public Finance Departments. Ms. Enriquez represents public agencies in a wide range of governmental law issues including redevelopment, public works and the Public Records Act. Ms. Enriquez is assistant city attorney for the City of Beverly Hills. Ms. Enriquez has also served as bond counsel, disclosure counsel, underwriter's counsel and bank counsel in a wide variety of bond financings including revenue bonds, Mello-Roos bonds, assessment bonds, tax allocation bonds, 501(c)(3) financings, certificates of participation and commercial paper.Ms. Enriquez's speaking engagements include:"Municipal Disclosure: Making it Pay for Issuers," The Bond Buyer's 20th Annual Conference, October 2010"Role of Financing Participants," California Redevelopment Association � Redevelopment Institute, May 2006Ms. Enriquez obtained a Bachelor of Arts degree from the University of California, Los Angeles. She is a member of the National Association of Bond Lawyers.

Mr. Stern joined the Office of Investments at Rockefeller University in early 2008. In his role as Director of Private Investments he oversees a portfolio of Venture Capital, Buyout and Growth Capital and Real Assets investments. In this position Mr. Stern is responsible for manager sourcing, selection and monitoring. Previously he worked at Standard & Poor’s as a director in the Higher Education and Not-for-Profit Group, which was part of the Public Finance Department. In that role Mr. Stern worked closely with a large number of universities and foundations across the United States. Over the course of his 18-year career he also worked as an investment banker, focusing on higher education institutions. Mr Stern received an M.P.A. in public finance from the Maxwell School at Syracuse University, an M.S. in non-profit management from New York University and a B.A. in history and sociology from Binghamton University.

Mr. Schlossberg analyzes the economic and investment environment for Wells Capital Management and for other investment groups within Wells Fargo & Co. In that capacity, he participates in daily conference calls to the organization’s investment managers and sales people throughout the country. He is a member of Wells Capital’s Investment Policy and Liquidity Management strategy committees and also participates in the Fixed-Income Strategy Committee of the Wealth Management Group. Additionally, he regularly makes presentations to Wells Capital’s customers and prospects, analyzing conditions in the equity and fixed income markets along with developments in the foreign exchange and international capital markets. He is quoted in the financial press and appears on business radio and TV programs here, in Japan and in the U.K. Prior to joining Wells Fargo, Mr. Schlossberg worked as a researcher at the U.S. Treasury and Federal Reserve Board covering international economic conditions. He did his graduate work at Pennsylvania State University and is a native of New York.

Joseph "Gray" Davis was overwhelmingly elected the 37th governor of California in 1998, winning 58 percent of the vote.� As Governor, he made education a top priority, signing legislation to strengthen California's K-12 system, increasing accountability in schools, and expanding access to higher education with a record number of scholarships and college loans. These reforms improved student achievement scores for six consecutive years.While presiding over California during an economic expansion, Davis made record investments in infrastructure, created four Centers of Science and Innovation on UC campuses, and expanded state health insurance for an additional one million children.� He also was the first Governor in the nation to authorize stem cell research.As Governor he demonstrated bold environmental leadership by signing the first law in the nation to reduce global warming and greenhouse gases. He also created the first Greenhouse Gas Monitoring Registry, and was the first to establish the nation's most ambitious commitment to renewable energy by creating the statewide Renewables Portfolio Standard.Despite a wave of Republican victories across the nation in 2002, Davis was re-elected to a second term.Davis graduated from Stanford University (Cum Laude) and Columbia Law School, and was awarded the Bronze Star for his service during the Vietnam War. He served as lieutenant governor (1995-1998), state controller (1987-95), state assemblyman (1982-86).Davis is of counsel in the Los Angeles office of Loeb & Loeb, where he provides strategic advice to clients on numerous matters. He is also a Senior Fellow at the UCLA School of Public Affairs and regularly speaks before various academic and civic groups. Davis was the Keynote speaker at the Columbia Law School Graduation Ceremony in May of 2009.

Gary Breaux is Director of Finance for East Bay Municipal Utility District (EBMUD).  He is responsible for all financial areas including treasury operations, debt management, rates, internal audit, accounting and reporting, risk management and customer and community services.Mr. Breaux has worked for local governments since 1983.  He joined EBMUD in 1994 as Director of Finance.  Prior to joining the District, he was Director of Finance for the City of Oakland, CA.A native of Colorado Mr. Breaux received a B.S. degree in Business from the University of Colorado in 1977 and a Masters degree in Public Administration in 1987 from Virginia Commonwealth University.  He is a Certified Public Accountant.  Mr. Breaux is a member of the American Water Works Association and the American Institute of CPAs.
