  • Robin Prunty is a Managing Director, Head of Analytics and Research for S&P Global Ratings – U.S. Public Finance. In this role, she represents U.S. Public Finance in various capacities to discuss the municipal bond market and S&P's ratings, research and methodology to governments, investors, industry associations, media outlets, and other market participants.�Prior to her current role, Robin was a Lead Analytical Manager with responsibility for the U.S. States, Higher Education, and Not For Profit Health Care practices and Analytical Manager for the U.S. States and Public Higher Education Group.Robin has a Bachelor of Science degree in Economics from Siena College and a Master of Public Administration from the University at Albany - Rockefeller College of Public Affairs & Policy.     Brian Mayhew joined the Metropolitan Transportation Commission (MTC) as Chief Financial Officer in October 1999. As CFO, Mr. Mayhew manages all accounting, treasury, and financial functions, including debt issuance and management for MTC, MTC Service Authority for Freeways and Expressways (SAFE), and the Bay Area Toll Authority (BATA).�As CFO of MTC/BATA, Mr. Mayhew has overseen the growth of the toll operation from $120 million to over $750 million per year; transportation grant administration to nearly $1billion annually, as well as a capital program that has expanded from $2.4 billion to over $13 billion, including the $6.2 billion replacement of the San Francisco/Oakland Bay Bridge.� Mr. Mayhew is responsible for a debt portfolio of $8.5 billion, swap portfolio of $1.9 billion, with assets under management of $4.5 billion.��Prior to working at MTC, Mr. Mayhew spent ten years as Finance Director for the City of Westminster, California where he oversaw accounting, payroll and treasury, as well as redevelopment and economic development project funding.� Prior to working for the City of Westminster, Mr. Mayhew served for five years in Mountain View, California as Revenue Officer.�Mr. Mayhew has also been the recipient of awards from the State of California and OrangeCounty in recognition of his protecting public assets by removing funds from the county’s treasury prior to the bankruptcy, as well as the California Public Securities Association for excellence in public financing. �BATA has been the recipient of three Bond Buyer Western Region Deal of the Year awards and one Governing Magazine national deal of the year.�Mr. Mayhew holds Bachelor’s and Master’s degrees from the University of California at Santa Barbara, along with multiple certifications in accounting, payroll, purchasing, cash and debt management.� Mr. Mayhew is active in both state and national professional associations and has served on the Issuer Advisory Committee of the MSRB.

    Lynnette Kelly has been the Executive Director of the Municipal Securities Rulemaking Board (MSRB) since June 2007.� Ms. Kelly leads the day-to-day management of the MSRB, a self-regulatory organization whose mission is to protect investors, municipal entities, and ensure a fair and efficient municipal securities market.� It does so by developing rules for municipal advisors who advise on issuance, securities firms and banks that underwrite, trade and sell municipal bonds, and by operating information systems, including the Electronic Municipal Market Access (EMMA) system, designed to promote transparency and investor access to information.� The MSRB also serves as an objective and expert resource and repository of municipal market information.Previously, Ms. Kelly was a managing director and associate general counsel at�the Securities Industry and Financial Markets Association (SIFMA) (formerly The Bond Market Association), where she helped develop and implement legal, regulatory and best market practices in the fixed income markets, with a focus on municipal finance.�From 1990 to 1993, Ms. Kelly served as general counsel for the Municipal Assistance Corporation for the City of New York, and has worked at several law firms in New York City in all areas of municipal finance.�She graduated from the University of Nebraska in 1981 and from Tulane University School of Law in 1984.

    Mark Vitner is a managing director and senior economist at Wells Fargo, responsible for tracking U.S. and regional economic trends. Based in Charlotte, N.C., he also writes for the company’s Monthly Economic Outlook report, the Weekly Economic & Financial Commentary, and provides regular updates on the housing markets, commercial real estate, regional economies, and inflation.Mark joined Wachovia (then First Union) in 1993. Before that, he spent nine years as an economist for Barnett Banks in Jacksonville, Fla. Mark’s commentary has been featured in the New York Times, Wall Street Journal, Bloomberg, and many other publications.Originally from Atlanta, Mark earned his B.B.A. in economics from the University of Georgia, an M.B.A. from the University of North Florida, and has completed further graduate work in economics at the University of Florida. He also completed the National Association of Business Economics (NABE) Advanced Training in Economics program at Carnegie Mellon University.Mark is a member of the National Association of Business Economists and co-founded its Charlotte chapter, The Charlotte Economics Club. He serves as a distinguished lecturer and practitioner at the University of Georgia. He is also a member of the American Economic Association, the American Real Estate and Urban Economics Association, and the Charlotte Chapter of the Association for Corporate Growth. Mark currently chairs the economic advisory committee for the Bond Dealers of America. In addition, Mark serves as the chief economist for the North Carolina CCIM (Certified Commercial Investment Member). He is a member of the Blue Chip Economic forecasting panel and was recently named one of the 2009 North Carolina Power Players, 50 most powerful people in business, by Business Leader magazine. Mark currently serves on the Joint Advisory Board of Economists for the Commonwealth of Virginia.

  • Dan Champeau is Managing Director, Global Group Head of the U.S. and International Public Finance as well as Global Infrastructure & Project Finance groups. In this role Dan is responsible for all analytical coverage and research commentary across Global Public and Infrastructure Finance.� The group includes over 200 employees covering approximately 5,000 issuers.Prior to Dan's current appointment, he was managing director and head of the Business & Relationship Management team for the U.S. Public Finance and the Global Infrastructure & Project Finance groups. In this capacity, Dan was responsible for all business activities for these two groups, including new business origination; investor, dealer, and banker relations; and business strategy; among others.Prior to rejoining Fitch in 2009, Dan worked at FSA in the Infrastructure Finance Group, originating and underwriting large and complex infrastructure and project financings across a variety of sectors, such as transportation, social infrastructure, and sports, among others. Prior to joining FSA, Dan worked at Fitch for 13 years in various analytical and management capacities, including as head of the Global Infrastructure & Project Finance Group (Americas), head of Fitch’s New York Public Finance office and all revenue bond and infrastructure rating groups nationwide, and earlier as co-head of Fitch’s west coast office in San Francisco. Dan began his career at Ambac, working in the corporate finance department.Dan earned a BA from the University of Maryland at College Park, attended Fordham University’s Graduate School of Business, and received an MBA from San Francisco State University. Also, Dan has won numerous industry analytical awards, including Street and Smith’s SportsBusiness Journal’s “40 Under Forty” award and a number of Smith’s Research & Gradings Review All-Star analytical awards for his work in public finance and infrastructure. �Dan has been a frequent presenter at industry conferences/symposiums, has been quoted extensively in the mainstream press, and has been interviewed on television on multiple occasions regarding the municipal and project finance markets.

    Mr. DeSeve formerly served as Special Advisor to President Barack Obama for American Recovery and Reinvestment Act implementation.  He reported directly to Vice President Joseph Biden as an Assistant and acted as a Senior Adviser to the Director of the Office of Management and Budget Peter Orszag.  He previously was a senior Lecturer at the University of Pennsylvania’s Fels Institute for Government and a Senior Fellow at the James MacGregor Burns Academy of Leadership at the University Of Maryland School Of Public Policy.  At the University of Maryland, Mr. DeSeve was also a tenured professor and director of the Management, Finance and Leadership Program.   In the private sector, Mr. DeSeve was most recently the CEO of Strategy and Solution Partners, a technology firm.  He previously served as Senior Vice President of Affiliated Computer Services and Managing Director of Merrill Lynch Capital Markets. He established and led several consulting firms, including Public Financial Management Incorporated, which provides technical assistance to state and local governments.    Mr. DeSeve also has held senior posts at all three levels of American government. At the federal level he was:  Chief Financial Officer of the U.S. Department of Housing and Urban Development Controller of Executive Office of the President Office of Management and Budget (OMB) Deputy Director for Management at OMB His career began with the City of Philadelphia serving as first a junior budget analyst, then Budget Director, Deputy Director for Finance and later as Director of Finance. In the Commonwealth of Pennsylvania, he served as Special Assistant to the Governor.  He is the author of, “The Presidential Appointee’s Handbook” (Brookings Press 2008) and is a frequent lecturer on government management. Mr. DeSeve holds a Master of Government Administration in Public Finance from the Wharton School of University of Pennsylvania, and a Bachelor of Science in Labor Economics from Cornell University.

  • Jon Barasch is a Senior Manager in Interactive Data’s Evaluation Services (EVS) Division.  Jon is currently tasked with managing the Quality Assurance Group which covers municipal evaluations and municipal credit analysis.  Jon recently managed the high-yield evaluation desk for the past eight years.   Jon has a research background and previously worked as a senior credit analyst for Muller Data.  Jon has been with the company for over ten years, having started at Muller Data Corp.  Interactive Data acquired Muller Data in 1999.  Jon has been working in the municipal bond industry for the last 16 years.  Prior to joining Muller Data Corp. he worked as a high-yield credit analyst at Rickel Securities, Tucker Anthony, and Gardnyr, Michael Capital.Mr. Barasch received his MBA from Rutger’s Graduate School of Management and a B.S. in Finance from the University of Maryland at College Park.  Mr. Barasch is an active MAGNY and NFMA member.

  • Ted Sobel joined Ramirez & Co., Inc. in April 2009 as a Managing Director and Head of the Firm’s Public Finance Department.� Prior to joining Ramirez & Co., Ted was the Manager of the Utility and Energy Group at UBS.� In his career Mr. Sobel has been responsible for a variety of sector coverage, including electric utilities, water and sewer, state revolving fund, pension obligation, and general infrastructure projects.� Mr. Sobel has been a featured speaker before the Council of Infrastructure Financing Authorities and the American Public Power Association.� He received a B.A. in Political Science from Colgate University and a M.B.A. from the University of Pennsylvania’s Wharton School of Finance.�

    Alan B. Krueger was confirmed by the U.S. Senate as Assistant Secretary for Economic Policy and Chief Economist for the U.S. Department of Treasury on May 6, 2009.  He advises the Secretary on all aspects of economic policy, including current and prospective macroeconomic developments and the development and analysis of the Administration’s economic initiatives.  He is currently on leave from Princeton University where he is the Bendheim Professor of Economics and Public Affairs at Princeton University, where he has held a joint appointment in the Economics Department and the Woodrow Wilson School since 1987.  In 1994-95 Mr. Krueger served as chief economist at the U.S. Department of Labor.  Mr. Krueger has published widely on the economics of education, unemployment, income distribution, social insurance, regulation, terrorism, interest rates and the environment.  He has been a research associate of the National Bureau of Economic Research, a member of the editorial board of Science, and has served as chief economist for the Council for Economic Education.   He is the author of What Makes A Terrorist: Economics and the Roots of Terrorism and Education Matters: A Selection of Essays on Education, and co-author of Myth and Measurement: The New Economics of the Minimum Wage and of Inequality in America: What Role for Human Capital Policies?Prior to assuming his current position, Mr. Krueger was a member of the Board of Directors of the Russell Sage Foundation, the MacArthur Foundation and the American Institutes for Research.  He was named a Sloan Fellow in Economics in 1992 and an NBER Olin Fellow in 1989-90.  He was elected a Fellow of the Econometric Society in 1996, a Fellow of the Society of Labor Economists in 2005 and a member of the Executive Committee of the American Economic Association in 2004.  He was awarded the Kershaw Prize by the Association for Public Policy and Management in 1997 (for distinguished contributions to public policy analysis by someone under the age of 40) and the Mahalanobis Memorial Medal by the Indian Econometric Society in 2001.  In 2002 he was elected a Fellow of the American Academy of Arts & Sciences, and in 2003 he was elected a Fellow of the American Academy of Political and Social Science.  He was awarded the IZA Prize in Labor Economics with David Card in 2006.  From March 2000 to February 2009 he was a regular contributor to the "Economic Scene" and Economix blog in The New York Times. Mr. Krueger received a B.S. degree, with honors, from Cornell University’s School of Industrial & Labor Relations in 1983, an A.M. in Economics from Harvard University in 1985, and a Ph.D. in Economics from Harvard University in 1987.  He is married and has two teenage children.

    Alexandra "SANDY" MacLennan is a partner with Squire, Sanders & Dempsey L.L.P, in the firm's Tampa office. She received her B.S. in Journalism in 1980 and her J.D., with honors, in 1984, both from the University of Florida. She served as Student Works Editor of the Florida International Law Journal in conjunction with the publication's inaugural issue in 1984.Ms. MacLennan was elected to the honor societies of Phi Kappa Phi (undergraduate) and the Order of the Coif (law school). She joined the public finance practice of Squire, Sanders in 1989 after practicing for 5 years with Akerman, Senterfitt in the area of tax-exempt and bank financing. She is a member of the National Association of Bond Lawyers and has specialized in the area of tax-exempt financing for 20 years. Ms. MacLennan is a former Chair of the City, County and Local Government Law Section of The Florida Bar and has been the Chair or Co-Chair of the Section's biennial seminar "Public Finance In Florida" since 1993. Ms. MacLennan has also spoken at the Annual Local Government Law in Florida Seminar and served on the Steering Committee for the National Association of Bond Lawyers annual Bond Attorneys' Workshop.
