  • Mr. Smith has over 30 years of experience in financing and development of projects. He is based in Houston, but serves as a nationwide resource in variety of areas of public finance, including municipal, county, and state issuers. Mr. Smith brings to the group a particular expertise in public private partnership transactions. A former member of the Texas House of Representatives, and having served on the Appropriations Committee, Mr. Smith has a unique perspective to funding issues. Mr. Smith has an extensive background in Transportation Finance, including his work on the Metropolitan Transit Authority of Harris County’s METRO Solutions 2 Light Rail Project. Mr. Smith did the initial financing for Titus County’s Unlimited Pass-Through Toll revenue financing and has been actively engaged in other toll road financing projects in Texas. As a former President of the Greater Houston Builders Association, Mr. Smith has extensive experience in the design, development and construction of major projects. He is actively involved in Public Private Partnership projects including major municipal infrastructure projects.
