    Ms. Hayes serves as the Director of Capital Ventures, Office of the Assistant Secretary of the Army, Installations, Energy, & Environment. With over 20 years experience in housing/project management at the installation, Major Command, and Secretariat levels, Ms. Hayes brings a wealth of field experience to the Installations & Housing office.   She began her professional career as a Department of the Army Housing Intern at Fort Hood, TX and was subsequently assigned as a Housing Referral/Customer Service Manager.  After completing assignments as Branch Chief in Family Housing, Unaccompanied Personnel Housing, and Facilities Management, Ms. Hayes was promoted to the senior housing management level and served as Housing Division Chief both at Darmstadt, Germany and Fort Meade, MD.   Ms. Hayes’ served as Deputy Director for Public Works at Fort Meade, MD.  From this position, she began working housing privatization issues and was ultimately selected to work in the RCI Office in the Army Secretariat at the Pentagon.  Serving as a senior program manager and Deputy Director of the RCI program, Rhonda led the efforts on RCI source selection evaluation boards and was responsible for strategic planning, project scheduling, and overall RCI program execution involving 44 Army installations.  She also has responsibility for negotiating privatization projects for Privatization of Army Lodging (PAL) and Single Soldier Unaccompanied Housing.Ms. Hayes has a Master’s Degree in Public Administration from the University of Arkansas and has completed post-Master’s graduate work at the University of Maryland, School of Public Affairs.  She is a member of the Professional Housing Management Association (PHMA). Rhonda brings the dual perspective of housing professional and military spouse to all her assignments.  She is married to an Army officer and has three daughters.

    Larry Weis is a native of Washington State. He began his Utility career in 1981 as the Commercial Energy Supervisor for the Snohomish Public Utility District in Everett, Washington and later promoted to the operations side of the business as an Area Manager. In 1990, he was hired as the General Manager for the Pend Oreille Public Utility District, also in Washington State. He held that post for ten years before being selected after a nationwide search to become the CEO and General Manager of the TID in 2000. TID operates one of the largest irrigation systems in the state serving the agriculturally rich Central Valley in California.   Its electric utility is among the 30 largest public power utilities in the United States. He has lead the acquisition and construction of a variety of facilities ranging from power transmission, small and large scale hydroelectric, thermal generation and renewable energy projects.  Larry serves or has served for many associations and joint action agencies regionally and nationally within the utility industry, including current service as a board member for the Western Electricity Coordinating Council (WECC) and the Northwest Public Power Association (NWPPA). He is also involved at the local level and most notably is on the Board for California State University-Stanislaus.Larry has a BS degree and attended Western Washington University in Industrial Technology and Seattle University in Electrical Engineering.

    With 30 years of utility experience, Heather Bailey has specialized in regulatory, transmission, and business issues. Her career includes the Texas PUC, utility transmission executive management, and consulting. Ms. Bailey also held controller, treasurer, and deputy CFO positions at the Lower Colorado River Authority (LCRA). As a utility executive at LCRA she was responsible for transmission projects, regulatory strategy, land acquisition, surveying and mapping and financial management. She was active in developing strategies to leverage assets in a regulated environment, manage costs, and establishing a separate transmission affiliate that expanded statewide. She has consulted on financial, regulatory, and utility strategy matters and has been active in the CREZ process. While working at the Texas PUC, she managed the regulatory compliance division and testified in utility rate cases. Ms. Bailey holds a BBA from Sam Houston State University and a MBA from the University of Texas. She is also a CPA.

  • Mr. Turner joined RETA as the Executive Director in April, 2009. Mr. Turner has 10 years of experience in the financial industry in both marketing and financial analysis. Prior to joining RETA, Mr. Turner spent 8 years with the New Mexico Finance Authority where he was the Director of Finance and Chief Financial Advisor. During that time, Mr. Turner closed more than $300 million in loans, and oversaw over one billion of other transactions. Mr. Turner earned a Bachelor of Science in Agricultural Economics/Agricultural Business and a Master of Business Administration from New Mexico State University.

  • Mr. Neal advises businesses and their owners on the federal income tax aspects of a broad range of matters, including mergers and acquisitions, sales, joint ventures, reorganizations, debt offerings, disputes with taxing authorities, and general business tax planning. He also regularly advises clients on tax issues relating to renewable energy projects, including production tax credits, investment tax credits and federal grants. He is a member of the Tax Council of the Virginia Bar Association.

  • Scott T McKillip, P.E., has twenty-two years of engineering and consulting experience and has held positions of increasing senior management responsibility within the Energy, Environment and Infrastructure Group of SAIC since 2004. He has a very diverse background in engineering and construction, spanning environmental, civil/infrastructure, homeland security, and energy-related projects within the private and public sectors. Scott currently serves as both the President of SAIC Engineering, Inc. and as a Vice President of The Benham Companies, LLC. He provides Operations Management of Design/Build programs for the Energy Services business sector. Benham is an engineering and life-cycle technology implementation firm with over 800 employees and 13 U.S. locations that serves Fortune 500 commercial and federal government customers. Benham offers a full range of capabilities in consulting, engineering, architecture and design/build, including specialized expertise in energy management, alternative fuels, process engineering, industrial manufacturing, facilities, software development and integration, and advanced visualization and communication systems. Benham was acquired by Science Applications International Corporation(SAIC) in 2007 and operates as a wholly owned subsidiary of SAIC.

  • Mr. Gass is responsible for the management of a portfolio of military housing bond transactions located throughout the United States.  TriMont serves as the Bondholder Representative under the bond documents that provide for the construction, renovation and operation of privatized military housing communities located on or close to military bases in the United States.  TriMont serves as the Bondholder Representative on 21 military housing bond transactions with over $5BB of bonds issued on transactions improving housing for the Air Force, Army, Marines and Navy. Mr. Gass’s responsibilities include management of the Public Finance team that reviews draft documents prior to bond closing, reviewing the closing flow of funds and monitoring compliance with bond documents terms post closing.  Typical responsibilities include reviewing flow of funds for all trust accounts, approving construction draws and operating disbursements; monitoring compliance with bond document terms/covenants and performing site inspections with the developers and construction inspectors. The TriMont Public Finance team currently has 6 full time employees and 2 part time employees.

  • Mr. Alpi is a principal of Pathfinder Renewables LLC, and its affiliate Pathfinder Capital Advisors, LLC, a closely-held boutique investment bank and advisory group that focuses on raising capital for companies in the energy sector through structured transactions. Since the Pathfinder group was founded in 2001, Pathfinder has raised more than $1.0 billion in capital for its clients from a variety of sources primarily relating to the monetization of tax benefits (also referred to as tax equity). Prior to joining Pathfinder, Mr. Alpi was a tax partner with the law firm of Skadden, Arps, Slate, Meagher & Flom LLP until December 2007, during which time he was the co-head of the firm’s alternative energy practice in Washington, DC. During his 21 years at Skadden, Mr. Alpi specialized in advising clients on the structuring and financing of alternative energy projects, including wind, solar, biofuels, and geothermal power projects. His clients included major utilities, financial institutions and investment funds.
