Andrew Weber was named by Texas Attorney General Greg Abbott as the First Assistant Attorney General of Texas. Immediately prior to this appointment, Weber served as Deputy Attorney General for Legal Counsel, a position in which he served since 2007.Weber began his legal career in 1996 as a briefing attorney for then-Justice Greg Abbott on the Texas Supreme Court. Weber subsequently practiced law with the Dallas firm of Carrington, Coleman, Sloman & Blumenthal, before joining the Texas Supreme Court again in 1999 as staff attorney to then-Justice Priscilla Owen.In 2002, Weber was appointed Clerk of the Texas Supreme Court, where he served for four years before joining the Dallas law firm of Kelly Hart & Hallman to oversee the firm’s Austin appellate section. Weber received his law degree from Baylor Law School, where he served on the Law Review.

Mr. Estrada, an attorney at law, is Chairman of the Board of Estrada Hinojosa & Company, Inc., an investment banking firm he co-founded in 1992 with Noe Hinojosa, Jr., and also serves as the Chief Compliance Officer and a Managing Director. In addition to its Dallas, Texas headquarters, Estrada Hinojosa has offices in Austin, Chicago, Houston, Miami, San Antonio, and San Diego. From 1997-2000, Bob served on the Municipal Securities Rulemaking Board (“MSRB”) and was Chairman in 2000. He is a past Chairman of the Municipal Advisory Council of Texas (the “MAC”). He has also served on the National Association of Securities Dealers (“NASD”) Fixed Income Committee. Mr. Estrada currently serves on the Board of Directors of the Federal Reserve Bank of Dallas. From 1990 to 1994, Mr. Estrada served on the Board of Directors for the Student Loan Marketing Association ("Sallie Mae") in Washington, D.C., and was a member of the Board's Executive Committee. He continues to serve on the boards of numerous other business, cultural arts and civic organizations. Mr. Estrada received his Bachelor of Science degree and his Doctor of Jurisprudence degree from the University of Texas at Austin, and served on the University of Texas System Board of Regents from 2001 until 2008, where he chaired the Board’s Audit Committee. He and his wife, Catherine, have six children and make their home in Fort Worth, TX.

Kristin Button is a Vice President-Senior Analyst at Moody's Investors Service. Kristin is a senior member of the Southwest Regional Ratings Group, where she manages a portfolio of high profile issuers in Texas and leads Moody's local government efforts in Louisiana and Mississippi. Since joining Moody's in 1999, Kristin has been actively involved in a number of special projects including co-authoring the recent publication Hurricane Risk for Gulf States: Federal Support Essential to Creditworthiness. Prior to joining Moody's, she was a management analyst with the City of Fort Worth. Kristin received an M.P.A. from the University of North Texas and a B.A. degree from Stephen F. Austin State University.

As the first Executive Director of the Mobility Authority, Mike brings a unique blend of qualifications to the position. He served 23 years as a Central Texas public official in the rapidly growing communities of Round Rock and Williamson County. As both a City Councilman and County Commissioner, he initiated and helped supervise over $500 million in capital improvement projects. In 2000, he spearheaded a $350 million transportation initiative that changed the dynamics of mobility throughout Central Texas. Mike was actively involved in all aspects of implementing the program: public presentations; contract management; rating agency presentations; pricing as well as personally engaging in needed land acquisition for the Central Texas Turnpike Project. Mike has also been a leader in environmental and other public infrastructure causes throughout his public career. As County Commissioner he was instrumental in putting the arguments of parkland on the Williamson County Agenda. The County now has over 1,000 acres of parkland under phase of development. He was influential in the first phase of the Brushy Creek Regional Trail. He chaired the Clean Air Force (the regional air quality initiative of Central Texas) where he actively participated in the development of the EPA Early Action Compact for Central Texas. He also chaired the air and water quality subcommittees for the National Association of Counties and became chair of the Conference of Urban Counties before resigning his commissioner's seat and private sector employment to assume the Executive Directorship of the Mobility Authority. Mike was a founding board member and two-time vice chair of the Austin-San Antonio Corridor Council and is a founding member, board member and executive committee member for the Envision Central Texas project. Mike also serves on the board of the International Bridge, Tunnel and Turnpike Association as well as the board of the Texas Transportation Institute.Mike earned a MA in Government from the University of Texas in Austin and a MBA, in finance and management, also from the University of Texas in Austin.

Jeffrey Bosland is Managing Director and Head of J.P. Morgan’s Public Finance Group. His responsibilities encompass Sales, Trading, Underwriting, Credit Portfolio, Banking and Origination. Jeff joined J.P. Morgan in June of 2005 as a Managing Director, Head of U.S. Agency Trading and Underwriting, and has over twenty years of Capital Markets experience.Mr. Bosland started at Salomon Brothers in 1988 and spent much of his career at Bankers Trust where he was responsible for the U.S. Interest Rate Swaps Business which included Municipal Derivatives. Shortly after Mr. Bosland was promoted to Managing Director in 1998, Bankers Trust was acquired by Deutsche Bank, where Jeff became Co-Head of U.S Fixed Income Derivatives and then Head of U.S. Agency Trading.Jeff graduated from Lehigh University in 1988 with a B.S. in Finance and a Minor in Government.

Andrew Kalotay is a leading authority on the valuation of taxable and municipal bonds. He is a prolific contributor to the literature on fixed income topics, such as bond refunding and the use and misuse of interest rate derivatives. His firm licenses fixed income valuation software and provides debt management advisory services. Before establishing Andrew Kalotay Associates in 1990, Dr. Kalotay was with Salomon Brothers. Prior to Wall Street, he was at Bell Laboratories and AT&T. On the academic side, he was the founding director of the graduate Financial Engineering program at Polytechnic University (now part of NYU). Dr. Kalotay holds a B.Sc. and M.Sc. from Queen's University and a Ph.D. from the University of Toronto, all in mathematics. He was inducted into the Fixed Income Analyst Society's "Hall of Fame" in 1997.

Mr. Bennett has structured and executed interest rate swaps and caps, swaptions, bond proceeds reinvestment products, and forward purchase/sale transactions.� Mr. Bennett has over 17 years of public finance experience, having served public entities as both a derivatives originator and an investment banker.� Mr. Bennett has help to finance projects in virtually every sector of the public finance market including general infrastructure, healthcare, housing, transportation and higher education.� Mr. Bennett has an A.B. in Economics from Stanford University and an M.B.A. with a concentration in finance from Columbia Business School.
