Bill is the head of Ipreo’s Global Markets Group, which includes all of our Capital Markets and Research Sales & Trading products and services. �Bill is also responsible for all of Ipreo’s global content and analytics, including the collection and quality control of the decision tools and high-end analytics integrated into all of our product offerings. Bill comes from i-Deal, which he joined in 2006. Previously, Bill was a partner in the Carson Group, where he created many of the industry standard analytical tools still in use today. After Carson Group was purchased by Thomson Financial in 2000, Bill served as EVP and Head of Analytical Services for Thomson Financial’s Corporate Group. Bill holds a BS from the University at Buffalo and an MBA with a concentration in Finance from Baruch College.�

Jim Moncur is a Deputy Director in the Mayors Office for the City of Houston and in that capacity is responsible for debt management. Prior to that Mr. Moncur served as Deputy Controller for the City and managed the citys investments, debt and banking. He previously worked for the Metropolitan Transit Authority of Harris County, and prior to that various corporate organizations. Jim has also served as an elected official as a Council Member and Mayor Pro-tem for the City of Clear Lake Shores, and has been active in a number of community organizations involving parks, green space and economic development. Jim has an MBA Finance from Wayne State University, and holds the CFA designation (Chartered Financial Analyst).

As a public school student Governor Crist quickly learned the value of participation, leading him to serve as class president at St. Petersburg High School and, later, as student body vice president at Florida State University. In high school Governor Crist was the starting quarterback for his football team. He later played football at Wake Forest University before transferring and receiving his undergraduate degree from Florida State in 1978. Governor Crist then earned his law degree from the Cumberland School of Law in Birmingham, Alabama.Governor Crist received invaluable experience in Floridas criminal justice system while interning in the State Attorneys Office before accepting a position as general counsel for the minor league division of the Baseball Commissioners Office. Governor Crist began his government service as state director for former U.S. Senator Connie Mack before later returning to the private practice of law with the Tampa firm of Wood and Crist.In 1992, Governor Crist won a seat in the Florida Senate. For six years in the Senate, Governor Crist served as Chairman of the Senate Ethics and Elections Committee and as Chairman of the Appropriations Criminal Justice Subcommittee. A strong voice for public safety, he sponsored, among other legislation, the Stop Turning Out Prisoners (STOP) bill requiring prisoners to serve at least 85 percent of their prison sentences. This earned him numerous honors, including appointment as an Honorary Sheriff by the Florida Sheriffs Associationonly the third person to receive the honor in the organizations long history.After Governor Crist completed his Senate service, Governor Jeb Bush appointed him as Deputy Secretary of the Florida Department of Business and Professional Regulation. In 2000, Governor Crist won a special election and became Floridas last elected Commissioner of Education. Governor Crists path of public service next led him to seek election as Attorney General in 2002. He carried the general election by more than one-third of a million votes to become Floridas first elected Republican Attorney General. On November 7, 2006, Governor Charlie Crist was elected to serve as Floridas Governor. Governor Crist is a lifelong member of the St. Petersburg Chapter of the NAACP.Governor Crist and his wife Carole have been married since December 12, 2008. They were married in his hometown of St. Petersburg, Florida.

Ed Meyers is Managing Director and head of the Energy & Power Infrastructure Group at BMO Capital Markets. Mr. Meyers has over 30 years of specialized public finance experience in the utility sector. He has structured a variety of financial transactions while working at Goldman, Sachs & Co. and at BancOne Capital Markets, has performed asset valuation and divestiture analysis on behalf of New Harbor Incorporated, and developed commodity trading and hedging applications with Duke/Louis Dreyfus LLC. Mr. Meyers career has enabled him to acquire particular expertise relating to financial and credit strategy, capital markets access, asset valuation, electric and natural gas commodity transactions (physical and financial) and renewable energy opportunities.Mr. Meyers has managed a broad range of financial and commodity engagements on behalf of AMP, Los Angeles Department of Water and Power, MEAG Power, Missouri Joint Municipal Electric Utility Commission and Nebraska Public Power District. In 2006, Mr. Meyers led the team executing the interim financing and initial debt offering for the Missouri Joint Municipal Electric Utility Commissions participation in the Plum Point Energy Station. This transaction was selected as a regional finalist for The Bond Buyer Deal of the Year Award. Mr. Meyers earned a B.A. from the College of the Holy Cross in Worcester, Massachusetts and a J.D. from Fordham Law School in New York.

Doug Bird is a partner in the securities and structured finance group in the New York office of Ashurst LLP. His practice relates primarily to financings by state and local governments, authorities and agencies. Doug has considerable experience in transactions involving municipal gas and electric utility systems, including the financing of long-term prepaid supply contracts, natural gas reserve interests, distribution systems, storage facilities and generating facilities. His experience includes commodities and interest rate hedging transactions, various credit and liquidity enhancement products, and federal income tax and securities laws matters in connection with the foregoing.

Kennedy Foundation presenting him with the Profiles in Courage Award, in recognition of his political courage in leading a compassionate and effective government response to the disaster.Bill was also recently honored by the Houston Military Affairs Council for his work in spearheading a regional Returning Veterans Initiative deigned to give returning veterans the welcome they deserve with coordinated social services, reductions in red tape, and employment opportunities. The Department of the Army has recognized this initiative as one of the finest in the country and Houston has been named one of the most military friendly cities to live and work.Bill has been a nationally recognized energy expert for decades, pushing for practical measures to reduce Americas dependence on foreign oil with higher fuel economy standards for cars, aggressive energy efficiency programs, more production of domestic natural gas, and greater reliance on domestic renewable resources. Before serving as mayor, White built one of the regions most successful businesses. Previously, he served as Deputy Secretary of Energy of the United States, where he helped diversify national energy supplies and saved taxpayers more than a billion dollars with management reforms. As a legislative assistant in Congress in the 1970s, he worked on landmark energy legislation.

Christopher Moriarty is a director in the Housing Group in Public Finance at Barclays Capital where he came over with the entire Public Finance Group from Lehman Brothers on September 22, 2008. Prior to Barclays he was with Lehman Brothers for three years. Previous to Lehman Brothers he was employed with Standard & Poors for ten years and supervised the bond ratings for affordable, federally subsidized and military housing multifamily bond transactions in the Public Finance Housing Group. After PaineWebber, Chris worked in the real estate finance and investment sales division of Pearce, Mayer & Greer and then as CFO/controller of Pembroke Capital Corporation, a real estate workout company which purchased a large portfolio of troubled real estate and mortgage loans from NationsBank. He also spent six years on active duty as an officer in the United States Navy where he was assigned as a surface warfare officer to surface combatant ships. He served aboard the USS Spiegel Grove (LSD 32) as gunnery officer and flight deck officer. The last two years of his active duty Navy tour he was the executive officer and navigator of the USS Leader (MSO 490), a minesweeper home ported in Charleston, South Carolina. In the Naval Reserve he served as a commanding officer of three Naval Reserve units. He retired as a Captain in 2001 after 24 years in the Naval Reserve.Chris holds a B.A. from Columbia College that he received in 1971. He resumed his education in 1977 and received an M.B.A. in finance and accounting from the Columbia University Business School in 1979. Chris is a licensed Certified Public Accountant in New York State and a licensed real estate broker in New York State. He also has a NASD series VII license.

Her responsibilities within this line of business include originations for the healthcare, higher education, housing and non-profit sectors. Prior to National, Ms. Strayer was a managing director and Head of Global Enterprise within the Public Finance Division at MBIA Insurance Corporation. A highly respected leader in the industry with over 20 years of public finance experience, she played a key role in expanding MBIA's footprint in global enterprise increasing credit enhancements to $12.2 billion in 2007 from just $6.2 billion in 2004. Ms. Strayer began her career at MBIA in 1992 in the Insured Portfolio Management Division where she was responsible for surveillance of a $40+ billion portfolio and related remedial activity.Prior to joining MBIA, Ms. Strayer served as a vice president in the Public Banking Department at The First National Bank of Chicago, providing credit enhancement and other financial products and services to hospitals, universities and cultural institutions.Ms. Strayer received an MBA in Finance from the University of Michigan Graduate School of Business Administration and a Bachelor of Science degree in Economics from Nebraska Wesleyan University.
