Laura Slaughter is the Executive Director at the Municipal Advisory Council of Texas (Texas MAC).� Texas MAC is a membership organization whose purpose is to promote effective and efficient investment banking, underwriting, trading and sales of municipal debt by collecting, maintaining and distributing information relating to issuing entities.� As Executive Director, Ms. Slaughter is responsible for the day-to-day operations of the organization and its twenty-six employees. She has been with Texas MAC since 1983 and is a graduate of the University of Texas with B.B.A. in Marketing.�

Jay Brown is a Managing Director with Alvarez & Marsal Disputes and Investigations. With more than 24 years of public sector and real estate experience, he has performed and overseen numerous public-private transactions and asset repositioning strategies to help public sector clients generate revenue, reduce costs and create jobs.

Joseph Chu is a Director in Assured Guaranty�s Infrastructure and Utilities Group focusing on investor-owned utilities and structured energy transactions.� Prior to working at Assured, Mr. Chu was a senior transactor at XL Capital Assurance (now d/b/a Syncora Guarantee) focusing on global energy project finance and utilities, having worked on transactions totaling over $3 billion in North America, the U.K. and Australia. Prior to Syncora, Mr. Chu worked at Barclays Capital in high yield and investment grade debt capital markets, syndicate, and credit after starting his investment banking career in J.P. Morgan�s public finance department.� Early in his career, Mr. Chu was an urban planner for the City of New York developing public-private partnerships.� Mr. Chu graduated from Columbia College receiving an A.B. in Urban Studies, and from Columbia Business School with honors receiving an MBA in Finance.�

Mr. Dworkin is a 30-year veteran of municipal finance, and has extensive experience with all types of municipal transactions. He is the Head of the Western Region for Public Finance at J.P. Morgan.  He has helped his clients meet strategic and financial objectives utilizing a broad range of tax-exempt, taxable and derivative products.  Mr. Dworkin provides value-added banking to utility, infrastructure, and general government issuers.  His list of West Coast clients include, among others: State of California, City of Los Angeles, City of Santa Clara, City of San Diego, County of Los Angeles, County of Sacramento, Los Angeles Department of Water and Power, Los Angeles World Airports, East Bay Municipal Utility District, Metropolitan Water District of Southern California, Modesto Irrigation District, Port of Los Angeles, Sacramento County Water Agency, Sacramento Airport, Sacramento Municipal Utility District, Southern California Public Power Authority and the Transmission Agency of Northern California. Prior to joining J.P. Morgan, Mr. Dworkin was Senior Managing Director at Bear Stearns from 1989 to June 2008.  Prior employers also include Salomon Brothers and Morgan Stanley. Mr. Dworkin is Treasurer and CFO of the Board of Trustees for the Windward School in Los Angeles, where he heads the Finance Committee and serves as a member of the Executive Committee. He also serves on the Board of Directors of the Los Angeles Art Association – Gallery 825, a non-profit organization supporting Southern California emerging artists. Mr. Dworkin’s educational background includes an MBA from the Wharton School, University of Pennsylvania and a BA degree from Columbia University.

Douglas J. Kilcommons is a senior director in Fitch Ratings’ U.S. public finance group. Doug is the manager of the higher education sector, which includes public and private colleges and universities throughout the U.S. and the not-for-profit sector that generally includes foundations, cultural institutions, and service organizations. Doug previously served as a senior analytic member of Fitch’s transportation team responsible for a portfolio of airport, seaport, and toll road credits. Prior to joining Fitch in 2003, Doug was the lead fixed income analyst for Neuberger Berman’s closed end municipal bond mutual funds, working across a host of taxable and tax-exempt sectors. He also worked for Radian Asset Assurance within the risk management group covering higher education and healthcare. Doug began his career at Standard & Poor’s, where he primarily analyzed higher education credits within the municipal enterprise group.Doug graduated magna cum laude from the State University of New York at Binghamton with a BS in finance and holds an MBA from Pace University. He is an active member of both the National Federation of Municipal Analysts and the Municipal Analysts Group of New York.

Neil Buckley is the Executive Vice President and Chief Operating Officer of Emmanuel College in Boston. Neil is also an adjunct faculty member and lecturer in higher education finance at Northeastern University and Suffolk University. He also is an elected member of the New England Association of Schools and Colleges (NEASC) Commission on Institutions of Higher Education and serves as a member of the Board of Directors of the Massachusetts Catholic Self Insurance Group.Prior to his appointment at Emmanuel College in 1999, he served in a variety of administrative positions at Massasoit Community College including Acting President; Vice President for Administration/CFO; and Controller. Neil has held other administrative positions at MIT Sloan School of Management and Suffolk University. A graduate of Suffolk University, Neil holds a B.A. (magna cum laude) and an MBA from the Sawyer School of Management.

Mr. Lansing is a Managing Director and manages Debt Capital Markets, Investor Marketing, and Credit Portfolio for Public Finance. He has formerly run sales, trading, structuring and distribution in various products in the Investment Bank. Prior to joining JPMorgan, Mr. Lansing worked as a fixed income strategist and salesman at Merrill Lynch and served as an adjunct professor of finance at the Kellogg Graduate School of Business at Northwestern University.

As the chief operating officer of Assured Guaranty Ltd., Séan McCarthy has responsibility for strategic direction and insurance originations across the Assured Guaranty family of companies. He has also been COO since 1997 of Assured Guaranty Municipal Corp. (AGM, formerly Financial Security Assurance Inc.), as well as COO of Assured Guaranty Municipal Holdings Inc. (AGMH, formerly Financial Security Assurance Holdings Ltd.) since January 2002 . He was previously executive vice president of AGMH, which Assured Guaranty acquired in 2009.In January 2006, Mr. McCarthy became chairman of the Association of Financial Guarantee Insurers (AFGI). He also served on the Board of Directors of the Association for the Prevention of Cruelty to Animals (ASPCA).
