Joseph Lau joined RBC Capital Markets in June 2011 as a Director, responsible for originating financing transactions across non-traditional asset classes, including timeshares, metal (container, rail, aircraft), contract monetization and infrastructure. From 2009 to 2011, Joseph was a Director in the Credit Solutions Group at Deutsche Bank, where he was responsible for the consumer unsecured ABS practice and a $4bln financing book. Joseph was at Barclays Capital from 2000 to 2009 covering origination and execution of term and ABCP conduit financings across asset classes.Joseph received his M.B.A. from Oxford University and a B.S. in Finance and Economics from St. Josephs University in Philadelphia. Joseph holds a Chartered Financial Analyst (CFA) designation.

Catherine Califano is Associate Director of Policy Solutions at TRF, where she manages client relations and serves as project manager for complex team projects. Building on more than fifteen years of experience working in the nonprofit and public sectors on community and neighborhood development issues, Ms. Califano helps clients develop implementation strategies using TRF’s analytical solutions. Most recently, she led TRF’s work on commercial corridor investment strategies in Philadelphia and evaluated the effectiveness of TRF’s supermarket lending activity. As a result, TRF and the City were able to work together to move program administration from the monitoring of numeric outputs to identifying quantitative measures to assess program effectiveness. Prior to joining TRF, Ms. Califano spent ten years working for the City of Philadelphia where she operated in a number of capacities in the City’s Commerce Department, including her most recent position as the Chief of Staff for the Office of Housing and Community Development. In addition to her management responsibilities, she worked to expand private sector investment in low-income neighborhoods and restructured the delivery of the City’s housing services. She continues to work in developing the private and nonprofit sectors of employment training services, as well as in community and neighborhood development. Ms. Califano holds a Master’s Degree in Government Administration from the University of Pennsylvania and a Bachelor’s Degree from St. John’s University in political science and rhetoric.

Mark Page is the Director of the Office of Management and Budget. The Office of Management and Budget assists the Mayor in developing and implementing the City's budget, and advises the Mayor on policy affecting the City's fiscal stability and the effectiveness of its services. Prior to his appointment, Mark Page most recently served as Deputy Director and General Counsel of the Office of Management and Budget. A true public servant, he has worked in City government for 24 years, amassing the knowledge and skills of a municipal finance expert. Page earned a BA from Harvard College and a JD from the New York University School of Law.

Benjamin Barnes was appointed by Governor Dannel Malloy to serve as the Secretary of the State of Connecticut Office of Policy and Management (OPM) effective January 5, 2011. OPM is the Governor's staff agency in Connecticut and is responsible for all aspects of policy, planning, budgeting and management of state government.Before joining OPM, Mr. Barnes was the Operating Officer for the Bridgeport Public Schools, overseeing the school system’s facilities, transportation, technology and $215 million budget. Previously, Mr. Barnes was the Director of Operations for the City of Stamford, a department with 250 employees, an annual operating budget of $43 million and a capital budget of $40 million. In this capacity, he was responsible for public works, solid waste and recycling, land use and zoning, sewage, parks and recreation, and engineering services. Mr. Barnes also served as the Director of Administration and as the Director of Public Safety, Health and Welfare for the City of Stamford.Mr. Barnes has worked as the Government Finance Director for the Connecticut Conference of Municipalities and as a planner for the Cities of Hartford, Connecticut and St. Petersburg, Florida.Mr. Barnes holds a Masters degree in Urban Planning from New York University and a Bachelor’s degree in History from Swarthmore College. He has served on the Boards of Directors of the Housing Development Fund and the Childcare Learning Centers. He has lived in Connecticut for 20 years.

He is the head of the Department's practice in the State of Delaware, working from the Wilmington, Delaware office. Jean Kushida Uda is an Investment Officer with the California Teachers Retirement System. Since 2001, Jean has managed the $2 billion Credit Enhancement Program, which provides letters of credit, liquidity facilities, and confirming letters of credit for public finance bonds and notes across the U.S. Prior to joining CalSTRS, Ms. Uda was a manager with the California Treasurers Office, Public Finance Division, where she led a team on bond issuances for the State of Californias general obligation bonds and revenue bonds. Ms. Uda was also a Certified Financial Planner at Great Western Bank, providing financial and investment advisory services, and has a Bachelor of Science degree in Business Administration -Finance from California State University, Long Beach.

Faye Boatright is a Managing Director at U.S. Bancorp where she leads the firm's Northeast municipal banking effort. Ms. Boatright has over 20 years of investment banking experience spanning both the municipal and corporate bond markets. During her career, Ms. Boatright has served as the lead banker on numerous transactions for large issuers from the East Coast through the Midwest, including: states, major cities, as well as state and local authorities. Ms. Boatright covers the spectrum of municipal infrastructure credit structures, with particular expertise in special tax bonds as well as the transportation and water and sewer sectors. Within the variable rate market, in addition to standard product alternatives, she has served as senior banker for large taxable extendible and floating rate note transactions. Ms. Boatrights investment banking experience includes senior positions at Goldman, Sachs & Co., Morgan Stanley and Rice Financial Products Company. Prior to joining U.S. Bancorp she served as the Chief Operating Officer of BondFactor, a recently formed municipal bond insurance company. Ms. Boatright obtained her BA in Public Policy from Stanford University and received an MBA from The Wharton School of Business at the University of Pennsylvania, with a concentration in Finance. She serves on the Board of Governors of The Municipal Forum of New York.

Scott M. Adair was appointed the County of Monroes Chief Financial Officer in August of 2008. He is responsible for the overall development and management of the Countys financial management function, including oversight of the preparation of the operating and capital budgets, capital financing and management of the Countys debt portfolio, cash flow management, as well as on-going monitoring of the financial condition. Mr. Adair previously served as the Controller of the County from 2004 to 2008 and was responsible for overseeing the financial reporting and cash flow functions of the Countys $1 billion dollar budget.Before joining Monroe County, Mr. Adair was a Senior Manager for KPMG LLP. He served numerous governments and not-for-profits in New York State including the State, as the lead senior manager on the financial statement audit, the Dormitory Authority of the State of New York, along with many other county governments, colleges and universities. Mr. Adair holds a Bachelors degree in Accounting from the State University of New York at Geneseo. He is currently a Certified Public Accounting in the State of New York. He was born and raised in Rochester, New York.
