He also has local government consulting expertise in the areas of operating and capital budgeting; revenue forecasting and analysis; parking revenue controls; treasury management services; accounting; pension and OPEB; and other fiscal management services.Joe�s public sector background covers over 15 years of professional experience in California state and local government, having recently served as the Finance Director/City Treasurer of the City of Oakland, and as the Finance Director for the San Francisco Public Utilities Commission.     Rebecca J. Winthrop is a Shareholder in the Los Angeles Office, and is a member of the firm’s Public Finance and Bankruptcy & Restructuring Groups. Her practice focuses on representing financial institutions, special servicers and other creditors in commercial lending transactions, workouts and bankruptcies. She has handled disclosure and due diligence matters for public bond offerings for municipalities, has regularly represented indenture trustees on bondholder issues, loan workouts and bankruptcies involving high-yield securities, has hands-on experience representing municipalities in matters involving Chapter 9, and advises on Assembly Bill 506. Ms. Winthrop regularly speaks on bankruptcy-related topics involving municipal bond defaults, distressed real estate, loan restructuring and employment issues, including before the Commercial Finance Association, the Turnaround Managers Association and the Beverly Hills Bar Association.

Over the course of his 28-year career, Mr. Carney has served as senior investment banker, financial advisor, lead analyst for the US port and airport sectors at Moody’s Investors Service, and a transportation consultant.� Mr. Carney started his career at the Massachusetts Port Authority and has a BS from Northeastern University.��

  • Richard Morales is the Debt Manager of the San Francisco Public Utilities Commission, having joined them in 2011. The SFPUC is a water, sewer and power utility agency of the City and County of San Francisco. Its Water Enterprise provides drinking water from the Hetch Hetchy Regional Water System to 2.5 million residents and businesses in San Francisco, Alameda, Santa Clara and San Mateo counties. Its Wastewater Enterprise provides sewer and stormwater collection services to residents and businesses in San Francisco. And its Power Enterprise provides clean, renewable hydroelectric power for the City’s municipal facilities and buildings, including San Francisco International Airport, San Francisco General Hospital and the MUNI transit system. Rich manages all debt issuance and debt administration activities for the agency’s three enterprises. In this regard, he oversees the issuance of Water Revenue Bonds and Commercial Paper to fund the Water Enterprise capital program, including the $4.6 billion Water System Improvement Program (WSIP); Wastewater Revenue Bonds and Commercial Paper to fund the Wastewater Enterprise capital program, including the upcoming multi-billion dollar Sewer System Improvement Program (SSIP); and Power Revenue Bonds to fund the Power Enterprise capital program, including federally-subsidized CREBs and QECBs for clean, renewable energy projects of the Power Enterprise.Prior to joining the SFPUC, Rich worked in the Public Finance private sector as both a financial advisor and investment banker.

    Barbara Lloyd is a Managing Director with KPMG Corporate Finance LLC. She joined KPMG’s Infrastructure Advisory group in 2008, bringing 25 years of experience in government and public finance. Her most recent position was as a senior vice president of public finance at Lehman Brothers. Prior to Lehman Brothers, she served as the chief deputy treasurer and deputy treasurer for public finance for the California State Treasurer’s Office, where she was instrumental in the largest and most complex transactions issued by the State. Barbara also served as the treasury manager for the City of Oakland, and a financial advisor to California local governments.

    Matthew T. Reining is the analytical manager for U.S. Public Finance State and Local Government group�s Western region credits at Standard & Poor�s Ratings Services. Based in the San Francisco office, he leads a team of 15 analysts working on local government credit analysis. Matt has analytical expertise in assessing the credit quality of general obligation, appropriation, tax increment, special tax, school district, water-sewer, and special district bonds. His analytical work focuses on California, Arizona, and Colorado credits. Matt is a key member of the special district and land-backed sector and is also an internal short-term debt sector leader. Matt has been with Standard & Poor�s since the summer of 2004. Before working at Standard & Poor�s, Matt spent three and a half years as a Peace Corps Volunteer in Mali and an additional year and a half working for John Snow, Inc. on a USAID international program for public health supply logistics. Matt is a member of the California Society of Municipal Analysts. Matt holds a bachelor�s degree from the College of William and Mary as well as a master�s degree in Business Administration from Yale University�s School of Management.
