Art Smith was appointed EVP, Chief Marketing Officer of Union Bank in July 2009. His responsibilities include Union Bank and Bank of Tokyo Mitsubishi UFJ businesses operating in the U.S. Prior to joining Union Bank, Mr. Smith served as head of brand marketing at Wachovia, Chief Marketing Officer at McGladrey (a division of H&R Block) and Global Chief Marketing Office at Duke Energy. He began his marketing career in 1985 with Xerox Corporation in Rochester, NY, where he rose to the head of global marketing across multiple business units during his 17 years with the firm. He holds an MBA from the University of Rochester.

Joe Lhota, a Republican candidate for Mayor of New York City, has held a unique balance of leadership positions in both the public and private sectors. He has successfully led complex organizations while consistently exceeding the delivery of mission critical results.Joe was an integral part of Mayor Rudy Giuliani’s core management team. He was the City’s Budget Director in Mayor Giuliani’s first term and Deputy Mayor for Operations during the second term. In 2011 and 2012 Joe was Chairman and CEO of the Metropolitan Transportation Authority.Prior to joining the Giuliani administration, Joe was an investment banker for 15 years. He was an acknowledged leader in public finance and assisted in the financing of infrastructure projects throughout the United States. Following the Giuliani administration, Joe held executive positions in the Cablevision Systems Corporation and the Madison Square Garden Company.Joe is a graduate of Georgetown University and the Harvard Business School. He is a trustee of the City University of New York. He was born in the Bronx, a son of a New York City police lieutenant and the grandson of a New York City firefighter and taxi driver. Joe and his family live in Brooklyn.

Kim Rueben is a Senior Fellow of the Urban Institute and director of the State and Local Finance Initiative of the Urban-Brookings Tax Policy Center. Her work examines issues of state and local public finance focusing on state budget and tax issues, intergovernmental relations, fiscal institutions, municipal bond markets, and the economics of education. In addition to her position at TPC, Dr. Rueben is an adjunct fellow at the Public Policy Institute of California (PPIC). Dr. Rueben received her Ph.D. in economics from the Massachusetts Institute of Technology in 1996.

Jay M. Goldstone has recently retired from the City of San Diego. While at the City, he served as its Chief Operating Officer from July 1, 2007 through March 1, 2013. As Chief Operating Officer, he oversaw the City�s daily operations and implements Mayoral and Council initiatives and policies. Prior to this appointment, Mr. Goldstone served as the City�s first Chief Financial Officer. In that role he identified the magnitude of the City�s financial needs, developed solutions, and implemented changes and corrective actions to guide the City on the road to financial health.Mr. Goldstone has had a successful 35-year career in municipal finance and administration. Prior to arriving in San Diego, he spent 10 years as Director of Finance for the City of Pasadena. He has been a representative to various organizations such as the League of California Cities� Revenue and Taxation Policy Committee and is currently a Commissioner on the California Debt and Investment Advisory Commission and is Chair of the Municipal Securities Rulemaking Board. Mr. Goldstone holds a bachelor of science degree in political science, economics, and business administration from the University of Minnesota; a master�s degree in public administration from Arizona State University; and a master�s degree in business administration from the University of Santa Clara.�

Don Farrell manages the Municipal Finance Underwriting Group in the Eastern Region for BAM. Prior to joining BAM, he was Managing Director and Head of Public Finance for Assured Guaranty, covering the same geographic area. Before that, he worked at Ambac for 17 years, where he was involved in all aspects of municipal transaction underwriting, including pricing and client relationship management. He holds a B.B.A. in Accounting from Pace University.

Michael Brown is an economist for Wells Fargo Securities. Based in Charlotte N.C., heis responsible for tracking national and regional economic trends. He also writes forthe company’s Weekly Economic & Financial Commentary, and provides analysis andcommentary on the national economy, business investment and state budget issues. Prior to joining the economics group in 2010, Michael served as an economist and legislative analyst for the Arkansas Bureau of Legislative Research, which serves the Arkansas General Assembly. In this role, Michael focused his research on quantitative public policy analysis and the Arkansas economy.Michael’s commentary has been featured in Bloomberg News, Reuters, and TheChicago Tribune.Michael’s research interests include state budget issues, regional economics, information economics, and econometrics.Michael earned his B.S. in business economics and his master’s degree in economics from the University of Arkansas, in Fayetteville, Ark. He has also completed additional graduate coursework in economics at Georgia State University, in Atlanta. He is a member of the National Association of Business Economics (NABE) and the Charlotte Economics Club.
