Mr. Shellenberger is a Managing Director with Public Financial Management, Inc., in their San Francisco office. Over the last 15 years he has served as project manager on over $10 billion in financings. Mr. Shellenberger is a senior member in PFM�s national transportation practice. He advises transportation clients throughout the U.S. including San Diego Regional Transportation Commission, Sacramento County Transportation Authority, Southern Nevada Regional Transportation Commission, San Francisco MTA, Caltrain, AC Transit and the New Mexico Department of Transportation, among others.He has developed financial plans for many of these clients and executed a broad array of transactions based upon the adopted plans. Prior to joining PFM, Mr. Shellenberger worked with KPMG Consulting in Washington DC., where he advised the Federal Transit Administration, the Federal Highway Administration and various state transportation agencies. Mr. Shellenberger received his Masters Degree in Public Policy from the University of Chicago, and his Bachelor of Arts Degree from the University of California at Berkeley.

With a vision of promoting, advocating and educating the public on the benefits of high speed rail, Mr. Kunz brings more than 30 years of successful business experience and leadership with an ambitious vision for sustainable transportation in America. Mr. Kunz is a national award-winning designer with a background in community design, urban planning and sustainability. He has designed a wide variety of projects, including everything from new towns to transit oriented developments.Mr. Kunz has served as an expert in a number of forums and speaks extensively in the U.S. and abroad on transportation and planning topics. As an authority on high speed rail, Mr. Kunz is committed to further developing USHSR and the high speed rail network in America. Mr. Kunz holds a Bachelor of Fine Arts degree and a Master of Architecture in Town Design from the University of Miami.

Terry Bellamy was nominated by District of Columbia Mayor Vincent C. Gray as the permanent Director for the District Department of Transportation on May 18th, 2011. In this position, he is responsible for overseeing the daily operations of a department with an annual operating and capital budget of $1 billion and 950 employees. Mr. Bellamy joined DDOT as Deputy Director of Operations in March of 2008. He has over 27 years of experience in the transportation field and brings a wealth of knowledge to the position he serves. Before joining DDOT, Mr. Bellamy served as the Bureau Chief of Transportation, Engineering and Operations with the Arlington County Transportation Department a position he held for eight years. Prior to his tenure in Arlington, Bellamy held leadership positions in both Fayetteville and Greensboro, North Carolina. During his time in Greensboro, he took part in the creation of the Greensboro Transit Authority and worked extensively on the Greensboro Long Range Transportation Plan that included an assortment of transportation initiatives including the Outer Loop, rail and trail projects. Mr. Bellamy has worked extensively in the ITS field, serving on various ITE committees over the years. Mr. Bellamy served in various roles for the North Carolina Section of ITE and became the President of the section. His experience also includes participation in the Eno Transportation Foundation’s international travel to middle size European Cities to examine light rail projects. Mr. Bellamy serves on the Dwight David Eisenhower HBCU Transportation Fellowship Board for North Carolina A&T State University.He has been recognized by ITE, APWA, APTA, NFPBA and other professional organizations for his work in transportation over the last thirty years. Mr. Bellamy continues to present papers and presentations to numerous professional organizations and at conferences.Mr. Bellamy holds a Bachelor of Arts in Political Science from North Carolina A&T State University, a Master of Urban Studies and Community and Regional Planning Design from Iowa State University, and an Executive Certificate from Penn State’s Executive Management Program for Transportation and Highway Engineers. He also completed the Certified Public Managers Program through George Washington University and the Washington Council of Governments.

"Michael Boland, First Deputy Commissioner of the Chicago Department of Aviation (CDA), which manages and operates O�Hare International (ORD) and Midway International (MDW) Airports. In addition, the CDA is responsible for the implementation of the O�Hare Modernization Program (OMP). Prior to his current position, Michael was the First Deputy Director with the OMP, worked in the Mayor�s Office and served as Deputy Commissioner of Intergovernmental Affairs within the CDA. Before coming to the City, Michael worked in the United States House of Representatives and United States Senate. He is a graduate of Duke University and The Loyola University of Chicago School of Law. "

C.W. (Peter) Flynn specializes in the area of securities litigation and enforcement. He was formerly an attorney with the Trial Unit of the SEC’s Division of Enforcement in Washington, D.C. For the past 25 years, he has practiced with Locke Lord LLP in Dallas, and is a member of its White Collar Defense Group. He has represented public finance clients, including municipal issuers, underwriters and financial advisers in connection with investigations by the SEC, Department of Justice and the State of Texas. He received his B.A. from Princeton and his J.D. from The University of Virginia Law School.

Ms. Clayton has twenty-five years of public finance experience and is a Director in Wells Fargo’s Higher Education and Non-Profit Group. Prior to joining Wells Fargo Securities, she worked at UBS. Before investment banking, Ms. Clayton was a managing director with Fitch Ratings where she was responsible for the ratings of public and private institutions of higher education, cultural institutions and other not for profit entities. She also has experience as an issuer of debt with the University of Texas System where she was the Assistant Vice Chancellor of Finance. Ms. Clayton is a chartered financial analyst (CFA) and has a BBA from the University of Texas at Austin and an M.B.A. from Texas State University. Ms. Clayton is a General Securities Registered Representative (Series 7) and Series 63 licensed.

THOMAS A. SAGE, Partner, Houston Office. Tom counsels both issuers and underwriters in almost every aspect of tax-exempt financing and infrastructure development. Tom emphasizes his practice in the realm of school finance, municipal finance, infrastructure, and urban development. He regularly serves as bond counsel for several school districts, charter schools, cities and counties as well as special utility districts. Tom created the practice and is the authority on charter school finance. In the area of traditional finance, Tom has been instrumental in guiding a number of clients through novel financing structures that avoid any negative impact on their tax base. He received his J.D. in 1999, magna cum laude, from the University of Houston Law Center and his Masters of Administrative Science in 1994, cum laude, from the University of Montana. He earned his B.S. from the United States Air Force Academy in 1991.

Sarah Chessin is an Executive Director on the Public Finance Syndicate Desk at JP Morgan. She is responsible for pricing and underwriting fixed-rate tax-exempt and taxable bond transactions for a wide array of Public Finance issuers in Texas and nationally. Since joining J.P. Morgan in 1998, Chessin worked in Taxable Debt Capital Markets in several capacities including covering power and pipeline issuers, as well as originating and executing hybrid and preferred stock transactions. Chessin received her B.A. from Hamilton College in Clinton, NY.

Justin Land is the Director of Tax Exempt Management and is responsible for the oversight of all tax exempt strategies. Prior to joining Wasmer, Schroeder & Company (WSC) in 1997, Mr. Land was a Portfolio Analyst for Asset Management Advisors (now GenSpring Family Offices, an affiliate of SunTrust) where he was responsible for asset allocation and portfolio construction.Mr. Land holds a B.A. in History from Florida State University. He is a member of the Firm’s Executive, Portfolio Management, Investment, and High Yield Investment Committees. He was awarded the CFA Charter from the CFA Institute in 2003. Mr. Land is a past board member of the CFA Society of Naples, where he previously served as President, a board member and Vice President of Beth Tikvah of Naples, and a past board member of the United Way of Collier County. He is a current member of the Leadership Collier Foundation Alumni AssociationTM, and the Southern Municipal Finance Society. Mr. Land is a member of the 2017 Municipal Bond Buyers Conference team and Coordinator of the Separate Account Group at the conference for the National Federation of Municipal Analysts. He has been active in both the middle school and high school Junior Achievement programs.
