Jordan Newman has more than a decade of experience in the finance and renewable energy sectors. Prior to joining Tioga, Mr. Newman worked for Sharp Solar, the largest manufacturer of PV modules in the world, where he was responsible for developing a co-branded residential loan program and for an aggregation and trading desk for Renewable Energy Certificates.Previously, he worked at Ernst & Young for four years as a financial analyst. In addition to an undergraduate degree from Tufts University, Newman received an MBA from the USC Marshall School of Business, where he was President of Marshal Net Impact.

Bob Spangler is a Managing Director and Manager of the West Region and Tax Credit Equity Group for RBC Capital Markets. As Manager of the West Region, Mr. Spangler has management responsibility for the Firm�s Los Angeles and San Francisco offices as well as municipal finance offices in Arizona, Colorado, New Mexico and Texas. In addition, he oversees the firm�s housing platform which includes the Tax Credit Equity Group -- a leading syndicator of Low Income Housing, New Markets and Historic Preservation tax credits -- and the Housing Finance Group. Mr. Spangler is a nationally recognized leader in the structuring of complex housing transactions with over 22 years of housing and structured finance experience. Mr. Spangler received an AB in History from Stanford University and a Masters in Management from the J. L. Kellogg Graduate School of Management at Northwestern University. Mr. Spangler was formerly with First Union Capital Markets (now Wachovia Securities), where he was a Senior Vice President and Manager of the Housing Finance Department. Prior to joining First Union, Mr. Spangler worked in the housing finance department of Merrill Lynch & Co.

Mr. Cole has over 20 years experience in economic development, planning and real estate development. Mr. Cole has been responsible for providing predevelopment research, project management and feasibility analysis for residential, industrial, commercial, multi-modal and transit-related projects. His comprehensive planning and development skills help provide macro understanding combined with detailed analytical expertise.During the last 15 years, Mr. Cole has advised and consulted on the launch of 32 Department of the Navy privatization projects, providing over 65,000 units with total development costs in excess of $9 billion. Mr. Cole has also been actively involved in bilateral negotiations with the Government of Japan representing the Navy in planning for the transfer of assets to Guam from Okinawa. In addition, Mr. Cole has assisted with Army, Air Force and Coast Guard privatization initiatives and other special projects.Mr. Cole leads a staff of professionals specializing in public private ventures, utilities and infrastructure privatization, enhanced-use leasing, economic development, real estate finance and development, feasibility analysis, strategic planning and asset management.

Paul Burton is the Northeast Regional Editor for The Bond Buyer. His major coverage has included New York City and MTA finances; the Harrisburg, Pa., debt crisis; the 38 Studios bond financing fiasco in Rhode Island; and unfunded pension liability. Paul hosts podcasts and videos and has moderated at Bond Buyer conferences. Previously, Paul was senior editor and copy chief at M&A-oriented financial media company The Deal LLC. His award-winning career has spanned financial, sports and political journalism. A Boston native, Paul is the author of the book “Tales from the Newsrooms.” He is a frequent public speaker and has appeared as an expert on municipal debt on radio and television shows, including former CBS News White House correspondent Sharyl Attkisson’s public-affairs program, “Full Measure.”

Stephen Cole is a partner in the Public Finance Department of Fulbright & Jaworski L.L.P.s Los Angeles office. Stephen has 32 years of experience in public finance, primarily representing electric and water utilities. In December of 2010, one of the renewable projects Stephen and others at Fulbright had worked on for several years was selected as the Deal of the Year by The Bond Buyer. Stephen has been selected as a Southern California Super Lawyer in each of the years 2005 through 2011 in the category of Bonds/Governmental Finance. In addition, Stephen has been selected as one of the Best Lawyers in America for each of the past four years. Stephen has been involved in the issuance of approximately $35 billion of tax-exempt obligations. Stephen was a Root-Tilden Scholar while attending New York University School of Law. He is admitted to practice law in California, New York and Montana.
