Dan Hartman is a Managing Director who works out of both PFM’s San Francisco and Washington D.C. offices and has been with the firm since 1990. Dan currently co-heads the firm’s national public power group, and works exclusively with utility clients throughout the country. Dan has served as a financial advisor or senior managing underwriter to many of the largest public power and water utilities throughout the United States. These clients have included, among others, the Southern California Public Power Authority, Sacramento Municipal Utilities District, the Orlando Utilities Commission, Anaheim Public Utilities, Riverside Public Utilities, the Imperial Irrigation District, the Northern California Power Agency, and the Transmission Agency of Northern California. For these clients, Dan has been directly involved in the issuance of over $30 billion of utility bonds and has worked on some of the largest and most complex electric and water transactions ever brought to the municipal market. Much of the recent utility finance work has been related to the development of renewable projects, including the use of innovative financing techniques and public/private partnerships.As part of Dan’s client engagements, he has managed the development of complex financing plans for large capital programs, led educational workshops with Boards and elected officials, devised and implemented rating strategies for new and existing credits, evaluated and implemented derivative product applications, and led pricing efforts for bonds and interest rate swaps. On behalf of his municipal clients, Dan has also provided expert witness testimony to legislative and regulatory bodies, and is a frequent speaker on the topic of utility finance at public finance industry conferences and workshops.Dan previously served as a Managing Director with two national investment banks from 2000-2006, where he worked extensively with utility issuers. Dan received his Bachelor’s Degree in Economics and International Relations from the University of North Carolina – Chapel Hill and a Diploma from the London School of Economics.

Parker Colvin is Managing Director and head of underwriting for Stone & Youngberg. He is the firm's head underwriter both for negotiated and competitive underwriting. In this role, he makes commitments for the firm on nearly 200 new issues totaling more than $3.5 billion each year and has priced more California transactions than any other underwriter over the last five years. Mr. Colvin is a former President of the San Francisco Municipal Bond Club. Mr. Colvin received a Bachelor of Science degree in mathematics from Wheaton College.
