John Chesley has been a member of the Health Care Group at Ropes & Gray since 1985. For over 20 years he has focused on meeting the needs of clients in complex transactions and challenging regulatory contexts. John blends transactional skills with knowledge of tax-exempt organizational law, health care regulatory and reimbursement issues and securities law disclosure requirements. Beginning with the wave of issuances preceding the Tax Reform Act of 1985, he has participated in tax-exempt financings continuously throughout his professional career, serving as borrower's counsel, bond counsel, underwriter's counsel and investor's counsel. He has major tax-exempt financings to his credit in California, Massachusetts, New York and Rhode Island from high-yield unrated debt to AAA-rated bond issues for Stanford and Harvard.John's practice is broad. He serves as outside health care counsel for a large faith-based California hospital system, and has represented such diverse providers in such diverse matters as nursing home decertification proceedings, physicians in employment contracting, and a major nonprofit HMO in state receivership proceedings. He served as acquisition counsel to an innovative joint venture between a prominent physician clinic and a major HMO formed to acquire and operate primary care physician practices. He was a founding member of the board of directors of the largest state trade group in the assisted living industry, which turned to him to draft legislation that became the Massachusetts Assisted Living Act in 1994, a non-"health care" framework for fostering flexible approaches to enabling the elderly to age in place. He has spoken frequently on topics such as the Stark and Fraud and Abuse laws, health care regulatory reform and HIPAA. He has also received the following honors: The Best Lawyers in America (2005-2011) and Chambers USA: America's Leading Lawyers for Business (2008-2011).John is a past member of the State Bar of California's Health Care Committee, serving in 2004-2005 as vice chair of education and 2005-2006 as co-chair.

Santino Bibbo coordinates Cabrera Capital Markets not for profit investment banking practice. Mr. Bibbos experience includes strategic capital planning and creation and implementation of all types of financing mechanisms, including fixed rate, variable rate, advanced refundings, letters of credit and additional innovative credit structures. Mr. Bibbo joined Cabrera Capital Markets in 2003.Mr. Bibbo holds an M.B.A. with majors in Finance and Entrepreneurship from Northwestern University's J.L. Kellogg School of Management, and a B.S. Degree in Finance from Bocconi University in Milan.

John Sheldon co-manages the National Infrastructure Group within the Municipal Securities Division of Morgan Stanley.� From 10 offices nationwide, his group is responsible for providing investment banking services to state and local government and 501c3 debt issuers throughout the United States.Throughout his 26 year public finance career, John has worked as the lead banker to raise capital for States, county and city governments; utilities; universities, community college and school districts; transportation agencies; and 501c3 issuers.� His structuring expertise includes most types of municipal securities, from general obligation and revenue bonds to lease-backed and assessment debt, as well as a number of corporate-backed and project financings.� These transactions have utilized conventional fixed rate debt, all types of variable rate debt and certain derivative-based structures.John has an MBA in finance and public policy from The Wharton School at the University of Pennsylvania. �He is a graduate of Occidental College, where he received a Bachelor of Arts degree in mathematics and a minor in economics.

Jeffrey M. Pohl is General Counsel to the Dormitory Authority. Mr. Pohl is responsible for all legal services, including litigation, contract matters, and the legal aspects of all Authority financings. He is a member of the New York State Bar, and most recently served as a counsel in the public finance group of a large New York law firm. Mr. Pohl previously served in various capacities with the Office of the State Comptroller and the NYS Senate. He holds a Bachelor's Degree from Franklin and Marshall College and a Juris Doctor degree from Albany Law School.

Mr. Bolinger joined the Office of Hospital Facilities, U.S. Department of Housing and Urban Development, in October 2008. He was appointed Program Director and Director, Office of Hospital Facilities in June 2010. Prior to joining the Office of Hospital Facilities, Jims career spanned 35 years working in, or serving, the hospital industry.In 1973, Mr. Bolinger began his career with Coopers & Lybrand. He has also served as a Vice President and Chief Financial Officer in a 500-bed hospital and a Corporate Controller in a multi-hospital system. In 1987, Jim transitioned his career into organizational strategy consulting for hospitals. He served as a Partner in National Health Advisors focusing on hospital strategy as well as mergers and acquisitions. In 1992, he co-founded the national healthcare consulting firm Arista Associates with offices in Washington, DC and Chicago; concurrently, Jim was selected as the Managing Partner. He has been a Fellow in the American Association of Healthcare Consultants, a Fellow in the Healthcare Financial Management Association, an Executive Fellow in the American Academy of Medical Management, a Fellow-designate in the American College of Healthcare Executives and a CPA. Mr. Bolinger has also served on the Adjunct Faculty of two nationally-recognized universities.Mr. Bolinger holds an MBA with Honors from the University Notre Dame and a Bachelor of Science in Business from Indiana University.
