Gautam Khanna joined Insight's Fixed Income Group as a senior portfolio manager in 2003 (via predecessor company Cutwater Asset Management). He leads the management of Insight's flagship U.S. core, core plus and high yield strategies. Prior to Cutwater, Khanna was a member of the high-yield team at Times Square Capital Management, where he focused on credit management for CBOs as well as high-yield total return accounts. he is a member of the New York Society of Security Analysts. He holds a BS (Hons) from the Rochester Institute of Technology and an MBA degree (with distinction) from Cornell University. He is also a CFA charterholder and is a CPA.

Joseph Rothman joined Vanguard’s Fixed Income Group as a Senior Municipal Credit Analyst in September 2005. His�primary focus has been Health Care. His other responsibilities over the last 11 years have included state and local obligations in New Jersey, Pennsylvania, Virginia, Florida and Texas. Prior to joining Vanguard, Joseph was Vice President at Sumitomo Mitsui Banking Corporation and previously served as a Credit Analyst at Moody’s Investors Service. �Joe holds a B.A. in Mathematics from Yeshiva University.�

Kirk Avila has served as the Orange County Transportation Authoritys Manager of the Treasury/Public Finance department since 1997. In this capacity, he is responsible for an investment portfolio of approximately $1.0 billion, a financing program that has over $500 million in outstanding debt, and the Authoritys investor relations program. As the Authoritys focal point to the investment community, Mr. Avila provides regular updates to the rating agencies and investors on the operating activities of the Authority and the status of the Orange County economy. Mr. Avila was also a member of the Authoritys acquisition team that purchased 91 Express Lanes. The acquisition was completed within a 12 month period that included the passage of legislation by the state legislature and the assumption of $135 million in outstanding debt. As a result of his ongoing involvement with the 91 Express Lanes, Mr. Avila was named General Manager in October 2006. Mr. Avila earned a Masters of Science degree in Finance from Purdue University and a Bachelors of Science degree in Mathematics and Economics from the University of California at Los Angeles.

Erin S. Gore recently joined Wells Fargo as an Executive Vice President, Education & Nonprofit Banking. She runs a national team of specialized relationship managers in the commercial bank focused on the needs of the higher education and nonprofit sectors. Prior to joining Wells Fargo, Erin held the position of the Chief Financial Officer at UC Berkeley. Key accomplishments included a campus-wide effort to have clear, accessible financials and campus data through new budget and decision support systems. Erin�s career in public finance includes prior positions as a rating analyst and committee member at Moody�s Investors Service, as well as investment banking in the higher education and nonprofit sector. She holds a BA from UCLA, and a MPA in Economic Policy from Columbia University. She is an avid adventurer and open water swimmer.

Jason Radford is Head of Ashurst's Americas Energy, Transport and Infrastructure Practice. He has over 15 years experience working in the transport, infrastructure and renewables sectors in the US, Europe and Asia. In this time, Jason has represented governments, sponsors, multilaterals, banks, bond issuers, underwriters/guarantors, contractors as well as corporates on a range of transactions including joint ventures, M&A deals, project financings, fund establishment, loan acquisitions and restructurings. Jason is the consultant editor of "A Practical Guide to PPP" described by Infrastructure Journal as "the PPP industry bible."

As Deputy Director of the Finance Division, Mr. Muñoz develops and implements systems and policies related to accounting, forecasting, budgeting, debt management, payment for goods and services, and the processing of receipts and revenues. He is also a lead participant for the Department in the comprehensive development agreement process. During his 23 year tenure with the Department, Mr. Muñoz has worked in the audit, budgeting, payment processing and administrative operations. Prior to his employment with the Department, Mr. Muñoz worked for the predecessor firm to KPMG performing audit and tax work. Mr. Muñoz earned a bachelor degree in accounting from The University of Texas at Austin in 1986 and is also a CPA and Certified Internal Auditor.

Rick practices in the public law area. His focus is public finance, serving as bond counsel, bank counsel, disclosure counsel or underwriters' counsel in tax-exempt bond transactions for school districts, junior college districts, cities, counties, state agencies and special authorities throughout Texas. He has extensive experience with education, utility and infrastructure financings. Rick has also represented various local governments on special projects, including legislative and investment matters. Rick is co-chair of the Firm's Public Law section. He also hold the following degrees: JD, 1986, with highest honors, University of Iowa, Order of the Coif, Moot Court Board, Editor and BA, 1981, Knox College.
