James O'Shaughnessy, the founder of now defunct firm Netfolio, has been named senior managing director of Bear Stearns Asset Management's quantitative investments.

State Street Corp. has named Ronald Logue its new president, the company said. Logue currently serves as the firm's vice chairman and COO and will continue in those duties after he assumes the new post.

Back office firm Brown Brothers Harriman Foreign Exchange has added to its currency research team. Nick Bennenbroek joins the firm as assistant VP, reporting to Anne Parker Mills, senior VP and head of currency research.

BlackRock, Inc., the advisor to the BlackRock Funds, is opening an office in Boston that will house a new seven-member small- and mid-cap equity team, the company announced today. That team is made up of several executives formerly with Boston Partners Asset Management and will be headed by Wayne Archambo, a former partner with Boston Partners, the company said.

Delaware Investments will manage an investment-based Section 529 college savings plan, to be offered in addition to the TAP guaranteed savings plan, Pennsylvania State Treasurer Barbara Hafer said. Growth in such plans is free of local, state or federal tax, as of Jan. 1.

Berger Funds’ concerted push into the variable annuity and variable life sub-advisory market appears to be paying off. The Denver-based firm added two carriers to its list of clients in December and within the last year has increased its visibility in the market, becoming a regular exhibitor at National Association for Variable Annuity conferences.
