Fidelity Taps Paton Twice; Adds Two to Debt Fund Squad

Fidelity Investments veteran Ben Paton, who most recently handled Pan-European sectors like leisure and hotels, has two new positions. A nine-year Fidelity veteran, he is now co-portfolio manager of both the Fidelity Small Cap Fund and the Fidelity Advisor International Small Cap Fund. Paton succeeds L.C. Kyaal.

The International Small Cap fund has almost $750 million in assets and boasted returns more than 80% in 2003 for the nation's top fund firm.

Additionally, Fidelity recently announced it has added two fund skippers to its debt fund squad. Beatrice Rodriguez will run a money market fund, and Joe Andrews will work as a quantitative analyst, the company said. Rodriguez most recently worked at State Street Global Advisors, where she was a cash-lending manager. Andrews previously worked at Bank of America.

Wilmington Tabs Godfrey As New NY Managing Dir.

Wilmington Trust named Joseph E. Godfrey to the newly created seat of managing director and national markets insurance specialist in its New York office.

With 30 years of experience, an MBA from Columbia University and Chartered Life Underwriter distinction from American College, Godfrey will help clients and legal advisers set up insurance planning solutions for Wilmington's affluent clientele.

With several articles and lectures related to estate planning, insurance and other topics to his credit, Godfrey was a logical choice according to Wilmington Trust President Tony Guernsey. "Joseph's credentials and first-hand experience in the field are tough to beat and add depth to our talented team," Guernsey said.

Godfrey most recently worked as director of CPA/Client Services with New York-based American Business & Professional Program.

Breckinridge Hires Madigan To Help Oversee Muni Bond Portfolios

Breckinridge Capital Advisors, an SMA player and fixed income firm, has hired David J. Madigan as senior vice president to help with oversight of the firm's $2.25 billion in muni bond portfolios.

Before joining Breckinridge, Madigan was an executive vice president at Thomson Financial, responsible for development and production of global fixed income research products. (Thomson is a member company of Thomson Corp. and a sister company of Thomson Media, publisher of this newsletter.)

Madigan has more than 20 years experience in the municipal bond market, gaining expertise as a manager at Bankers Trust and Prudential Insurance, and as a chief municipal strategist for Merrill Lynch.

Treasury Undersecretary New MD of BlackRock

Former U.S. Treasury Undersecretary Peter R. Fisher has been named managing director and management committee member by BlackRock. His primary responsibility will be to widen the firm's advisory services offered to public and private financial companies.

Beside the Treasury Dept., Fisher has worked as foreign exchange chief of the Federal Reserve out of New York.
