Federated's Quant Division Promotes Foss, Heaton

MDT Advisers, a subsidiary of Federated Investors that specializes in quantitative investing and has $8.8 billion in assets under management, has promoted Edward S. Foss to chief operating officer and senior portfolio strategist and James M. Heaton to senior portfolio strategist.

Foss previously only held the title of senior portfolio strategist. He joined the company in 1997 as director of client development. In 2002, Foss was named a managing director in the Northeast region.

Heaton previously was senior vice president and head of Federated's institutional sales division.

"Both Ed and Jim have been exceptional at representing Federated with a wide range of audiences, and their skills will serve each of them well in their new roles," said John B. Fisher, president and chief executive officer of Federated Advisory Cos. Federated acquired MDT in July 2006.

OppenheimerFunds Hires Walsh as Executive VP

OppenheimerFunds has hired Darren Walsh as executive vice president. He will also serve as president of the company's transfer agency division, OppenheimerFunds Services.

With more than 20 years of experience, he has worked at Kenan Systems, Lucent Technologies and CSG Systems.

"Darren's credentials are excellent, and he brings us the technical knowledge combined with the leadership skills necessary to position OppenheimerFunds for continued growth," said John V. Murphy, chairman and chief executive officer of OppenheimerFunds. "He demonstrates qualities that align closely with our values-based culture."

Noyes Leads Client Group At Diversified Investment

Diversified Investment Advisors has selected William Noyes to head up its client investment services division, assuming the title of vice president.

Noyes, who has more than 20 years of experience in the financial services industry, comes to the firm from MassMutual Retirement Services, where he worked for 11 years, most recently as managing director of institutional sales, concentrating on western New England and upstate New York. He also held positions as consulting firm practice leader, defined benefit practice leader and assistant vice president, investment consulting. Before that, he was with CIGNA, also for 11 years, as an investment consultant for retirement and investment clients.

Love Becomes CCO at U.S. Global Investors; Filyk Now Marketing Dir.

U.S. Global Investors has hired James L. Love as chief compliance officer and associate general counsel and Susan K. Filyk as director of marketing.

Love was previously a member of the executive management group at USAA. There, he was assistant secretary of the company's mutual funds and a senior attorney in the securities department. Before that, he was with Drinker Biddle & Reath and Skadden, Arps, Slate, Meagher & Flom. Filyk, who worked at U.S. Global in the early 1990s as vice president and director or marketing, rejoins the company from Frost Bank, where she was a senior vice president.
