ICI Hires Two Government Affairs Executives

The Investment Company Institute announced Thursday that it has hired two executives on its government affairs team and promoted another person in the group.

Tonnie Wybensinger joins the ICI as director of financial services policy, and Allen Huffman has come on board as director, retirement security and tax policy.

Peter Gunas, who previously held the latter position, has been promoted to government affairs officer, retirement security and tax policy.

Wybensinger was previously chief of staff for U.S. Rep Bill Posey (R-Fla.), a freshman member of the House Committee on Financial Services. Previously, she was chief of staff and legislative director for former Rep. Tom Feeney (R-Fla.), also a member of the House Committee on Financial Services, and worked as a policy advisor for Senator-elect Pat Toomey when he served in the House.

Huffman has been on Capitol Hill for two decades, spending 18 years as counsel to Sen. Byron Dorgan (D-N.D.). Before that, Huffman was tax counsel to Dorgan when he was a representative in the House.

Gunas has been with the ICI since 2005, previously serving at the Pension Benefit Guaranty Corp, and the Department of Labor. Earlier in his career, he held various positions on the House Committee on Education & the Workforce and was communications director for Sen. Paul D. Coverdell (R-Ga.).

“Tonnie and Allen bring to the ICI unique Capitol Hill perspective as well as extensive policy background in financial services and tax issues,” said Don Aurerbach and Dean Sackett, co-heads of ICI government affairs. “We are delighted to welcome them with the remarkable professional experience they bring to our staff.

“Peter’s promotion reflects his outstanding contributions and leadership in tax and pension policy during his five years at the ICI,” Auerbach and Sackett added.
