Tom Seip has been named senior advisor to Webster Investment Management Co. of San Francisco. Webster is sponsor and investment advisor to the Forward Funds of San Francisco. Seip had previously been chief executive officer of Charles Schwab Investment Management of San Francisco before taking an early retirement in 1998. He was also a trustee of the Schwab Family of Funds and had been instrumental in establishing Schwab's One Source Mutual Fund Service supermarket.

James P. Pappas has been promoted to president of UAM Investment Services of Boston. Pappas, who joined UAM in 1995, was previously marketing director of the UAM Funds, responsible for selling mutual funds to financial advisors and other intermediaries. Pappas replaces John Cook, who is leaving the company to return to investment management.

Tim Armour has been named president of Morningstar of Chicago. Armour joined Morningstar as chief operating officer in April 1998 and had previously been with Stein Roe Mutual Funds of Chicago as president of fund trusts and a member of the board of directors. This is a new position at Morningstar. Don Phillips will continue as chief executive officer.

Phoenix Investment Partners of Hartford, Conn., has promoted five retail sales executives as a result of its recent integration with the Zweig Fund Group of New York. Barry Mandinach, formerly with Zweig, has been named to a new position as executive vice president and chief marketing officer for retail. Robert Tousignant has been promoted to executive vice president and chief sales officer for retail. Frank Waltman is now senior vice president and chief administrative officer for retail. Jeff Cerutti has also been promoted, to senior vice president and national sales manager for the financial planner channel and Gavin Whitmore has been named first vice president and national sales manager for multi-manager programs.

Gregory A. Ratto has joined Liberty Funds Distributor of Boston as a vice president and regional sales director. In this position, Ratto will call on broker/dealers in northern California. Ratto was previously an outside salesperson for Northstar Funds of Stamford, Conn. Liberty Funds Distributor offers an array of mutual funds from Colonial Management Associates, Crabbe Huson Group, Stein Roe & Farnham and Newport Fund Management.

Dr. Clay Singleton has joined Ibbotson Associates of Chicago as vice president of training and consulting. Singleton was previously with the Association for Investment Management and Research of Charlottesville, Va., as senior vice president for curriculum and examinations.

The Internet Broadcasting Company of Pompano Beach, Fl. has named Stephen J. MacQuarrie as president and CEO. Internet Broadcasting provides internet delivery of documents and data for financial services companies.
