Patricia Cook has been named chief investment officer of the public fixed-income business at Prudential Investment Management of Newark, N.J. Before joining Prudential, Cook was a managing director of alternative investments for Fischer Francis Trees and Watts of New York.

Kenneth Winston has joined Oppen-heimerFunds of New York as senior vice president and head of risk management, quantitative research and product development. Previously, Winston was a principal at Richards & Tierney of Chicago.

Doug Mangini has been named senior vice president and national sales manager for the wirehouse/regional/bank division of GE Financial Assurance of Richmond, Va. Scott Curtis has also joined GE as senior vice president and national sales manager for the independent broker dealer division.
