Kome Ajise began his career with the California Department of Transportation and has served in various assignments at both the district and HQ offices.� From February 2001, Kome served as the North Region Environmental Division Chief until April 2004 when he was appointed as the District 10 Director in Stockton, California.�He is currently Deputy Director for Planning and Modal Programs at Caltrans Headquarters. Kome has a BS degree in Geography and Regional Planning from the University of Benin,Nigeria, and a Master of City and Regional Planning degree from CSU Fresno.�

Emil H. Frankel is the Director of Transportation Policy for the Bipartisan Policy Center (BPC) in Washington, DC, and an independent consultant on transportation policy and public management issues. In June 2009 BPCs National Transportation Policy Project, under Mr. Frankels leadership, issued its report and recommendations, Performance Driven: A New Vision for U.S. Transportation Policy. In 2008 and 2009, Mr. Frankel was a Visiting Lecturer at the Yale School of Management and the Yale School of Forestry and Environmental Studies, where he taught on issues of transportation, energy, and environmental policy and public management. Mr. Frankel was Assistant Secretary for Transportation Policy of the U.S. Department of Transportation from 2002 to 2005. Appointed by President George W. Bush, Mr. Frankel played a key role in the coordination and development of the Administrations proposal to reauthorize the Federal highway, transit, and highway safety programs. He also provided policy leadership in such areas as intermodal freight transportation, reform of the nations intercity passenger rail system, transportation project financing, and the application of information technologies to transportation systems operations. From 2005 to 2007 he was a Principal Consultant of Parsons Brinckerhoff, the international engineering and consulting firm. From 1995 to 2001 Mr. Frankel was Of Counsel to Day, Berry & Howard in the law firms Stamford, Connecticut, office. During that time he was also a Management Fellow at Yale Universitys School of Management and a Senior Fellow at the Yale School of Forestry and Environmental Studies. In 1995 he was a Joint Fellow at the Center for Business and Government and the Taubman Center for State and Local Government at Harvard Universitys John F. Kennedy School of Government. Mr. Frankel was Commissioner of the Connecticut Department of Transportation from 1991 to 1995, responsible for managing an agency with more than 4,000 employees and an annual budget of over $1 billion. During the 1970s and 1980s, he was a senior executive of The Palmieri Company, a national firm engaged in business and real estate reorganizations. Previously, Mr. Frankel served as Special Assistant to the Under Secretary of the U.S. Department of Housing and Urban Development and as a Legislative Assistant to U.S. Senator Jacob K. Javits of New York. Mr. Frankel served as a founding Vice Chair of the I-95 Corridor Coalition and as a Director of the Regional Plan Association of New York He currently serves on the Board of Directors of Cambridge Systematics, Inc. Mr. Frankel was a Selectman of the Town of Weston, Connecticut, from 1999 to 2001. Mr. Frankel received his Bachelors Degree from Wesleyan University and his LL.B. from Harvard Law School, and was a Fulbright Scholar at Manchester University in the United Kingdom. From 1981 to 1997 he was a Trustee of Wesleyan University, where he is now a Trustee Emeritus.

Mark Muller�is Senior Portfolio Manager for New York City-based Loews Corp. Prior to joining Loews Corp. in 1995, he served as Vice President, Asset Management, Municipal Portfolio Manager with Goldman Sachs & Co.� Mr. Muller began his career with Van Kampen Merritt Investment Advisory Corp., where he served as a research analyst, assistant trader and later, as Assistant Vice President, Senior Municipal Portfolio Manager for the firm.� He most recently served as a member of the Board of Governors of the Municipal Securities Rulemaking Board, past President of the Society of Municipal Analysts and a past President and Governor of the New York Municipal Forum.� He is currently President of the Milton School Board and a member of the Board of Trustees of the Summit YMCA and the Catholic Charities Community Service, Archdiocese of New York.� Mr. Muller received a bachelor’s degree from the University of Southern California and a master’s of management degree from the Kellogg Graduate School of Management at NorthwesternUniversity.Mr. Muller lives in Summit New Jersey with his wife and their four sons.

Marla Lien joined the Regional Transportation District in Denver, Colorado as Associate General Counsel in 1990. In 2005, Marla became General Counsel and has since been working primarily on development of the FasTracks program including election matters, property acquisition, railroad negotiations, project financing, and the RTD Penta-P Project for the East and Gold Lines also known as �Eagle P-3.� In addition she has worked on the development of multiple light rail lines including station area development and has worked on RTD�s bus rapid transit project. Marla also assisted in the acquisition, financing and development of the Denver Union Station intermodal and hotel projects.

Gustavo "Gus" Pego, P.E., was appointed District Six Secretary for the Florida Department of Transportation on May 8th 2008. He is responsible for the overall planning, design, construction, maintenance and operations of the State Highway System in Miami Dade and Monroe Counties. He is the steward of a budget exceeding $3 billion in the five year work program with a streamlined staff of 503, carrying out much of the ongoing transportation improvements projects. He is leading a team that is transforming our roadways by enhancing safety and reducing congestion on the State Highway System. Projects such as the Miami Intermodal Center, the SR 826/836 Interchange, and the Port of Miami Tunnel will be reality, just like the districts Intelligent Transportation System and the 95 Express Managed Lanes projects, which have improved mobility and enhanced travel choices. A seasoned civil servant of 31 years with the Department of Transportation, Mr. Pego has served the community working through the ranks in positions of increasing levels of responsibility within the districts systems development and operations divisions.As District Secretary, Mr. Pego serves on the Departments Executive Board, as a Board Member of the Miami-Dade Expressway Authority (MDX), the Miami-Dade Metropolitan Planning Organization (MPO) and the South Florida Regional Transportation Authority. He also serves on the Engineering Advisory Boards of the Florida International University and the University of Miami. Mr. Pego actively plays a leading role in the Florida State Employees Charitable Campaign serving on numerous occasions as Co-Chair and Chair with the United Way of Miami-Dade.

Troy Ailshie is a Senior Vice President of Fluor Corporation, which provides services on a global basis in the fields of engineering, procurement, construction, operations, maintenance and project management. Headquartered in Texas, Fluor is a FORTUNE 500 company with revenues of $22-billion in 2009. Mr. Ailshie manages Fluors Project Development & Investments Group which provides Project Financing and Investment-related services to Fluors global clients. Mr. Ailshie is responsible for structuring and arranging financing for projects where Fluor assumes equity investment positions, or where Fluors clients seek third-party debt and/or equity financing to support their project development requirements. Troy has over 30 years of experience in strategic planning, project finance, project development and investment management for engineering/construction concerns.

Mr. Boles is a Managing Director in the Dallas Municipal Finance office of RBC Capital Markets. He is also Co-Head of the Texas Municipal Finance Group. Mr. Boles joined RBC Capital Markets in 1991 after starting his career in public accounting. Mr. Boles has served as the investment banker or financial advisor to virtually every type of tax-exempt issuer, including state agencies, counties, cities, public and private universities, community colleges, school districts, and healthcare providers. Some of those issuers include Dallas County, Texas; Dallas County Community College; McLennan Community College; CPS Energy of San Antonio, Texas; Highland Park Independent School District, the City of Lubbock, Texas; Southern Methodist University: Tarrant County College, The University of Texas System; Texas Municipal Power Agency; Texas State University System; Texas Tech University System; Texas Public Finance Authority; Texas Woman�s University and Texas Water Development Board. Mr. Boles is a member of Southern Methodist University Associates Board for the Cox School of Business. Mr. Boles is a Certified Public Accountant and a registered securities representative, currently holding Series 7, Series 53, Series 63 and Series 79 licenses. Mr. Boles holds a BBA in Accounting from the University of Texas at Austin and received a MBA from Southern Methodist University.
