Joyce Wilson was appointed the very first City Manager for the City of El Paso in August 2004, following a nationwide recruitment search. As City Manager, Ms. Wilson oversees a full-service municipality that owns and operates an international passenger and commercial airport, foreign trade zone, five international bridges, a mass transit system, a host of cultural and convention facilities/venues and all other traditional urban services. The annual operating budget is in excess of $700 million with a 6200+-employee workforce. Ms. Wilson maintains well over 20 years of city management experience, working in cities such as Richmond, Virginia; Yuma, Arizona and Arlington County, Virginia. Over the course of her career, Ms. Wilson has played an integral role in effectively managing such issues as: Working to professionalize, streamline and economize government services Stimulating and redevelopment of Downtown areas Fostering partnerships among the private and public sectors Encouraging development of public art programs Initiating professional development programs for organizational staff Development and enhancement of health and community services related to at-risk youth, elderly care and community health risksShe is a graduate of Virginia Commonwealth University with a B.S. in Business Administration and Economics, and holds a Master of Public Administration (Fiscal and Urban Policy) degree from the John F. Kennedy School of Government at Harvard University. She also is an alumni of the Kellogg Foundations National Fellowship Program. In 2006, Joyce was selected to the National Academy of Public Administration.Joyce has received numerous awards including: the 2006 Administrator of the Year from Texas City Management Association, Excellence in Leadership Award from the El Paso Hispanic Chamber of Commerce, the Arizona State Main Street Person of the Year, and the Superior Service Award from the Arizona Chapter of American Society of Public Administrators in 1999. She was recognized by the International City/County Management Association in 1999 for her efforts in Citizen Participation and International Relations efforts and in 1994 for excellence in leadership as an assistant level.At the community level, Joyce has been actively involved in various non-profit organizations including United Way, Boys and Girls Clubs, Salvation Army and Catholic Charities. Her focus is on organizations supporting at risk families and children and immigrant populations.

Mr. Durando is a Managing Director and Head of Municipal Syndication for RBC Capital Markets. His primary responsibilities include RBC Capital Market�s underwriting engagements for major transactions nationally. Mr. Durando has over 32 years experience in Municipal underwriting and trading, having directed senior managed transactions in excess of $65 billion in Municipal debt during his career. Prior to joining RBC Capital Markets in 2006, Mr. Durando spent his career at Wachovia Bank and it�s predecessor organizations where he was a Managing Director and Manager of Municipal Trading and Underwriting.Mr. Durando graduated from the University of Delaware in 1980 with a BS-Finance degree and Seton Hall University in 1984 with a MBA-Finance. Mr. Durando is currently registered with the Financial Industry Regulatory Authority, Inc. ("FINRA") with Series 7, 63 & 53 securities licenses.

Paula has a BBA in accounting from St. Mary's University in San Antonio, Texas and a Finance & Accounting MBA from Regis University in Denver, CO. She earned a CPA while working for her first professional employer, the then Big 8 accounting firm of Ernst & Whinney. She also held other positions in San Antonio, including being a regional controller for Time Warner for approximately eight years and the V.P. of Finance for Luby's, Inc. before coming to CPS Energy in late 2004. Paula served as CPS Energy's controller from 2004 through 2006 before being appointed to the position of Vice President & Chief Administrative Officer, Organizational Excellence & Shared Services in November 2006. On February 1, 2008, Paula returned to the Financial Services area to become CPS Energy's Executive Vice President, Chief Financial Officer & Treasurer. She considers herself fortunate to have received rewarding and challenging assignments throughout her career such as overseeing multiple aspects of SEC reporting; managing human resource, payroll, and customer service billing system conversions; strategically guiding an enterprise-wide organization design; and setting regulated customer billing and recovery rates for the local cable company. She also considers other assignments such as developing corporate policy programs and conducting contract evaluations for corporate risk and compliance as constructively helpful towards her professional growth.

Nick Samuels is Vice President - Senior Credit Officer/Manager for the States and High Profile Ratings Team covering credits for the states of Texas, New York City, and the District of Columbia. Prior to joining Moody’s, Nick worked for the National Association of State Budget Officers analyzing state fiscal and expenditure trends. Nick holds a BA degree in government from Skidmore College and a Master’s in Public Administration from the George Washington University.

George Pedraza joined Wells Fargo Public Finance in August 2008 from UBS Investment Banks Municipal Securities Group. He is responsible for developing and maintaining banking relationships with Texas-based municipal issuers. He has worked on more than $4 billion of bond financings for Texas clients, including Alamo Community College District, Bexar County, City of San Antonio, El Paso County, El Paso PSB, City of Laredo, Laredo ISD, CPS, SAWS, City of Corpus Christi, City of McAllen, City of San Marcos, Cameron County, TXDOT, Nueces County, Webb County, Williamson County and various other school districts and municipal entities. Prior to joining UBS, George served as an Assistant to the City Manager for the City of San Antonio. In addition, he previously worked for Chase Securities, Inc. as a municipal bond investment banker. Prior to Chase, he worked in New York City with the Sumitomo Trust & Banking, Co., Ltd. as a municipal credit associate. He currently serves on the Board of the Architectural Foundation of San Antonio, as a Director of the Center for State & Local Government Excellence (Washington, DC), and as a Director of the Tecaboca-Marianist Center for Spiritual Renewal in Mountain Home, Texas.He is a graduate of the University of Texas at San Antonio, holds a Master of City & Regional Planning from the University of Pennsylvania and a Masters in Public Administration from Syracuse University. He holds Series 7, 53 and 63 licenses.

Steve graduated from the University of Texas at Austin. He earned his bachelor degree in Business Administration and his masters in Professional Accounting. Steve earned the Certified Public Accountant designation in 1989. He also has the designations of Certified Cash Manager, Certified Management Accountant, Project Management Professional, Certified Texas School Business Official, Registered Texas School Business Administrator and Certified Administrator of School Finance and Operations (SFO) through the Association of School Business Officials International. Steve started his career with Price Waterhouse as a Tax Associate in 1988. Since 1990 Steve has worked for Santa Rosa Medical Group and HealthSouth, Inc as an Administrator, USAA as Director/Process Leader for Corporate Finance and SBC (now ATT) as Associate Director - Product Financial Analysis before joining North East ISD in January 2003 as the Senior Director of Budgets and Financial Control. He joined San Antonio ISD in April 2008 as the CFO. He is responsible for all aspects of Finance as well as School Nutrition and Transportation.

Mr. Pete Gonzalez, deputy city manager/CFO for the city of Brownsville, Texas, has a BBA degree in business administration with a major in accounting from Texas A&I University in Kingsville, Texas. Mr. Gonzalez is a CGFM (certified government financial manager). He has been employed with the city of Brownsville since January 3, 1978 and has just completed his 33rd year with the city of Brownsville. As the deputy city manager/CFO, he assumes the duties of the city manager during the city managers absence. He is active in various civic organizations within the city. Drafted into the U.S. Army in 1967 where he saw combat action during the Vietnam War. He was honorably discharged in 1969 as a staff sergeant.

Peg Henry is Deputy General Counsel of the Municipal Securities Rulemaking Board (MSRB). Ms. Henry has worked in the municipal bond industry since 1981 in private practice, federal and local government and investment banking. Ms. Henry joined the MSRB from UBS Securities LLC in New York where she was a Director and Senior Attorney representing the firms Municipal Securities Group. Prior to UBS, she was a partner at Winston & Strawn where she was tax counsel and underwriters counsel. Before that, she worked for the Securities Exchange Commissions Office of Municipal Securities and was Tax Counsel to New York Citys Office of Management and Budget. Ms. Henry received a bachelor's degree from Georgetown University and law degrees from George Washington University.

Mr. Adelman is a registered Architect and has planned, designed, and managed the construction and operation of institutional facilities for 30+ years. In 2002, he was appointed the Director of Capital Projects for the Massachusetts State College Building Authority; in 2005, he was designated its Executive Director. The MSCBA (Moody's Aa2; S&P AA-) receives no appropriation or bond guarantee from the Commonwealth; all project costs (debt service, operations, reserves) are funded by project revenues (principally student housing fees). Mr. Adelman's prior work includes the construction, renovation, and management of higher education facilities at Babson College, Brandeis University, and Salem State College and the restoration and adaptive use of historic properties for the National Park Service in Lowell, MA, Washington, DC, and Cleveland, OH. He earned the Bachelor of Architecture degree from Cornell University and the Master of Architecture degree from Kent State University.

Lolly A. Enriquez is a shareholder in the Public Law and Public Finance Departments. Ms. Enriquez represents public agencies in a wide range of governmental law issues including redevelopment, public works and the Public Records Act. Ms. Enriquez is assistant city attorney for the City of Beverly Hills. Ms. Enriquez has also served as bond counsel, disclosure counsel, underwriter's counsel and bank counsel in a wide variety of bond financings including revenue bonds, Mello-Roos bonds, assessment bonds, tax allocation bonds, 501(c)(3) financings, certificates of participation and commercial paper.Ms. Enriquez's speaking engagements include:"Municipal Disclosure: Making it Pay for Issuers," The Bond Buyer's 20th Annual Conference, October 2010"Role of Financing Participants," California Redevelopment Association � Redevelopment Institute, May 2006Ms. Enriquez obtained a Bachelor of Arts degree from the University of California, Los Angeles.
