Mr. Klein is a partner at Kensington Capital Advisors, an independent derivative advisory firm representing borrowers who need advice and counsel related to interest rate, commodity and foreign exchange derivative applications. The practice is national in scope and the Company’s clients operate as non-for-profit (501c3) and municipal organizations, government sponsored entities, tax credit investors, investment banks, and both conventional and non-for-profit real estate developers.Prior to his work at Kensington Capital Advisors, Mr. Klein was a derivative specialist on Bank of America’s derivative trading desk starting in 1995. The client base served by this group encompassed indirect issuers of tax-exempt and taxable municipal debt and public finance professionals, including municipal bond underwriters, financial advisors, municipal reinvestment brokers and bond counsels. The group was responsible for all tax-exempt liability hedging such as swaps for VRDN’s and forward issued municipal bonds. In addition, the group was responsible for all derivative investment products for municipal bond proceeds including forward supply agreements, GIC’s and flexible repurchase agreements for construction funds, reserve funds, debt service funds, escrows, etc.Mr. Klein joined Bank of America (formerly NationsBank) in 1993, after two years with PNC Financial Corporation in the Investment Management and Trust Division. In 1995, Jeff began with the Interest Rate Risk Management Group after working for two years as an analyst in the Bank’s Corporate Finance Department focusing on relationships throughout the southeast and also within industry groups such as Forest Products and Textiles. Mr. Klein’s educational accomplishments include a BS in Business Economics and International Finance from Brown University (1990) and the Danish International School of Business in Copenhagen, Denmark (1988). He has received his series 6, 7 & 63 securities licenses as well as the Chartered Financial Analyst™ (CFA®) designation.

Mr. Bond serves as Managing Director of BLXs New York office. In addition to overseeing the day-to-day activities of the BLX professionals located in New York, Mr. Bond is responsible for BLXs Post-Issuance Tax Compliance practice group. Mr. Bond has been a featured panelist at numerous conferences discussing the importance of post-issuance tax compliance reporting requirements for 501(c)(3) nonprofit organizations. Mr. Bond has personally served as project manager for many of BLXs largest clients including the Art Institute of Chicago, Cal Tech, Dartmouth, and the School of American Ballet.Mr. Bond is a graduate of Southern Methodist University where he received a BA in Finance. He is a registered investment advisor representative, holding a FINRA Series 65 license.

A partner in the Public Finance Department, Eileen Heitzler focuses her practice on municipal finance matters, serving as bond counsel, underwriters counsel, issuer’s counsel and bank counsel in a broad variety of financings. Her experience includes general obligation notes and bonds, revenue obligations, variable rate multimodal debt, derivative products, single- and multi-family housing bonds, and financings for colleges, universities, cultural institutions, hospitals, and other nonprofit entities.Ms. Heitzler has been involved as bond counsel, underwriters’ counsel or institution's counsel with respect to bonds issued to benefit such cultural institutions as The Museum of Modern Art, the American Museum of Natural History and Carnegie Hall; such educational institutions as Cornell University, New York University, Rockefeller University, Catholic University and University of Vermont; such health care organizations as Memorial Sloan-Kettering Cancer Center, North Shore University Hospital, and Fletcher Allen Health Care, Inc. and such other not-for-profit organizations as United Jewish Appeal - Federation of Jewish Philanthropies of New York, Inc. and The Nature Conservancy. She has also participated in financings for projects providing hundreds of units of affordable housing. Ms. Heitzler regularly serves as bond counsel or underwriters’ counsel for a variety of issuers in New York State, including the Dormitory Authority of the State of New York, the New York State Housing Finance Agency, the New York City Housing Development Corporation and the Trust for Cultural Resources of the City of New York.Before joining Orrick, Ms. Heitzler was a partner at Webster & Sheffield in New York.

Karen Fitzgerald, Director, is a lead analyst within the U.S. Public Finance (USPF) Ratings group, focusing on tax-exempt housing and structured securities. She assigns credit ratings to the most complex debt financing transactions within this sector.As a lead analyst, Karen contributes to Standard & Poor's development of ratings opinions on affordable multifamily, military, and single-family housing through the application of the relevant criteria and participation in rating committees. Her responsibilities include developing new criteria, performing detailed credit analyses, chairing credit committees, overseeing surveillance, identifying sector and industry credit trends, publishing research reports and industry commentaries, and maintaining interaction with investors, the media, industry groups, intermediaries, and rated entities. She is also lead analyst on a number of large tender option bond (TOB) programs and chairs USPF structured finance rating committees.Karen earned a bachelor of science degree in Economics from the Wharton School and a bachelor of arts degree in International Relations from the University of Pennsylvania. She also holds a masters of business administration degree from Yale University. She is a Chartered Financial Analyst.Karen is a member of the National Federation of Municipal Analysts, the Chartered Financial Analyst Institute, and the New York Society of Security Analysts.

Paul T. Williams, Jr., President of the Dormitory Authority of the State of New York (DASNY) oversees the Authority�s five operating divisions, offices in Albany, New York City and Buffalo and DASNY�s workforce of over 550 employees.Mr. Williams was first appointed to the Dormitory Authority in June 2008. His appointment was renewed in December 2010 by Governor Andrew Cuomo. As chairman of the Task Force to Increase the Utilization of Minority and Women-Owned Business Enterprises in State Debt Offerings, Mr. Williams helped launch a new era for State procurements, including the adoption of new rules and procedures to increase MWBE utilization in State contracts.DASNY is one of the largest issuers of tax-exempt debt in the nation, issuing for higher education, healthcare and state-supported services, with a portfolio of outstanding bonds worth approximately $42 billion.The Authority is also a significant builder of large scale public projects, including court houses, hospitals and other health care facilities, educational facilities as well as dormitory construction which was its original mission. DASNY�s construction portfolio includes more than 600 projects valued at over $6.3 billion.Mr. Williams also serves as a member of the board of directors of the Moynihan Station Development Corp. Prior to joining the Authority, he enjoyed a distinguished career as a corporate attorney, investment banker and civic leader.Mr. Williams is a graduate of Columbia University School of Law, Yale University and Phillips Exeter Academy. As an undergraduate at Yale, he was named a Ford Trustees� Scholar and studied at the American University in Cairo.

Nat Singer joined Swap Financial Group as a Senior Managing Director in January 2008 after spending 21 years at Bear Stearns. �Mr. Singer was formerly the head of Bear Stearns’ Municipal Derivative Products Group and Chief Operating Officer of the Municipal Bond Department from 1998 to 2007. �In these roles, he was responsible for the design and implementation of innovative financial products to help municipal issuers lower their debt service cost, increase earnings on assets and hedge interest rate risk. �Mr. Singer also managed Bear Stearns’ Tender Option Bond program. �Prior to joining the Municipal Derivative Products Group, Mr. Singer managed Bear Stearns’ proprietary tax-exempt bond position from 1987 to 1998 and served as National Sales Manager for the Municipal Bond Department from 1995 to 1998. �He is a frequent speaker on topics relating to both the municipal cash market as well as the derivatives market, and has authored numerous papers focusing on financing and trading opportunities in the municipal market. �Mr. Singer received a B.S.E. in Civil Engineering from Princeton University. �Mr. Singer is currently Chair of the Municipal Securities Rulemaking Board.

John joined Moodys in 1991 and is currently Managing Director of Moodys Health Care, Higher Education and Not-for-Profit rating teams. His teams produce the most research in the capital markets on financial and credit risks facing not-for-profits. Moodys rates more than 1,200 hospital, university and other not-for-profit borrowers in the U.S, and assigns additional ratings in Canada, Europe and Asia. He has spent two decades analyzing financial trends in these sectors and has personally visited more than 200 universities and hospitals, meeting with board members, presidents, CFOs, CIOs and other senior management officers. John has also spoken at more than 100 different conferences, seminars and board meetings for various public and private colleges and universities. He is also a member of Moodys Global Public Sector Credit Committee (PSCC). Prior to joining Moodys, John managed an executive staff of corporate planners for the Port Authority of New York and New Jersey. He also spent four years as a country risk analyst for Republic National Bank, as well as two years as budget advisor to New York City Council President. John received a B.A. in History with a course concentration in Economics from Binghamton University in New York in 1976, a Masters of Public Policy from the University of Texas at Austin in 1979. He was also a research associate at the Aspen Institute for Humanistic Studies in Aspen, Colorado in 1979. John is currently Adjunct Associate Professor of Public Administration at New York University focusing on financial analysis of not-for-profit organizations.

Mary Peloquin-Dodd is a managing director in Standard & Poors Corporate and Government Ratings. She is the senior analytical leader for U.S. higher education and not-for-profit corporation ratings. Since joining Standard and Poors in 1987, Mary has worked in public finance in a variety of sectors. Since 1990 she has worked extensively in the United States higher education sector and on other not-for-profits such as hospitals and health systems, cultural institutions, foundations, membership organizations and research institutions. From 1987-1990, she worked in Standard & Poors short-term/structured finance group and on state and local government obligations and structured finance transactions. Currently her responsibilities include ratings for public and private colleges in the U.S., independent schools, and domestic non-profit corporations. Standard and Poors rates the uninsured debt of several hundred U.S. colleges and universities and over one hundred other not-for-profit corporations. Mary frequently chairs higher education/healthcare/and not-for-profit rating committees at Standard & Poors. She is a frequent author in the field of higher education finance and regularly speaks at national and regional higher education conferences. Mary holds both a Bachelors Degree in Geology and a Masters Degree in City and Regional Planning from the University of North Carolina at Chapel Hill and has completed additional graduate course work in public finance at New York University. She is the corporations primary representative to the National Association of College and University Business Officers (NACUBO) and is a member of the Municipal Analysts Group of New York and the National Federation of Municipal Analysts.

Mr. Gisby is the National Practice Leader for Healthcare at Deloitte Corporate Finance LLC. Prior to joining Deloitte, Mr. Gisby was a Director with Houlihan, Lokey, where he specialized in the financial restructuring of Healthcare Companies. Mr. Gisby was previously a Director in the Global Healthcare Investment Banking Group of UBS Investment Bank and PaineWebber, where he structured and completed numerous merger and acquisitions, initial public offerings and other capital markets transactions. Mr Gisby was educated at Oxford University and is a Chartered Financial Analyst.

Diana Hoadley, Managing Director and Head of Higher Education/Non-Profit Group, has over 25 years of higher education/healthcare and non-profit investment banking experience. Ms. Hoadley has been involved in over $50 billion of tax-exempt and taxable financings, derivative and investment products, loan pools, leases, mergers, acquisitions, and divestitures for institutions ranging from private colleges and public universities to research institutes, cultural institutions, and foundations. Ms. Hoadley’s banking practice is focused on asset liability management, capital raising, debt restructuring, academic medical centers, credit analysis and rating agency strategy.Ms. Hoadley is a founding Board Member of The Women in Public Finance – Northeast Chapter; United Cerebral Palsy of New York City – Women Who Care Board Member; a Regional Chair for Princeton University Annual Giving; and a member of the J.P. Morgan Investment Banking Women‘s Network. Ms. Hoadley received an AB in psychology (Certificate of Science in Human Affairs) from Princeton University and an MBA in finance from New York University.
