Earl Mahfuz is currently Director of Georgia Department of Transportations (GDOTs) P3 Program. He has been in the Transportation field for 30 years. Prior to directing Georgias P3 efforts, he served as GDOTs Treasurer for over eight years.Mr. Mahfuz attended University of Miami and received his undergraduate degree from Florida International University and a Masters in Public Administration from Georgia State University. During his career, Earl had received numerous academic & professional awards and recognitions.

Ms Norma Ortega is the Interim Chief Financial Officer (CFO) for the California Department of Transportation with a budget exceeding $12 billion and staffing of over 22,000 employees. The CFO is responsible for the Departments financial management and policy as well as federal and state programming of transportation projects. Ms. Ortega has been with the Department over twenty five years and has served on a number of fiscal management positions including direct management of the Departments budget. She represents the Department on federal, state and local funding and financing issues before the States transportation fund allocation organization, the California Transportation Commission and the California State Legislature. Other assignments include serving as a fiscal advisor during the development of Governor Schwarzeneggers Strategic Growth Plan, which lead to a $19.94 billion transportation bond proposal. She also served on the California Performance Review Performance Budgeting and Review Enhancement team.

Anne Rabin joined JPA in 2008, bringing over 25 years of experience in executing infrastructure transactions with a particular focus in transportation in North and South America. At JPA, Ms. Rabins is drawing on her financial market expertise to lead project advisory teams in the execution of complex public and private transactions. She led the transaction advisory work for the I-595 toll road project which closed in March of this year and has similar responsibilities for the Port of Miami Project scheduled to close at the end of this month. She is also JPAs lead on the advising the Port Authority of New York and New Jersey for the procurement of the Staten Island Bridges.Recently, Anne was involved with study conducted by Jeffrey Parker & Associates for APTA surveying transit agencies, large and small, across the country on the impact of the financial crisis to their operations and capital plans.

Duane Callender manages the Transportation Infrastructure Finance and Innovation Act (TIFIA) credit program. He directs a staff responsible for all aspects of project evaluations, negotiations and portfolio monitoring. Mr. Callender oversees a portfolio that encompasses over $22 billion in Federal credit assistance to 53 intermodal, highway and transit projects totaling more than $79 billion of infrastructure investment in the U.S. Immediately before joining the TIFIA program, he held positions in DOT�s Office of Budget and Programs; �where he was responsible for oversight of the Maritime Administration budget; in DOT�s Inspector General�s Office and the Budget Office of the District of Columbia�s Metropolitan Police Department.A New York native, Mr. Callender holds a Bachelor of Arts degree in Sociology from ConnecticutCollege (1994) and a Master�s Degree in Public Administration from AmericanUniversity (1998).

Susan Warner-Dooley, A.A.E., I.A.P, is National Director of Aviation Strategic, Business and Financial Planning for HNTB Corporation. Warner-Dooley works with airports nationwide in the areas of strategic assessment and planning, financial policy and analysis, and capital program funding, as well as airline relations and rates structures, and commercial operations and development. Susan has more than 20 years of airport related experience and has served as a senior airport executive for the Port Authority of New York and New Jersey, the Minneapolis/St. Paul Metropolitan Airports Commission, the Miami-Dade County Aviation Department and the Columbus Airports Authority, directing airport strategic and business planning, accounting and capital finance, airlines affairs, properties and commercial management and general administration while interfacing with all functional areas of airport operations and capital development in roles as airport general counsel and airport CFO. She has also served as an airport financial consultant preparing capital funding plans and financial feasibility studies for large, medium and small hub airports. Prior to entering the airport industry, she was an attorney specializing in financings, construction contracting and complex transactions for private and public sector clients. Warner-Dooley is an Accredited Airport Executive by the American Association of Airport Executives and an accredited International Airport Professional by the ACI-ICAO Airport Management Professional Program. Susan participates in several professional organizations including Airports Council International-NA, American Association of Airport Executives, Transportation Research Board and the International Aviation Womens Association. Susan earned a Juris Doctorate and a Masters Degree in Business Administration from the University of Cincinnati, and a Bachelor of Arts degree in social sciences from The Ohio State University.

Lieutenant Governor David Dewhurst is a native Texan, proud veteran, successful businessman, and rancher. He serves as President of the Texas Senate and is proud of the broad support he has earned during his tenure.Through three Regular Sessions and seven Special Sessions of the Legislature, Lt. Governor Dewhurst has worked to bring together Republicans and Democrats to pass legislation to create new jobs and economic opportunity, improve schools, and protect public safety. In 2007, Dewhurst led the effort to pass one of the toughest Jessica's Laws in the nation. The law, part of Dewhurst's Texas Children First initiative, imposes tough, new penalties against child predators, including life in prison without the possibility of parole.A fiscal conservative, Dewhurst has worked to balance three budgets without increasing the tax burden on Texans. These conservative budgets have helped the state's economy grow faster than the national economy and create more than one million new jobs in Texas over the last five years.Lt. Governor Dewhurst believes every child in Texas deserves a quality education. In 2006, as Dewhurst led the Senate to approve $14 billion in local school property tax cuts, he fought successfully to raise teacher salaries and educational standards, increase accountability, and reduce drop-out rates. To make university study affordable, Dewhurst worked to pass the "B-on-Time Loan Program," which provides college students with zero-interest, forgivable loans if they graduate on time with at least a "B" average.The Dallas Morning News called Dewhurst's first term leading the Senate "a demonstration of steadiness, resolve and consensus building." The Houston Chronicle has called Dewhurst "an exceptional leader."As Commissioner of the Texas General Land Office, where he served from 1999-2002, Dewhurst reduced the workforce and budget, and turned back money each of two biennia to Texas' taxpayers. He certified almost $1 billion in below-market interest rate loans to veterans to honor their service and to stimulate the Texas economy, and helped protect the environment and increase tourism by restoring Texas' beaches and bays.In the aftermath of the September 11th terrorist attacks, Dewhurst was appointed by Governor Rick Perry as Chairman of the Governor's Task Force on Homeland Security.Dewhurst began his business career in the mid-1970s after serving as an officer in the U.S. Air Force, the Central Intelligence Agency, and the U.S. State Department. He founded Falcon Seaboard, a Texas-based diversified energy and investments company. An early developer in the mid-1980s in the electric cogeneration business, he has earned a reputation as an innovative and successful businessman.Dewhurst has been a long time community and civic leader in his hometown of Houston, where he has served on civic and charitable boards. Dewhurst, who speaks Spanish, earned his BA degree from the University of Arizona, where he played college basketball. He breeds and raises registered Black Angus cattle, and he rides cutting horses in National Cutting Horse Association (NCHA) and American Quarter Horse Association (AQHA) competitions. Dewhurst is honorary Vice President of the AQHA.
