As the first Executive Director of the Mobility Authority, Mike brings a unique blend of qualifications to the position. He served 23 years as a Central Texas public official in the rapidly growing communities of Round Rock and Williamson County. As both a City Councilman and County Commissioner, he initiated and helped supervise over $500 million in capital improvement projects. In 2000, he spearheaded a $350 million transportation initiative that changed the dynamics of mobility throughout Central Texas. Mike was actively involved in all aspects of implementing the program: public presentations; contract management; rating agency presentations; pricing as well as personally engaging in needed land acquisition for the Central Texas Turnpike Project. Mike has also been a leader in environmental and other public infrastructure causes throughout his public career. As County Commissioner he was instrumental in putting the arguments of parkland on the Williamson County Agenda. The County now has over 1,000 acres of parkland under phase of development. He was influential in the first phase of the Brushy Creek Regional Trail. He chaired the Clean Air Force (the regional air quality initiative of Central Texas) where he actively participated in the development of the EPA Early Action Compact for Central Texas. He also chaired the air and water quality subcommittees for the National Association of Counties and became chair of the Conference of Urban Counties before resigning his commissioner's seat and private sector employment to assume the Executive Directorship of the Mobility Authority. Mike was a founding board member and two-time vice chair of the Austin-San Antonio Corridor Council and is a founding member, board member and executive committee member for the Envision Central Texas project. Mike also serves on the board of the International Bridge, Tunnel and Turnpike Association as well as the board of the Texas Transportation Institute.Mike earned a MA in Government from the University of Texas in Austin and a MBA, in finance and management, also from the University of Texas in Austin.

Jeffrey Bosland is Managing Director and Head of J.P. Morgans Public Finance Group. His responsibilities encompass Sales, Trading, Underwriting, Credit Portfolio, Banking and Origination. Jeff joined J.P. Morgan in June of 2005 as a Managing Director, Head of U.S. Agency Trading and Underwriting, and has over twenty years of Capital Markets experience.Mr. Bosland started at Salomon Brothers in 1988 and spent much of his career at Bankers Trust where he was responsible for the U.S. Interest Rate Swaps Business which included Municipal Derivatives. Shortly after Mr. Bosland was promoted to Managing Director in 1998, Bankers Trust was acquired by Deutsche Bank, where Jeff became Co-Head of U.S Fixed Income Derivatives and then Head of U.S. Agency Trading.Jeff graduated from Lehigh University in 1988 with a B.S. in Finance and a Minor in Government.

Andrew Kalotay is a leading authority on the valuation of taxable and municipal bonds. He is a prolific contributor to the literature on fixed income topics, such as bond refunding and the use and misuse of interest rate derivatives. His firm licenses fixed income valuation software and provides debt management advisory services. Before establishing Andrew Kalotay Associates in 1990, Dr. Kalotay was with Salomon Brothers. Prior to Wall Street, he was at Bell Laboratories and AT&T. On the academic side, he was the founding director of the graduate Financial Engineering program at Polytechnic University (now part of NYU). Dr. Kalotay holds a B.Sc. and M.Sc. from Queen's University and a Ph.D. from the University of Toronto, all in mathematics. He was inducted into the Fixed Income Analyst Society's "Hall of Fame" in 1997.

Mr. Bennett has structured and executed interest rate swaps and caps, swaptions, bond proceeds reinvestment products, and forward purchase/sale transactions.� Mr. Bennett has over 17 years of public finance experience, having served public entities as both a derivatives originator and an investment banker.� Mr. Bennett has help to finance projects in virtually every sector of the public finance market including general infrastructure, healthcare, housing, transportation and higher education.� Mr. Bennett has an A.B. in Economics from Stanford University and an M.B.A. with a concentration in finance from Columbia Business School.

The Honorable Darlene Green, Comptroller of the City of St. Louis, serves as the Citys Chief Fiscal Officer. She directs all the fiscal affairs of the City for a combined annual budget of more than $900 million. As Chief Fiscal Officer, she is a member of the Executive Branch of City government, the Board of Estimate and Apportionment. Ms. Green is a member of many Citywide boards and commissions, including the Airport Commission, and is a Trustee for the Citys Retirement Systems. As an elected office holder, Ms. Green runs on a platform of honesty and integrity and has a solid record of positive fiscal performance. She is the first woman ever elected to the position and makes use of her talent, skills and experience to oversee the financing of some of the largest capital improvement projects in the region. This includes the Lambert-St. Louis International Airport expansion and neighborhood redevelopment. During her tenure in City government, first as Budget Director and now as Comptroller, St. Louis recorded nine consecutive years of multi-million dollar budget surpluses and seven credit rating upgrades. In May 2008, the City was upgraded to an A+ credit rating for the first time in 35 years. And in a recent state audit, the auditor commented that the Comptrollers Office is very well run. Darlene Green is a native St. Louisan. She graduated from Vashon High School and earned a Bachelor of Science degree in Business Administration from Washington University. She has over 30 years of professional experience in both the public and private finance sectors. Ms. Green actively works in her community with both charitable and professional organizations. She is a member of the National Association of Black Accountants (NABA); Zeta Phi Beta Sorority, Inc.; Government Finance Officers Association (GFOA); and Friendly Temple M.B. Church. She also is a member of the National Women's Political Caucus of Metro St. Louis. Ms. Green continues to receive many honors and awards including one of St. Louis Magazines 52 Most Powerful People in St. Louis for 2008; the St. Louis Metro Sentinel Journal 2007 Political Leader of the Year award; the Distinguished Service Award from the Dr. Martin Luther King, Jr. State Celebration Commission of Missouri; the National Achievement Award in Government by the National Association of Black Accountants, Inc.; the Gateway Classis Sports Foundation Lifetime Achievement award; the National Organization of Black Elected Legislative Womens Shining Star award; a Political Leadership Award from the Young Democrats of the City of St. Louis; an Achievement Award from Sister to Sister Expo; the Mound City Bar Associations Distinguished Community Service award; and the 2003 St. Louis District Christian Methodist Episcopal Church Ministerial Alliance Community Service award.

Phil Culpepper joined the Illinois Housing Development Authority as the Deputy Executive Director in October 2009. Culpepper is a member of IHDAs executive team and focuses his efforts on day-to-day operations, affordable housing lending and bond finance. Prior to his appointment to IHDA, Culpepper served as the State of Illinois Director of Debt Management where he was responsible for nearly $26 billion of debt outstanding, was directly responsible for oversight of all state bonding authorities activities and issued more than $7 billion in State debt. Culpepper has also served as a Debt Management Specialist for the Illinois Toll Highway Authority where he structured and coordinated more than $3 billion of municipal bonds and derivative transactions to support construction projects for Illinois Congestion Relief Program. Culpepper served as a Non-Commissioned Officer in the U.S. Armys and holds a bachelors degree in economics from Loyola University Chicago.

McCoy was appointed head of BMO Capital Markets (investment banking arm of Bank of Montreal) expanding U.S. Public Finance and Infrastructure practice in October 2009; based in Chicago with current offices in New York and San Francisco the group specializes in providing debt structuring, underwriting, financial and infrastructure advisory services to all types of U.S. municipal and not-for-profit groups including state and local governments, public and private educational institutions, healthcare institutions, public power, as well as, port and transportation sectors He is a 27-year corporate finance industry veteran. Since joining BMO Capital Markets in 1982, he has held various roles of increasing responsibility. Previously he was a Managing Director in BMOs Financial Products Group where he was instrumental in growing the firms Chicago-based U.S. derivatives practice. He has also worked in BMOs Toronto and Vancouver offices in corporate and government banking where he focused on covering Crown, provincial and other government-owned related agencies. As well, he has held positions in structured finance and credit groups. McCoy holds an MBA from York University and a Bachelors Degree in Political Science and Economics from Queens University in Canada.

William Daly recently joined the Bond Dealers of America Association as Senior Vice-President for Government Relations. A Washington lobbyist and public policy analyst for over thirty years, Bill represents the interests of regional broker-dealers before Congress, the executive branch and regulatory agencies. Bill led New York Citys federal tax legislative efforts for seventeen years under four mayors and directed New Yorks Washington office for Mayor Michael Bloomberg, covering the full range of the Citys issues from homeland security to municipal finance to protection of the Citys watershed and everything in between. In the 1990s he served in the Clinton administration as a senior official in the Social Security Administration, working to resolve Social Securitys long-term solvency questions. He continued at Social Security as a Senior Advisor to the Commissioner in the administration of President George W. Bush. Returning to New York Citys DC office after Michael Bloomberg became Mayor, Bill once again focused on tax and municipal finance issues. He graduated with a Bachelor of Arts in History from the University of Connecticut, a Juris Doctor from Boston University and a Masters of Laws in Taxation from Georgetown University Law Center. He is married with two grown children and three grandchildren. He and his wife, Sharon, live in Brownsville, Maryland.
