    Debra Saunders is a Vice President of Municipal Finance for Fidelity Capital Markets, the institutional trading arm of Fidelity Investments providing trading, products and services to a wide array of clients and Fidelity businesses.Debra joined Fidelity in April, 2010 to open the firm’s West Region Office and has served as lead banker on over 100 transactions totaling over $100 billion in par. She has over 25 years of municipal market experience including credit analysis, issuer experience and liquidity provider experience.Prior to joining Fidelity Investments, Debra worked as a municipal credit analyst at Ambac and ultimately served as managing director of the West Region. In this position, she led a team of professionals responsible for marketing, credit analysis, structuring and negotiating a variety of public finance transactions, including tax allocation bonds, lease revenue bonds, transportation, higher education and other enterprise revenue bonds.She received her BA from Queens College and MPA from NYU.� Debra holds FINRA licenses Series 7, 53 and 63.

    Mr. Kunka serves as the Director of Finance for the City of Pittsburgh. Mr. Kunka has a background in municipal finance including policy and budget analysis, auditing and operations management. The Finance Department, under the direction of Mr. Kunka, is responsible for the preparation of the City of Pittsburgh’s Operating and Capital Budgets, the collection and investment of the operating cash of the City, the billing and collection of tax revenue, management of citywide real estate, debt management, the investment of the City’s three pension funds, manages the financial audit of the City’s financial statements, ensures the appropriate procurement of all goods and services, provides printing and graphic services and manages the fleet maintenance contract.Mr. Kunka earned a Bachelor of Science Degree in Biology from the University of Pittsburgh and a Masters Degree in Public Administration from the University of Notre Dame. Mr. Kunka serves as the Executive Director of the Comprehensive Municipal Pension Trust Fund, Treasurer of the Pittsburgh Water & Sewer Authority, Chairman of the Equipment Leasing Authority and serves as Trustee for the 3 Taxing Bodies. Mr. Kunka served as Chairman of the Pittsburgh Parking Authority and served as a member of the Pension Subcommittee.

    Kimberly C. Betterton, a partner at Ballard Spahr LLP, focuses her legal practice on federal tax laws and regulations involving tax-exempt, tax credit and direct-pay obligations, particularly with respect to governmental bonds, qualified 501(c)(3) financings, and exempt facility qualification.Ms. Betterton advises clients on issues related to working capital financings, debt restructurings, interest rate swaps and other derivatives, in addition to providing counsel on a variety of post-issuance tax compliance issues, including arbitrage, private use questions, remediation as a result of change in use, reissuance, and IRS audit and review activities. Ms. Betterton has been a member of the Board of Directors for the National Association of Bond Lawyers since 2011; she chaired the 2010 Bond Attorneys’ Workshop; and she is a former editor-in-chief of Federal Taxation of Municipal Bonds (LexisNexis).
