As vice president of retail and prepaid products, Don Kingsborough brings experience in consumer product development, technology, retail, point-of-sale, and merchant relationships. In his current role, Kingsborough oversees PayPals market expansion offline and into traditional retail stores.Prior to PayPal, Kingsborough was president and CEO of Blackhawk Network, a leader in third-party prepaid card products that he founded in 2001. He also founded and served as CEO of toy manufacturer Worlds of Wonder, Inc., where he propelled this startup business to one of the nations fastest growing companies in just two years.Before Worlds of Wonder, Kingsborough was president of the consumer products division at Atari Corporation. There, he played a key role in the development and introduction of new products, marketing strategies, and innovation efforts for Atari products. Kingsborough led the introduction of the sales phenomenon Nintendo to America through an exclusive four-year sales and marketing agreement, during which period sales for Nintendo rose from zero to more than $2 billion.Kingsborough holds a BA in Business Management from the University of California at Berkeley.

Mr. Culhane is a partner in the Philadelphia office of Ballard Spahr and a member of its Consumer Financial Services Group and its Collection Documentation Task Force. He regularly counsels clients offering multi-state credit card programs, private student loan programs, and residential mortgage loan programs on servicing and collection issues. He also conducts assessments of debt buyer, collection agency, and collection firm compliance management systems and assists in the defense of collection-related class actions, attorney general investigations, and agency enforcement actions.

Charlies specializes in providing accounting, auditing and compliance services to small to middle ticket leasing companies; financial service companies engaged in acquisition, collection and recovery of distressed assets; financial service companies engaged in factoring of accounts receivables; payment processors; and public and private community banks ranging in size from $250 million to over $1 billion in total assets.Charlie is a frequent author and speaker for the firms financial services industry conference as well as state and national trade associations, including the Western Independent Bankers magazine. Charlie is also member of the Equipment Leasing and Finance Associations Financial Accounting Committee.

Joseph Hurley is the SVP of Business Development for Discover Financial Services. His responsibilities include: building broad alliance partnerships, developing merger and acquisition opportunities, and managing current network alliances. Mr. Hurley joined the company just prior to the national launch of the Discover card in 1986 and has held positions in Marketing, Product Management, Government Relations, and Network Products and Services. Prior to his current position, Mr. Hurley was Deputy President of Diners Club International and Head of Global Client Relations from 2008 to 2010, and Vice President of Discover Network Strategic Development from 2003 to 2008. In his network role, he was responsible for the strategic initiatives associated with Discover Network, including Network Alliances, Third-Party Credit Issuance and the Network Prepaid business. He also led the acquisition team for the PULSE ATM-Debit Network in 2005 and Diners Club in 2008, and is responsible for the strategic alliances forged with China UnionPay and JCB. He has been Chief Representative for Discover in China and sits on the Board of Diners Club Switzerland and Germany. Mr. Hurley holds a degree in business and economics from Randolph-Macon College and attended graduate school at the University of Chicago and Keller Graduate School of Management. Mr. Hurley is involved in a number of financial, civic and charitable organizations, and is a member of the Board of Directors for the Electronic Funds Transfer Association.

Since joining in 2008, he has advised clients in The US, South America, Europe, Asia, and the Middle East on Credit Card and Payments related topics. Robert has a B.S. in Engineering and an M.S. in Industrial Administration from Purdue University in addition to four years as a Lieutenant in the US Navy.
