Industry Veteran Wien Joins Pequot as Strategist But Retains Morgan Ties

Byron Wien has been selected to join Pequot Capital as chief investment strategist. He will continue to act as senior advisor to Morgan Stanley's research department and plans to continue writing reports for the firm.

At Pequot, Wien's role will be recommending stock and bond sectors with the best relative value for traders. "We look forward to leveraging Byron's unrivalled expertise in macro-economic strategy and believe he will greatly enhance Pequot's capabilities as we work to generate superior returns for our investors" said Art Samberg, chief executive of Pequot.

Arthus Now Heads Sales At DTCC Fund Unit

Paula Sausville Arthus has joined the mutual fund services division of the Depository Trust & Clearing Corp. (DTCC) as managing director of relationship management in charge of sales. She reports directly to Ann Bergin, managing director, distribution services.

"Our business is growing, and the need to maintain a high level of customer service is a priority for us," Bergin said. "At the same time, our clients are expanding into new growth areas, while dealing with regulatory and compliance issues. Our goal is to move toward more strategic relationships with them, where we can address issues and provide technology solutions at an early stage."

Arthus previously had been with JPMorgan Chase for more than 25 years, most recently as senior vice president.

Lipper Appoints Malconian Global Head of Sales

Lipper has hired Richard G. Malconian as global head of sales and service. Based in Boston, he will oversee Reuters' wealth management sales team.

"Right now, there is tremendous opportunity for forward-looking financial services firms to capitalize on the emerging demand for new retirement and wealth management strategies services and products," said Michael Peace, CEO at Lipper and global head of wealth management at Reuters. "Rich's new role at Lipper perfectly positions him for a key role in making this happen."

Malconian comes to Lipper from Fidelity Investments, where he was president of the company's tax-exempt services division. In addition, he spent 15 years at Salomon Brothers as managing director of the mortgage and real estate group.

Gabinet Leaves SEC To Work for Vanguard

Arthur "Ari" Gabinet, the Philadelphia district administrator of the Securities and Exchange Commission, has announced his resignation as of the end of October to head the securities regulation group at Vanguard Group.

While with the SEC, Gabinet was responsible for the regulator's examination and enforcement programs in Pennsylvania, Delaware, Maryland, Virginia, West Virginia and the District of Columbia.

Before joining the SEC, he was a partner at Dechert, an international law firm.

Upon the announcement of his resignation, Gabinet said, "It's been a thrill to work at the Commission during one of its most exciting and challenging periods. I've learned from amazing people in the home office, from my colleagues in the field offices, and most of all from the staff of the Philadelphia office. Their teamwork, creativity and high professional standards have been an inspiration to me, and I will miss them all."
