Morningstar Taps Cooley As Chief Financial Officer

Morningstar has appointed Scott Cooley chief financial officer, effective Aug. 10, replacing Martha Dustin Boudos, who will remain with the firm in a new role, which has yet to be determined.

Cooley was co-chief executive officer for Morningstar Australia and Morningstar New Zealand.

"Scott is an 11-year veteran of Morningstar who has continuously demonstrated his strong leadership ability in each role he has undertaken in the company," said Joe Mansueto, the firm's chairman and chief executive officer. "Most recently as co-CEO for Morningstar Australia and Morningstar New Zealand, Scott has contributed to the significant growth of those operations and led the groups through the successful acquisition of Aspect Huntley."

With this appointment, Andrew Bird, who had served as co-CEO of the two Morningstar companies along with Cooley, will become their sole CEO.

Before joining Morningstar, Cooley was a bank examiner for the Federal Deposit Insurance Corp., where he focused on credit analysis and asset-backed securities.

Ringdahl, Harris Join Touchstone Investments

Jeffrey K. Ringdahl has joined Touchstone Investments as vice president, product management, and Gregory A. Harris has joined as vice president, fund administration. Ringdahl now spearheads the product development function for Touchstone's retail and institutional markets, while Harris is responsible for all strategic and tactical aspects of fund operations.

Ringdahl had been with Fidelity Investments as senior director, project resource, management office and business integration. Before that, he was a leadership development associate with Western & Southern Financial Group, director of business development for W&S Agency Group and an investment management executive at State Street Global Advisors.

Harris joins Touchstone from Fund Project Services, a mutual fund consulting firm that he co-founded.

Forward Management Expands Board of Directors

Forward Management has expanded its board of directors with the appointment of two additional trustees, Toby Rosenblatt and Jeffrey P. Cusack.

Rosenblatt, who has more than 40 years of experience in the financial services industry, is president of Founders Investments, a private investment firm, and also serves as a director on the board of the BlackRock Funds.

Cusack is a managing director for REX, a real estate investment firm. Before that, he was executive vice president, head of sales and marketing for JPMorgan Private Client Serivces, senior vice president and head of managed accounts at Charles Schwab and senior vice president at Smith Barney Consulting Group.

Harrington Becomes EVP At Rampart Investment

Rampart Investment Management, a firm that specializes in option strategies, has hired John J. Harrington as executive vice president and director of investments.

With more than 20 years of experience in portfolio management and pension fund consulting, Harrington will help manage the company and lead new business initiatives in institutional and high-net-worth markets.

He comes to the firm from Schroder Investment Management, where he was senior vice president and U.S. equities product manager. Before that, he was a vice president and co-portfolio manager at Wellington Management.
