Horowitz to Oversee Index Growth at Russell

Russell Investments has hired Dorsey Horowitz as a client executive with its New York office, in charge of developing the firm's indexes. She joins Russell from MSCI Barra, where she oversaw the global client service team.

Currently, Russell's indexes account for 58.5% of the products and 52.1% of the assets benchmarked against indexes. "There's a great deal of momentum for Russell indexes and the products based on them, and I'm eager to work with this team to build on that success and further expand it globally," Horowitz said.

Fidelity Hires Citigroup Exec to Head Tech Unit

Fidelity Investments has hired Marvin Adams as president of Fidelity Shared Services, which has 12,000 employees and itself runs Fidelity Technology Group, Fidelity Enterprise Operations and Fidelity Real Estate Co. The technology group handles both internal and customer technology, while the operations unit is responsible for pricing, cash management and outsourced services in India. The real estate division provides real estate planning.

Adams previously was chief information officer and a member of the management committee at Citigroup, and before that, he was CIO and senior vice president of corporate strategy at Ford Motor, EVP and CIO at Banc One, head of worldwide engineering systems for Xerox and a systems engineer at IBM.

Adams will report to Fidelity President Rodger Lawson, who said the firm is increasingly relying "upon robust technology solutions coupled with efficient operations."

Fichera Now Sales SVP at Hancock Retirement Unit

Paul Fichera has joined John Hancock Retirement Plan Services as senior vice president of sales development services, a position in which he will oversee a number of internal functions that support sales, including technology, training, conference planning, broker services and the resource center for large plans. He will also be a member of the firm's senior management and strategy team.

Previously, Fichera was senior vice president and director of product development and sales support at Massachusetts Financial Services, where he spent nearly 10 years supporting new products and various distribution groups.

Before that, Fichera spent 12 years with Putnam Investments, his last position as senior vice president and product manager of defined contribution plans.

Starks Leads B/D Channel For Federated Investors

Federated Investors has promoted Colin B. Starks to senior vice president and national sales director of its broker/dealer sales division. Of the 14 years Starks has spent in the financial services industry, the past nine have been with Federated. He joined the company as a regional manager in the broker/dealer area and was then promoted to national account manager. A five-time sales manager of the year winner, Starks has managed key account relationships with some of the firm's top clients.

Before joining Federated in 1998, Starks spent the previous 15 years in sales, marketing and executive management positions with IBM. The first five years of his career were with the B/D division of Fidelity Investments.
