Eaton Vance Appoints Swaffield to Key Position: Income Investment Officer

Eaton Vance has selected Payson F. Swaffield as chief income investment officer, a new position at the company that will have him overseeing all fixed-income and floating-rate income investment areas.

Swaffield had been co-head of the company's bank loan group along with Scott H. Page since 1996. He now will fulfill that role single-handedly.

"Payson's appointment as chief income investment officer is a response to the growth and evolution of our income investment business, and provides our income teams with more streamlined management and more coordinated portfolio oversight," said Eaton Vance Chairman and Chief Executive Officer Thomas F. Faust, Jr.

Along with this appointment, the company has named Craig R. Russ co-portfolio manager of a number of Eaton Vance funds that Swaffield had overseen.

Swaffield joined Eaton Vance in 1990 as a senior financial analyst in the bank loan group. Previously, he held positions with Northern Trust Bank, Duff & Phelps, State Street Bank and Conning.

Touchstone Investments Hires Four Wholesalers: Girkin, Nealson, Palm And Rosensweet

Four external wholesalers have joined Touchstone Investments. Feather Girkin, who will focus on New England, joins the company from Ameriprise Financial Services, where she managed multiple client relationships. Before that, she worked as a financial representative for Fidelity Investments, helping investors with 529 plans, trusts and retirement savings.

John Nealson will serve clients in the central and mountain regions, including Colorado, Kansas, Missouri, Nebraska and Wyoming. He was previously with Old Mutual Investment Partners and ran his own company, Nealson Investments. Before that, he held a number of positions with Eagle Global Logistics, Emery Worldwide and PepsiCo.

Bruce Palm will work in the north central region, serving financial professionals in Iowa, Minnesota, North Dakota, South Dakota and Wisconsin. Palm was previously a regional sales director at RiverSource Investments and has also held positions at RBC Capital Markets, Dain Rauscher, American Express Financial Advisors and John G. Kinnard.

Finally, David Rosensweet, who will cover New Jersey and eastern Pennsylvania, joins Touchstone from Cohen & Steers Capital Management, where he was a marketing associate selling mutual funds throughout the Northwest and Middle Atlantic territories.

Prior to that, Rosensweet held positions at Wachovia Securities and Bear Stearns.

CitiStreet Retirement Unit Chief Becomes President

Sandy McCarthy, previously president of CitiStreet's retirement services, has been promoted to president of the company. She will also serve on the board.
