Mr. Jack has over 20 years of experience in the structuring and issuance of debt obligations for political entities in Texas and across the Country.� While serving in various capacities either as financial advisor or underwriter, Mr. Jack has managed or supported the bond issuance process for over $30 billion in debt obligations.�His public finance experience includes a wide spectrum of public projects including transportation, water and sewer systems, general city infrastructure, public utility systems, convention centers, stadiums and arenas, school districts, universities, airports, hospitals and economic development projects. He also serves as an adjunct professor at the University of Texas LBJ School of Public Affairs, teaching Public Financial Management.Mr. Jack has a Bachelor of Business Administration from the University of Texas at Austin and a Master of Public Affairs from the University of Texas’ LBJ School of Public Affairs. Prior to his public finance career, Mr. Jack also served as an officer in the United States Navy.

    Senior Vice President Jackie Sargent joined Austin Energy in 2010 and is responsible for operations at Austin Energy’s Sand Hill Energy Center and Decker Creek Power Plant, energy and market operations, power production engineering, and our nuclear and coal generation business units. She is responsible for risk oversight management relative to Austin Energy’s participation in the ERCOT wholesale energy market and is also in charge of our generation resource planning efforts, including the acquisition and integration of renewable resources to meet our renewable energy goals.Sargent brings more than 23 years of experience in the energy industry including electric and gas utility operations, wholesale generation, energy marketing, rates and regulatory affairs, and strategic planning. A registered Professional Engineer, she received her Bachelor of Science in Electrical Engineering and her Master of Science in Technology Management from the South Dakota School of Mines and Technology.

  • Yaffa is a Managing Director supporting Piper Jaffray's High Yield Sales and Trading Team. Her primary responsibilities include assessing and reviewing municipal transactions to be underwritten by Piper with the end goal of ensuring maximum investor protection. She is also responsible for analyzing a spectrum of credits in the secondary market to optimize trading decisions. As well she works with investors in the secondary market to support optimal disclosure. Yaffa is responsible for many sectors and has expertise in Charter Schools, Land Secured Financings, Senior Living Facilities and the Hospitality Sector. Prior to joining Piper, in early 2008, Yaffa spent several months heading up the surveillance efforts at a former AAA bond insurer and several years as a banker. Prior to these positions, Yaffa spent 12 years at Moody's Investor Service where she held a variety of positions including senior vice president and manager of the North East regional ratings team from 2001 through 2005. Yaffa is a member of the National Federation of Municipal Analysts, Municipal Analyst Group of New York and the Muni Forum. She has an MPA in Public Finance from Columbia University School of International and Public Affairs.

    Joseph S. Fichera is the chief executive officer of Saber Partners, LLC and a visiting lecturer in public and international affairs at Princeton University. He also serves as a Senior Advisor to The Williams Capital Group, L.P. an independent securities brokerage, investment management and financial services firm. His areas of expertise include corporate governance, financial markets, capital markets finance and effective regulation. He provides independent expert advice to corporate and municipal finance issuers, investors, regulators and brokerage firms. Fichera�s career has taken him from a Catholic military school to an inner-city Rochester public high school to Princeton to Washington to Wall Street. He has a BA from Princeton University and an MBA from Yale University.With 17 years at major investment banking firms beginning in 1982 as an Associate, his finance includes being an officer at Smith Barney, Harris Upham and a managing director, principal at Bear Stearns in corporate finance. His government positions have included the U.S. Department of Housing and Development and the State Department through the Agency for International Development�s (A.I.D.) Enterprise Funds for Eastern Europe as a Board director. Mr. Fichera has advised the U.S. Securities & Exchange Commission, Governor of California, Secretary of the Commonwealth of Massachusetts Securities Division, Attorney General of Hawaii as well as state public utility regulators on over $8 billion in financings for electric market deregulation and environmental compliance. He has been described by The Bond Buyer as a �securities innovator," and was credited with creating highly flexible multi-mode variable rate tax-exempt securities.Mr. Fichera serves on the Advisory Board of Princeton University�s Center for Economic Policy Studies since 1998, the RFK Center for Human Rights Leadership Council and QuestBridge Scholarship Program. He previously chaired Princeton� University's Economics Department Advisory Council under Ben Bernanke. Complementing his business advisory work, he is an author and commentator on corporate governance, economics, finance and politics. His writings have appeared in such forums as The Wall Street Journal, Yale Management Review and Barron�s. Mr. Fichera is also a guest commentator on financial news media, including CNN, Fox, Bloomberg and NPR.

    Naomi Richman is a Managing Director in Moody's Public Finance Group responsible for credit ratings in three areas: Housing Finance, Municipal Supported Products, and Local Governments in the Northeastern US. She is a member (and former Chair) of Moody's Public Sector Credit Committee which approves ratings methodologies and policies for global public sector ratings.Naomi has over 25 years of experience in public sector credit analysis at Moody's. From March 2009 through August 2010 she was a Senior Vice President and Team Leader of Moody's Sovereign Risk Group, with global responsibility for MOody's ratings of sovereign governments. She previously held positions as Chief Credit Officer for global public finance, and as Manager of Moody's Higher Education, Bond Insurance and Housing Finance teams.Before joining Moody's, Naomi spent four years with the New York City Department of Finance. Naomi holds and AB degree from Bryn Mawr College and a Master of Public Policy from the Kennedy School of Government, Harvard University.

Previously, she was an Analyst in Salomon Smith Barney’s Mergers and Acquisitions Group. Prior to beginning her finance career, Shannan was an Aerospace Engineer at NASA-Ames Research Center focused on the development of new supersonic technologies. Shannan received her MBA from the Harvard Business School, MS in Aerospace Engineering from Georgia Institute of Technology and BS in Mechanical Engineering from Florida A&M University. Shannan is also a founder and currently serving as a manager of Trident Municipal Research.

    George Friedlander is a Managing Director and Chief Municipal Strategist with Citigroup Investment Research and Analysis. Mr. Friedlander is widely recognized as a leader in the municipal bond marketplace.. He is frequently quoted in the financial press on his ideas related to trends and investment patterns in the municipal bond market. He joined Smith Barney, a predecessor firm, in 1975. He has a BS in Math from the State University at Stony Brook and an MBA With Distinction in Finance from Pace University.Mr. Friedlander has been ranked as one of the top 3 municipal strategists by Institutional Investor for 16 of the 18 years for which I. I. has had a Fixed Income All-America team. George and his team were ranked #1 by Institutional Investor in Municipal Market Strategy in 2011 and #2 in 2012and 2013. He has been ranked #1 in 2013 by two other polls that specifically target the muni investor universe.� Mr. Friedlander has further been recognized with awards from SIFMA and its predecessor firms, the Bond Market Association and the Public Securities Association, and from the National Federation of Municipal Analysts. He was voted the National Federation’s Analyst of the Year in 1989, and received the Chairman’s Contribution Award of the Bond Market Association in 1997. He was a member of SIFMA’s Municipal Executive Committee for roughly 25 years through 2009 and remains an associate member. He is currently actively working with state and local public interest groups on ways to respond to potential threats to the tax-exempt status of municipal bonds. He is the Chairman of the Technical Advisory Committee for the Municipal Bonds for America Coalition. In 2011 Mr. Friedlander received the Lifetime Achievement Award in a poll of institutional investors by Smith's Research and Gradings.

    Mr. Nelson assumed the position of Director of Bond Finance for the Texas Department of Housing and Community Affairs (the “Department”) on December 7, 2009. He is responsible for the development and administration of the Department's Single Family Mortgage Revenue Bond Program. Mr. Nelson also oversees ongoing compliance monitoring and disclosure requirements related to the Department's investments and single family and multifamily bond programs.Mr. Nelson earned a Bachelor of Business Administration degree in Finance with a minor in Marketing from the University of Washington in Seattle, Washington and a Master of Business Administration degree in International Finance from The George Washington University in Washington, DC. Prior to employment with the Department, Mr. Nelson was a single-family housing investment banker for RBC Capital Markets in Phoenix, Arizona.

Mr. Dunn's experience includes service as Special Assistant to the President for Domestic Policy at the White House Domestic Policy Council, the Associate Executive Director and chief lobbyist of the Texas Association of School Boards (TASB), and 15 years in education and fiscal policy analysis for the state of Texas.

    Bill King is a life-long resident of the Houston area.� He was born and raised along Galveston Bay in Kemah, Texas.� Mr. King was graduated from the University of Houston with a Bachelors of Science - Cum Laude in 1974 and from the University of Houston Bates College of Law with a Juris Doctor in 1978.� His professional career began with a private law practice and after several years Mr. King ventured into the savings and loan business which he documented in a book about the crisis, Saving Face.� Returning to the practice of law, he eventually became the Chair of the Management Committee of the nationwide law firm of Linebarger, Goggan, Blair and Sampson LLP.� Mr. King retired from the firm in 2006 and became of counsel to Bracewell and Giuliani LLP.� Additionally, since 1999, Mr. King has been the President of Southwest Airport Services, Inc. which operates a fixed base operation at Ellington Field.� He is also an investor or director in other business including PolitiCalendar, LLC, Emlogis, LLC and GB Tech, Inc.Mr. King�s community involvement includes numerous public service and volunteer organizations.� From 1992-2004, he served in various positions with the City of Kemah including the Kemah Economic Development Corporation, City Council and two terms as Mayor.� During this time the Kemah facilitated the development of the Kemah Boardwalk which brings about 4 million visitors each year to Kemah.He has also served in many capacities with charitable and civic organizations, including Interfaith Ministries of Houston, the Harris County Health Facilities Development Corporation, Galveston Bay Foundation and Fire Fighters Foundation of Houston.� He is a member of St. Paul�s Methodist Church and serves on the Methodist DeBakey Hearth and Vascular Council.While serving as Mayor of Kemah, Mr. King developed a particular interest in mobility and hurricane preparation.� As result he has served on a number of groups concentrating on these issues including the Greater Houston Partnership Transportation and Infrastructure Committee (now known as the Mobility Committee) and Houston-Galveston Area Council�s Transportation Policy Council.In 2003, Mr. King began to raise, in a number of speeches and published articles, his concern that the Houston region was unprepared for a widespread evacuation in the event of a major hurricane.� In 2005 in the wake of Hurricane Rita, Mr. King was appointed by Governor Rick Perry to serve on task force on Evacuation to develop new state-wide emergency plans.� The same year, the county judges of Harris, Galveston and Brazoria County appointed him to chair a regional committee investigating problems with the Rita evacuation and to develop new evacuation plans.� His work on these task forces earned him the National Hurricane Conference Outstanding Achievement Award for Mitigation in 2006 and the Weather Hero Award from the Houston Weather Museum.Mr. King currently writes a bi-weekly column for the Houston Chronicle on public policy issues and is commentator on local television stations.� He also publishes as widely followed blog on public policy issues, www.BillKingBlog.com.�
